Warrnambool's Mechanics' Institute (or Institution as it was sometimes called) was one of the earliest in Victoria. On 17th October 1853 a meeting was held where it was resolved to request the Lieutenant Governor of the Colony to grant land for the erection of a Mechanics' Institutes building. A committee was formed at the meeting and Richard Osburne chaired the first meeting of this committee. The land on the North West corner of Banyan and Merri Streets was granted but there were no funds to erect the building. The Formal Rights of the Warrnambool Mechanics' Institute's encompassed its aims and these were officially adopted in1859; "This Institution has for its object the diffusion of literary, scientific, and other useful knowledge amongst its members, excluding all controversial subjects, religious or political. These objects are sought to be obtained by means of a circulating library, a reading room, the establishment of classes, debates, and the occasional delivery of lectures on natural and experimental philosophy, mechanics, astronomy, chemistry, natural history, literature, and the useful and ornamental arts, particularly those which have a more immediate reference to the colony." The Warrnambool Mechanics' Institute opened its first reading room in November1884 in the National School building at the corner of Banyan and Timor Streets. The Institute was funded by member subscription, payable on a quarterly, half yearly or yearly basis. Samuel Hannaford, the Manager of the Warrnambool Bank of Australasia, was the first Honorary Secretary of the Mechanics' Institutes, and an early President and Vice-President. He also gave several of the early lectures in the Reading Room. Another early Secretary, Librarian and lecturer was Marmaduke Fisher, the teacher at the National School. Lecture topics included The Poets and Poetry of Ireland', 'The Birth and Development of the Earth', 'The Vertebrae - with Remarks on the pleasures resulting from the study of Natural History' and 'Architecture'. In 1856 the Reading Room was moved to James Hider's shop in Timor Street, and by 1864 it was located in the bookshop of Davies and Read. In the 1860's the Mechanics' Institute struggled as membership waned but in 1866, after a series of fund raising efforts, the committee was able to purchase land in Liebig Street, on a site then called Market Square, between the weighbridge and the fire station. A Mechanics' Institute building was opened at this site in August 1871. The following year four more rooms were added to the main Reading Room and in 1873 the Artisan School of Design was incorporated into the Institute. The same year Joseph Archibald established a Museum; however it deteriorated when he was transferred to Bendigo in 1877. In 1880, with Archibald's return to Warrnambool, the Museum was re-established, and in 1885 a new building was built at the back of the Institute to accommodate the re-created School of Design, the Art Gallery and the Museum. In 1887 the Museum section was moved to the former court house in Timor Street (for some time the walls of the building formed part of the TAFE cafeteria but all is now demolished)). In 1911 the Museum was transferred back to the original building and the management of the Mechanics' Institute was handed over to the Warrnambool City Council. The Museum and Art Gallery became one and housed many fine works of art, and the Library continued to grow. The building was well patronised, with records showing that at the beginning of the 20th century there were between 500 and 800 visitors. During World War One the monthly figures were in the thousands, with 3,400 people visiting in January 1915. The Museum was a much loved Institution in Warrnambool until the contents of the Museum and Art Gallery were removed to make room for the Warrnambool City Council Engineers' Department. The contents were stored but many of the items were scattered or lost. When the original building was demolished the site became occupied by the Civic Centre, which included the new City Library. (The library was temporarily located in the old Palais building in Koroit Street.) In the process of reorganisation the Collection was distributed amongst the community groups: -The new City Library took some of the historic books and some important documents, historic photographs and newspapers. -The Art Gallery kept the 19th Century art collection and some of the artefacts from the museum. -The Historic Society has some items -The State Museum has some items -Some items were destroyed -Flagstaff Hill Maritime Village has old newspapers, Government Gazettes, most of the Mechanics' Institute Library, ledgers and documents connected to the Mechanics' Institute Library, some framed and unframed art works and some photographs. The Warrnambool Mechanics' Institute Library book collection is deemed to be of great importance because it is one of the few collections in an almost intact state, and many of the books are now very rare and of great value. SUNDAY SCHOOL DEMONSTRATION. With three times three we coo-ee, The Prince we meet again; Our Princess May we welcome, With heart and voice amain. This was the welcome of the children of the Melbourne Sunday schools. The greeting came from over 30,000 youthful voices to the accompaniment of as many waving flags of diminutive