The report makes recomendations to the Board about matters that were discussed earlier in August 1984 (refer to item 00926). The report also notes that change is not always accepted - it takes courage to make change. It is essential to carefully explain the reasons why to all involved with Legacy activities. The change should be done in an orderly manner. The task force makes 23 recommendations to take Melbourne Legacy into the future. There is no indication either of who wrote this, nor whether other chapters were written. Although it covers the same events as "Legacy" by Claude Blatchford, and "The Torch" by M.H. Ellis, it is not a draft for either. The chapter covers events from the inauguration of Legacy in 1923 to a conference of Legacy Clubs held in Melbourne in 1928. An address delivered by P.W. Powell (the first Secretary of the Club) in October 1923 to the newly formed Legacy Club. In it he notes that "The most important thing in the development of this Club is to formulate a sound constructive policy that will draw in the best type of member and make the Club a live force in the advancement of this country." The comradeship and cooperation developed by the troops during wartime should be applied in civilian life to the development of Australia. The aim of this review was to take Legacy into the 1990s'. The main points to be considered were:- 1 - increase in widow numbers but an increase in the age of current Legatees. 2 - welfare/housing slight reduction in expenditure, handicapped dependants and widows activities a possible increase in costs. 3 - contacy activities should be re-organised. 4 - youth activities could be reduced due to decreasing numbers. 5 - expand youth leadership activities and take over responsibility of youth activities.This review was important due to a growing imbalance of Legatee numbers to widow and youth numbers, and possible increase in expenditure. A photo of artist Clifton Pugh beside one of his paintings. The white paper label says: "Artist Clifton Pugh kindly allowed Legacy to display his Gallipoli paintings at then launch of Legacy Week. The paintings were commissioned expressly for the Australian War Memorial. It was the first time these paintings were on display in Melbourne." Clifton Pugh was appointed official war artist for the 75th Anniversary of the Gallipoli landing at Anzac Cove in 1990. This document has been published with the Certificate of Incorporation under the Companies Act 1938 limiting the Company by Guarantee. The Special Licence grants dispensation for the use of the word "Limited". The Special Licence was granted by the Victorian State Attorney General T.W. Mitchell whose father-in-law was Harry Chauvel (led the calvary charge at Beersheba during World war 1). This document records the legal status of 'Junior Legacy, Melbourne' in 1952. Melbourne Legacy has had name changes over the years. In September 1952 Junior Legacy Melbourne was incorporated. Under the provisions of the Companies Act 1938, it was registered as a company with limited liability without the need for 'limited' in its' name (see page 1). The poem honours the service to Legacy by Wendy Faulkner who came to Legacy on 13 September 1965 after working on the stage. A file copy of a letter sent from Legatee Rob Allison to Robert Bowring (6th November 2000) in answer to a request regarding the origins of the first Dawn Service. Legatee Rob Allison signed himself as the Chairman, Advisory Tradition and History Committee. To research his response he consulted the AWM and summarised the content in the letter and enclosed four articles. Unfortunately the four articles sent to Robert Bowring are not included here. L/- Rob Allison makes reference to information obtained from Dr Richard Reid (historian at the Australian War Memorial and then the Commonwealth Branch of the Department of Veterans Affairs). Also Rob Allison makes reference to Lyn Witheridge (Australian War Memorial and later with the Centenary Federation Secretariat). He was addressing the rumour that there was a Dawn Service held in Albany WA in 1914 when the first convoy in WW1 from Australia was about to sail from Albany. The letter also makes reference to a gathering at Toowoomba QLD on Anzac morning 1919, however that rumour suggest that flowers were placed on returned soldiers graves, L/- Allison cast doubt about the placing of flowers on graves of returned service personnel, because only Major General Bridges and the Australian Unknown Soldier were the only two WW1 troops killed in action, to be returned to Australia.A record that members of the public approached Legacy with questions about military and post war history. This photo shows a few of Legacy's disabled dependents on an outing to a bowling alley. Every month Legacy's handicapped dependents were invited to go on outing for take part in recreational and educational activities. These programmes aimed to develop independence and thus lessen the need for reliance on others for simple routine functions. Once a year there is a two week camp this also gave the mothers some respite. This is a study of Melbourne Legacy by the author William Paul Healy, from April 1973 to March 1975. The author was interested because of the reputation gained by Legacy over the preceding 50 years, for successfully delivering welfare services by volunteers to widows and their dependant children. He titled it 'The Task-Focused Volunteer: An Evaluation of the Work of the Legacy Club of Melbourne'. The aim of the study was to describe, analyse, explain and evaluate the work of Legacy. This has been done at great length and in summary the great value of Legacy is in the continuity of a Legatee with the one family i.e. the legatee maintained contact with the family through school, beginning work/university and other milestones in the life of a dependant family. It was thought that families in receipt of Legacy services functioned at a higher level than those who do not receive such services.Significant in that Legacy was seen as providing a high quality service. Photos the 10th Annual Art and Craft Exhibition that was run by the Widows' Club. The label identifies Marianne Spruyt from Guterman Craft as the judge that year. The items could be sold at trading tables and at the table outside Legacy House during Badge Week in September to raise funds. The label mentions the Widows' Club made a donation each year to Legacy. The photo appeared in the President's Highlights report in 1989 to introduce him as the new President. The caption mentioned 'Tony Norris was born in melbourne and now lives with his wife Barbara and two daughters in Essendon. Working at the MMBW in 1966 he was conscripted and joined the 7th battalion R.A.R. Between 1967/68 he saw active service in Vietnam and on return from service rejoined the Board of Works. He is currently Director of Human Resources of that organisation and joined Melbourne Legacy in 1972. The Melbourne Legacy 1979 - 56th Annual Report with presidents report and photos of events through the year. The President was Legatee Bill Mehan. It mentions there were more than 900 members of Melbourne Legacy. The executive officer Ivan Layton had been inducted into Melbourne Legacy before he went on sick leave. Unfortunately he passed away leaving a contribution of almost 30 years service. The widows club rooms were renovated and reopened with 350 widows in attendance. St George's Presbyterian Church is at 4 Chapel Street, St Kilda East. It is substantial red brick Gothic Revival building with distinctive 33.5-metre banded octagonal belltower and attractive contrasting cream brickwork and freestone dressings. The facade is dominated by a double entrance surmounted by a triangular rose window. It was designed by Albert Purchas. It opened on 1 October 1877 and the newsletter discusses the celebrations of the centenary in 1977. This item is a souvenir booklet that would have been purchased by a tourist in the Warrnambool district in the mid 20th century. The photographs are representative of the tourist attractions of the area – Hopkins Falls, the mouth of the Hopkins River, Shelly Beach, the Breakwater, the Botanical Gardens etc. Tourism in Warrnambool began to be important towards the end of the 19th century when the coastal scenery, the beaches and the Sea Water Baths were advertised to promote Warrnambool as a spa resort town. Today tourism is a major industry in the city. This item is of minor interest as a souvenir of the type of postcard purchased by tourists in the mid 20th century. This is a piece of blue paper folded in two with black and blue printing on the front and back covers and an image of two kookaburras on the front cover. In the back of the front cover is pasted a strip of paper containing 13 black and white photographs folded in concertina fashion to form a booklet. The front cover has an extension that fits into a slot on the back cover to enclose the photographs. There is space for a stamp and an address on the front cover and space for the name of the sender on the back cover.
