The water pump pressure gauges were used by the Wodonga Waterworks Trust and Sewerage Authority, which were established in 1897, and had the responsibility for providing Wodonga's drinking water and managing the wastewater. In 1923 a Wodonga Waterworks Trust referendum to provide funding for new infrastructure to supply more water of better quality to Wodonga was passed. This included building the Wodonga Water Tower and it was completed in 1924. It supplied water to Wodonga until 1959, when it was drained and decommissioned after the No 1 Basin on Huon Hill was completed in 1958. In 1983 the Wodonga Waterworks Trust and the Wodonga Sewerage Authority became part of the Wodonga Council. By 1989 a filtration plant at Huon Hill was completed, which provided filtered water of improved quality to Wodonga, in accordance with the World Health Organisation’s guidelines. In 1994 the Kiewa Murray Region Water Authority took over the Wodonga Council’s water and wastewater operations, and then in 1999 the Kiewa Murray Region Water Authority combined with the Ovens Region Water Authority and became the North East Region Water Authority or NERWA. NERWA then became known as North East Water.The water pump pressure gauges have local significance due to their use by the Wodonga Waterworks Trust and Sewerage Authority, and donation from the North East Region Water Authority. The Trust became part of the Orbost Water Board constituted under the Water and Sewerage Authorities (Restructuring Act) 1983. From 1995 the area has been served by the East Gippsland Region Water Authority. The East Gippsland Region Water Authority was constituted on January 1, 1995. The new Authority assumed responsibility for the services previously provided by the Mitchell Water Board, the Tambo Water Board, the Orbost Water Board and the Mallacoota Water Board. East Gippsland Water is the registered business name of the East Gippsland Region Water Authority. Francis (Frank) Wilbur Le Page was mayor of Moorabbin between 1980 - 1981, and again in 1984 - 1985. He was a lifelong resident of the region and also a third generation market gardener.In approximately 1854, Nicholas Le Page moved his family from Prahran to Cheltenham. Two years earlier, they had arrived in Melbourne from Guernsey Island. Nicholas Le Page was a tailor and his wife was a dressmaker. They decided to move into market gardening instead. Their son, Everest, married Lynda and Francis Wilbur Le Page was born in 1919. He attended Cheltenham State School where he completed his Merit Certificate in grade eight before studying bookkeeping, shorthand and typing at Bradshaw and Everett Business College in South Melbourne. Both Frank’s grandfather and father were active in local government. Francis Thomas Le Page was a councillor for 25 years and served a term as shire president in 1902. Everest, his son, was a councillor for the City of Moorabbin for 28 years and was mayor on two occasions. Frank also served two terms as mayor, first in 1980 and again in 1984.