size, held by the children. Probably not one of those who sang so lustily had witnessed the previous visit of his Royal Highness; or knew anything of it except as a traditional event, but the sentiment was a good and proper one all the same. The children were massed on the rising ground in the Domain, and apparently the long wait was not at all wearying. It was to most of them a huge picnic. They lunched on the grass, and filled in the intervening lime with games such as the juvenile heart delights in. At intervals something approaching order, was observed, and then songs, which have been in rehearsal for some weeks past, were sung under the baton of Mr. D. R. Davies, musical director, and to the lead of a united brass band of over a hundred instrumentalists under Bandmaster E; T. Code. A solo was also sung by Mr. H. J. Floyd. At all times the scene was an exceedingly animated one. Most of the children were attired in light costumes, and those in whose dress there was some color provided the necessary variety to make up a most picturesque scene. Probably there were nearly 35,000 adults and children at this spot. They occupied the frontage to St. Kilda-road, from Government House gates to the intersecting thoroughfare beyond. As the children were confined to the high ground, there was a green strip in front of them, and the dark green of the fir trees at the top of the slope made a most suitable background. Between these two lines of even coloring the children, with the easy freedom of youth, made perhaps as pretty a feature of the pageant as could be found anywhere in the whole route of the procession." This is an invitation to George and Annie Rolfe of Lyndoch, Warrnambool, to attend the opening of the first Australian Parliament in Melbourne in May 1901. A smaller invitation card was first sent to the recipients and this larger invitation was sent after the event for the recipients to keep as a souvenir. The six Australian colonies became six Australian States in the newly-formed Commonwealth of Australia in January 1901. George Rolfe (1836-1919), a tea merchant from Melbourne, began buying blocks of land in Warrnambool near the mouth of the Hopkins River in the 1870s. By the early 1880s Rolfe owned 50 acres of land in the town and other nearby pastoral properties. He used the existing building on the land near the mouth of the Hopkins River as holiday accommodation, calling the property Lyndoch and adding stables, bone and chaff sheds, jetty, boathouse, reservoir and windmill and an extensive garden. George Rolfe spent most of his later life at Lyndoch. Today the area is the site of an aged care facility. This certificate is of considerable importance for two reasons: 1. It is an important memento of a signal event in Australia’s history – the Federation of the States in 1901. 2. The certificate was an invitation to George Rolfe of Lyndoch and his wife. Rolfe was a prominent Warrnambool person at that time. This is a piece of cardboard containing an illustration of a young queen in battle dress and on horseback bowing to an image of Britannia. The queen is about to be crowned. There are several lady attendants in the background and two large columns depicted on the sides of the illustration with shields and banners. An extract from Kipling’s poem, The Young Queen, is printed at the bottom of the card. The invitation is coloured in brown, yellow, white and orange tonings. The name of the recipient of the card is handwritten in black ink. The card is slightly scuffed and marked. William Grant Junior was President of the Shire of Bacchus Marsh in 1901 when the Australian Colonies federated to become a federal nation state. Grant was a member of a prominent local family and was active in public affairs throughout his life. The federation of the Australian Colonies was a turning point in Australian history and as such its achievement was celebrated in a range of ways. A major step towards achieving Federation was the referendum of July 1899 which saw five of the six Australian colonies vote in favor of Federation, with Western Australia later voting in favor in 1900.Printed poster sized document certifying that William Grant of Bacchus Marsh voted in a referendum of Victorian electors on 27th the July 1899 on the question of an Australian Federal Constitution. The body of the certificate text is surrounded on three sides by captioned photographic portraits of the Premiers of the six Australian Colonies. A British coat of arms is at the top of the certificate and at the bottom is an image of Parliament House in Melbourne, which includes a Dome, which was a projected feature of the building which was never actually added to the Victorian Parliament building.Across the top of the certificate: 'Australasian Federal Referendum July 1899'. In the centre: 'This is to certify that the question of an Australian Federal Constitution was submitted to the Electors of Victoria on the 27th day of July 1899 and that out of a Poll of 103,783 votes 152,653 were cast in favor of such Australasian Federal Constitution and further that William Grant, voted at the said election'. As a Protestant, he also advocated for Catholic emancipation and voting rights, clashing with ex-ally Henry Flood over ideology. Later serving in the House of Commons, Grattan died on June 4, 1820.
