This unique document was produced in honour of Dr William (Bill) Alexander Sloss, Patron of Sloss House, Clarendon Presbyterian Ladies' College, on his birthday 5 August 1962. It features a handwritten dedication in coloured ink, black and white photograph of Dr Sloss, Dr Sloss' own 10 page history of the school and 3 pages of signatures from the 1962 members of council, members of staff and school prefects. The book has been bound by local printing company Waller & Chester but all pages have been produced by hand. It is a significant record of the esteem and appreciation in which Dr Sloss was held by the school community. Dr Sloss served on the school council 1919-1966. His daughter-in-law, wife of Bill Sloss (Old Collegian 1921-1934) Janie also served 1956-1964 and again 1969-1973 and on the Ballarat Clarendon College council in 1974. Dr Sloss was instrumental in the purchase of Clarendon Ladies College by the local Presbyterian community in 1919 and the opening, by Governor General Stonehaven, and ongoing establishment of the Mair Street site in 1925. He was instrumental in the appointment of seven Principals - Carson, Short, Shaw, McDonald, Mathieson, Kerr and McPherson. His contribution to education in Ballarat for nearly 50 years is inestimable. The book is accompanied by a black and white photograph labelled 'Clarendon College Sports', undated. This unique book is a significant record of social significance.Black leather bound book of 18 pages, including 2 illustrations pasted in place, 10 typewritten pages and 3 pages of signatures. The original Weatherly Library was situated in the space immediately on the left of the archway. The fittings and furnishing of the library was a generous gift in 1936 of Mrs H P Mackenzie of Trawalla in honour of her pioneer parents, Mr and Mrs William Weatherly. The library was panelled with blackwood and fitted with shelves intended to eventually house 3000 books. Specially made solid blackwood chairs, upholstered in genuine hide, two long reading tables, an upholstered bench seat under the north window and an ornate carved mantelpiece topped by a classical broken pediment framing a carved head of Minerva were also donated. In 1971 this library was no longer large enought o serve the growing number of boys at the college; it was replaced by a bigger, separate building, also known as the Weatherly Library. This building is currently in use, and recently renovated, as the senior staff room. In 1993 a third library building was opened and named Erindale in recognition of property associated with Clarendon PLC. In 2012 the school opened the Fraser Library on the senior campus in honour of old collegian and school council chair, Darrell J Fraser. Carl Herman Jess (Sir) CB, CMG, CBE, OBE, DSO had a long distinguished career. This is a very brief summary. Joined the Victorian Volunteer Cadets 1899 to 1906, joined the permanent Military Forces 1906 No 86 age 23 years 4 months and rose through the ranks to Captain when he enlisted in the AIF as a Capt in 4th INF Brigade HQ age 30 years on 23.9.1914, embark for Egypt 22.12.1914, embark for Gallipoli 22.12.1914, promoted to Major 23.5.1915 and transfers to 2nd INF Brigade, awarded MID 12.6.1915, promoted Lt Col and to Command 7th Batt, embark for France 13.4.1916, awarded MID 13.11.1916, awarded Order of the White Eagle (Serbian), he was Gassed but remained on duty at Pozieres, awarded DSO 1.1.1917, appointed Staff Officer HQ 1st Anzac Corps 12.3.1917 then T/Col, T/Brig General through to 7.10.1918, awarded MID and CMG, 1.10.1919 appointed Director General repatriation and demobilisation AIF, resigned appointed in England 21.3.1920. Post WW1 on return to Australia he served in many Military appointments including Honorary Colonel 7th and 38th Battalions.He was made a Knight Batchelor in 1935. On 3.9.1939 to 31.3.1946 No VP16098 during WW2 he served on the Australian Staff Corps, two of his main appointments being man power Dept Labour and national Service and the Women’s land Army, Awarded CB, he retired due to health reasons with the Rank of Lieut General.Framed Photograph. On 12 January, the World Health Organization (WHO) confirmed that a novel coronavirus was the cause of a respiratory illness in a cluster of people in Wuhan City, Hubei Province, China, who had initially come to the attention of the WHO on 31 December 2019. On 3 March, the Reserve Bank of Australia became the first central bank to cut interest rates in response to the outbreak. Official interest rates were cut by 0.25% (25 base points) to a record low of 0.5%. On 12 March, the Federal Government announced a A$17.6 billion stimulus package, the first since the 2008 GFC. he package consists of multiple parts, a one-off A$750 payment to around 6.5 million welfare recipients as early as 31 March 2020, small business assistance with 700,000 grants up to $25,000 and a 50% wage subsidy for 120,000 apprenticies or trainees for up to 9 months, 1 billion to support economically impacted sectors, regions and communities, and $700 million to increase tax write off and $3.2 billion to support short-term small and medium-sized business investment. On 16 March, Premier Dan Andrews and Minister for Health Jenny Mikakos declared a state of emergency for Victoria for at least four weeks. On 19 March, the Reserve Bank again cut interest rates by a further 0.25% to 0.25%, the lowest in Australian history. On 22 March, the government announced a second stimulus package of A$66bn, increasing the amount of total financial package offered to A$89bn. This included several new measures like doubling income support for individuals on Jobseeker's allowance, granting A$100,000 to small and medium-sized businesses and A$715 million to Australian airports and airlines. It also allowed individuals affected by the outbreak to access up to A$10,000 of their superannuation during 2019–2020 and also being able to take an additional same amount for the next year. on the same day Victorian Premier Daniel Andrews announced on 22 March that the state will bring the school holiday forwards to 24 March from 27 March. On 30 March, the Australian Federal Government announced a $130 billion "JobKeeper" wage subsidy program offering to pay employers up to $1500 a fortnight per full-time, part-time or casual employee that has worked for that business for over a year. For a business to be eligible, they must have lost 30% of turnover after 1 March of annual revenue up to and including $1 billion. For businesses with a revenue of over $1 billion, turnover must have decreased by 50%. Businesses are then required by law to pay the subsidy to their staff, in lieu of their usual wages. This response came after the enormous job losses seen just a week prior when an estimated 1 million Australians lost their jobs. This massive loss in jobs caused the myGov website to crash and lines out of Centrelink offices to run hundreds of metres long.The program was backdated to 1 March, to aim at reemploying the many people who had just lost their jobs in the weeks before.
