Petrol rationing was gazetted in May 1941. Australia's lack of fuel storage options and the diversion of tankers bringing fuel here forced the government to begin rationing. Initially it was proposed that consumption should be reduced by 50% but this was modified to 1/3 reduction. People had to apply for a petrol licence and this was then used to obtain ration coupons. Initially coupons were issued on a 6 monthly basis but this was reduced to 2 monthly and allowed people roughly 2000 gallons per year. Coupons allowed for 1, 2, 5, 10, 44 and 100 gallon amounts depending on need. eg. private, commercial, farm use. This church collection bag is quite unique in that it has three grip handles, not the usual two. Why three. It may represent the holy trinity of, the father,the son and the holy spirit. Historically this might be used to reinforce the holy trinity belief which at the time of this item's construction was under threat. The threat came from splinter Christian sects such as the Church Of Jesus Christ of the Latter-Day Saints which have a Godhead of a council of three deities and there are other christian religions of only one deity covering the father,the son and the holy spirit.This collection bag for offerings, was the main method available towards the upkeep of the church and its parish during this era. Broadcasting of religious services was not as prolific as in the late 1900s and into the 2000s. It was a time when visualisation of the support of religion(especially in rural ares) was an important social factor. The God "fearing" beliefs within society of this period, provided the strong moral fabric which permitted settlements that did not have a strong law enforcement section to prosper and develop without fear or "favour". The collection bag was, and is still, a physical endorsement of support towards the church and what it stands for. This was a time when it was a social requirement to be seen in the church building and supporting fellow parishioners. The ingrained Australian psyche of supporting anyone that needed help, was a result of this period.Church collection/donation bag. "The fist references the Black Lives Matter movement and also represents the strength of Indigenous peoples all over the world and symbolises solidarity and justice for everyone affected by systematic racism. Bunjil (wedge-tailed eagle) is flying high on the building. He is the creator spirit for Wurundjeri people who looks over us and protects us. Bunjil represents healing and power to our people. The blue circles and lines represent revival and waterways; in particular, they depict the Birrarung (Yarra River), which is very significant for the Wurundjeri people. Our people are known as the Manna Gum people. The leaves in the artwork highlight Wurundjeri people and their Country. These leaves also represent the cleansing of negative spirits. The Manna Gum leaf is also an important symbolic offering in our traditional Welcome to Country ceremony. Leaves are offered to visitors as they are granted safe passage through our land. They are made welcome to everything from the tops of the trees to the roots of the earth. We ask that they take care of the land, plants and animals and to respect the protocols and rules of the Traditional Owners whilst on our Country."In 2020 Council declared its support for the global Black Lives Matter (BLM) movement. In consultation with Yarra City Council's Yana Ngargna advisory group a motion was prepared and passed unanimously by all Councillors. A number of actions were generated from this decision; one of which was for Council to commission a large-scale mural that aligned with the movement. Emerging artist Ky-ya Nicholson-Ward, a proud Wurundjeri, Dja Dja Wurrung, Nguarai Illam-Wurrung, German and Irish woman, created the mural installed on a building in Peel Street Park, Collingwood. Selected by Council's Yana Ngargna, Black Lives Matter Working Group the artwork identifies the cultural importance of the local area to the Wurundjeri Woi Wurrung people as the Traditional Owners. With a strong focus on Aboriginal identity the mural outlines the local context of the Black Lives Matter movement, which is connected to racism, policing of Aboriginal and Torres Strait Islander peoples and associated deaths in custody. The artwork acknowledges the ongoing challenges faced by Aboriginal community members and their struggle to survive white systems, policies and institutions. Ky-ya's mural tells the story of Aboriginal resilience, strength and self-determination; and will support the process of healing. It is a celebration of the local Aboriginal and Torres Strait Islander community; the significant Aboriginal history of Fitzroy, Collingwood and surrounds; and community's continuing cultural connection to the area. Importantly, this artwork provides a platform to educate a broader audience about the local context of the Black Lives Matter movement and Aboriginal deaths in custody. The mural will activate this site, enliven the area, promote inclusion, incite conversation and contribute to the creative capital of this locale. This artefact originates from a petroleum company which operated in Victoria from 1933 until 1945. The Alba Petroleum Company of Australia Pty. Ltd. was established by P. J. Adams and A.G. Wales. They had distribution facilities in the industrial estate of Newport in Victoria and also marketed to South Australia and Tasmania. Their advertising during World War 11 emphasised the need to keep petrol profits in Australia. They claimed to have the largest independent bulk storage unit in Australia. They pioneered the use of tar alcohol which was blended with "standard motor spirit to produce a super fuel. They were marketers of ALBA Super, the Aviation Quality Spirit containing Australian produced alcohol, ALBA motor spirit, ALBA power kerosene and ALBALITE lighting kerosene. In 1945 after the war ended, ALBA was incorporated with the Australian Motorists Petrol Company, which in turn, became AMPOL Petroleum Ltd in 1949.This artefact is representative of an Australian innovative company and a product which was widely used on a local, state and national level for industrial and domestic applications.A cylindrical steel/metal can for petrol storage and transfer. This tripod was used to measure the height of distant points relative to a known point used in surveying and construction. The older levels consist of a telescope fitted with a spirit level and, generally, mounted on a tripod.
