This chain was part of the official regalia worn by the Mayor of the City of Brighton before the amalgamation into Bayside City Council in 1994. The chain was seen as an outward sign of power, authority, and responsibility and was a formal, full-dress type of regalia that was worn by the mayor over their robes at ceremonial functions. The large central drop medallion featured the design of the council seal and the links of the chains detail the name and date of each appointed Mayor. This council seal features the Brighton coastline with a pier extending to the water, a sail boat in the distance and a train on the right of the pier. It was displayed by Council on its flag and letterhead and in municipal buildings and can still be seen on the portico of Brighton Town Hall. The seal was used from 1919, when Brighton was declared a city, until 1970, when an official crest was issued by the British College of Heraldry. Brighton was first incorporated as a borough on 18 January 1859, it became a town on 18 March 1887 and was proclaimed a city on 12 March 1919.9 carat yellow gold and enamel mayoral chain for the City of Brighton. Consists of 61 small oval links, with a scroll listing significant dates in Brighton's history as a centrepiece and a large 'drop' medallion of the City of Brighton seal below. Each oval link has a central plaque inscribed with a mayor's name and dates of their office surrounded by a thin coiled edge and a thick decorative border. The earliest Mayor is W.P. Francis 1918-19 and the latest is K.D. Oliver 1994-95. The links are joined by cable chain and form a long circular chain with two crosspieces of additional links at the back, the upper crosspiece contains four links, while the lower piece contains three links. The chain has a large oval medallion/pendant of the City of Brighton seal which is surrounded by a thin coiled gold edge, a border containing raised lettering 'CITY OF BRIGHTON' above and a Coat of Arms below. This is also surrounded by a coiled edge. The oval piece is then wrapped around with a thick laurel wreath with small berries. The central part of the medallion contains a coloured enamel image of the Brighton coastline with sand in the foreground, a pier extending out into the water, a sailboat in the distance and a train on the right of the pier. Consists of two concentric circles of 57 small oval links, with an Australian Coat of Arms as a centrepiece and a large 'drop' medallion of the City of Sandringham seal below. Each oval link is made up of the cutwork initials of a mayor, the surrounding oval border has an inscription above the initials which gives the mayor's name; an inscription below gives dates of office; the earliest is Cr. B.J. Ferdinando 1917-18, and latest is Cr. S.T. Russell 1993-94. The ovals are surrounded by decorative scrolls and are joined by small curb chains. The outer circle contains 31 links, while the inner contains 26. On both shoulders sit decorative bars, joining the front of the chain to the back. The main medallion has an oval central panel that features the coloured Sandringham seal in enamel depicting two sailboats in the water, a pier protruding from the left, a coastline on the right with two pine trees. Above the scene are decorative triangles in light blue and yellow, above which is another section in dark blue containing a third sailboat. The seal is flanked by two engraved dolphins and above it sits an engraved St Edward's gold crown filled with red enamel. Below the seal, there is a ribbon containing the Latin motto 'OMNI OPERE' which is engraved and filled in dark blue enamel. The pendant is surrounded by cutwork lettering reading 'CITY OF SANDRINGHAM / 1919' and leaf decorations. The medallion is inscribed on the reverse with important dates in Sandringham's history. A fleur-de-lys joins the medallion to the Australian Coat of Arms centrepiece above. The Coat of Arms features a shield, depicting symbols of Australia's six states, in enamel, flanked by an engraved kangaroo on the left and emu on the right. Bendigo's first ceremonial dragon, the "Duck Bill" dragon appeared in Easter parades 1892-1898. "Moon face" only appeared in 1900. "Loong" paraded from 1901-2019 before being retired due to it's age and fragility. In the meantime "Sun Loong" was seen from 1970-2019. The penel was recovered by the restorer of MESCo/SECV Geelong tram No. 2 and provided information about the paint scheme and layout. The Geelong tramway system closed in March 1956, No. 2 making its last run in January 1956. The body was subsequently sold to Phil Shoppee, a farmer at Murradoc on the Bellarine Peninsula. The farmer had used the tram body as a feed store, with this part placed up against a water tank or similar. This prevented it from being painted over. The panel shows the methodology of securing it to the tram body and the location of the lining and the emblem. The SECV logo or emblem dates from the formation of the SECV in 1921. The panel dates from the 1950s, possibly from a repaint after the side entry gates on the car were replaced by hinged doors in the mid-1950s. Whittingslowe Engineers Ltd of Adelaide was an Australian manufacturer. A patent for the 'Hot-Glow' water bottles was issued to the company in 1945. The context in which the hat was made and worn assists in establishing its potential historic significance. 'Bailliere's Victorian Gazetteer and Road Guide containing the most recent and accurate information as to every place in the Colony' (1870), describes the village of Vaughan as being located on the road from Daylesford to Castlemaine. In 1870 the Vaughan was deemed to be entirely a gold mining area, gold having been discovered in the district in 1853. Intriguingly the entry in the Gazetteer claims that the electoral division of Vaughan began at the junction of the Middleton Creek and the Loddon River, so perhaps the cap might have belonged to a member of a significant local family. In 1870, Vaughan had a population of about 1000 persons and included almost 300 dwellings. Articles from newspapers, published on Trove refer frequently to a Mr Middleton as a litigant in court cases before the Vaughan Court in the 1860s. By the 1870s, the Mt Alexander Mail, in an article on ‘Mining: The Pioneer Wheel’ describes the success of Mr Middleton and his Middleton’s Reef Gold Quartz Mining Company, which had built the largest water wheel in the Colony. The wheel was 20’ in diameter and 2’ wide. Quartz mining as practiced by companies such as Middleton’s had become necessary after the exhaustion of alluvial quartz mining deposits in the 1860s. So we can probably establish a link between the cap and a significant mining identity in the period in which the article was made. The historical significance of the cap is only one part of the story. Caps such as the Middleton example can also be items of aesthetic significance as they were typically, examples of women’s work, using published patterns in magazines such as the Ladies Home Magazine. While women might follow or adapt a published pattern, their choice of materials reflected what was available locally. The fine hand stitching on this example is evidence of high quality domestic needlework. The maker crafted the cap from five triangular pieces of cotton cloth, each piece lined with a faded yellow net. The net provides some stiffening for the cap and has a functional purpose in that it anchors the hand-stitched, looped design of yellow silk ribbon that decorates the surface of the cap. Gentleman’s smoking (lounging) cap believed to have been made in c.1860-69. The conical hat is made of a dark green cotton fabric embroidered with narrow ribbon of a paler green silk. The unlined rimless hat is made of four pieces of fabric. There is no evidence of the hat at one stage featuring a tassle. The original donation record noted that the cap had been made for, and was worn by, a Mr Middleton, of Vaughan in Central Victoria. Nilhats, smokers hats, men's clothing

A Declaration of Interest Form was communicated to over forty potential designers. The task and especially tight timelines that were involved deterred many aspirants, however, there remained eight designers with the potential we were seeking. These eight designers were paid $3,000 per submission and the winning designer, Wendy Powitt, was paid $15,000. For the first time the judging panel included two athletes, one male swimmer and one female basketballer, their influence was pivotal. The Official Uniform was used for both travel and official functions.
