The report extracted here was developed in the light of over 70 submissions received on this discussion paper, and also in consultation with a National Indigenous Reference Group and other relevant individuals, communities and organisations. Artwork, other - Mural, Ky-ya Nicholson-Ward, Aboriginal Lives Matter, 2021
"The fist references the Black Lives Matter movement and also represents the strength of Indigenous peoples all over the world and symbolises solidarity and justice for everyone affected by systematic racism. Bunjil (wedge-tailed eagle) is flying high on the building. He is the creator spirit for Wurundjeri people who looks over us and protects us. Bunjil represents healing and power to our people. The blue circles and lines represent revival and waterways; in particular, they depict the Birrarung (Yarra River), which is very significant for the Wurundjeri people. Our people are known as the Manna Gum people. The leaves in the artwork highlight Wurundjeri people and their Country. These leaves also represent the cleansing of negative spirits. The Manna Gum leaf is also an important symbolic offering in our traditional Welcome to Country ceremony. Leaves are offered to visitors as they are granted safe passage through our land. They are made welcome to everything from the tops of the trees to the roots of the earth. We ask that they take care of the land, plants and animals and to respect the protocols and rules of the Traditional Owners whilst on our Country."In 2020 Council declared its support for the global Black Lives Matter (BLM) movement. In consultation with Yarra City Council's Yana Ngargna advisory group a motion was prepared and passed unanimously by all Councillors. A number of actions were generated from this decision; one of which was for Council to commission a large-scale mural that aligned with the movement. Emerging artist Ky-ya Nicholson-Ward, a proud Wurundjeri, Dja Dja Wurrung, Nguarai Illam-Wurrung, German and Irish woman, created the mural installed on a building in Peel Street Park, Collingwood. Selected by Council's Yana Ngargna, Black Lives Matter Working Group the artwork identifies the cultural importance of the local area to the Wurundjeri Woi Wurrung people as the Traditional Owners. With a strong focus on Aboriginal identity the mural outlines the local context of the Black Lives Matter movement, which is connected to racism, policing of Aboriginal and Torres Strait Islander peoples and associated deaths in custody. The artwork acknowledges the ongoing challenges faced by Aboriginal community members and their struggle to survive white systems, policies and institutions. Ky-ya's mural tells the story of Aboriginal resilience, strength and self-determination; and will support the process of healing. It is a celebration of the local Aboriginal and Torres Strait Islander community; the significant Aboriginal history of Fitzroy, Collingwood and surrounds; and community's continuing cultural connection to the area. Importantly, this artwork provides a platform to educate a broader audience about the local context of the Black Lives Matter movement and Aboriginal deaths in custody. The mural will activate this site, enliven the area, promote inclusion, incite conversation and contribute to the creative capital of this locale. A welcoming environment for Aboriginal and non-Aboriginal communities.Aboriginal Lives Matter Ky-ya Nicholson WardOn a black background a hand fist (strength, solidarity and justice) is placed at the centre of the building; Bunjil (wedge-tailed eagle) is depicted flying high on the building; blue circles and lines represent revival and waterways (Birrarung-Yarra River) and the leaves in the artwork highlight Wurundjeri people (cleansing of spirit and welcome to Country)The artist name 'Ky-ya Nicholson Ward' painted in white, low right of the wall facing into Peel Street Park. black lives matter (blm) movement, wurundjeri woi wurrung, bunjil, identity, birrarung, country -

Photograph - Photograph - Colour, Former Lake Condah Aboriginal Mission, 17/04/2016
The Lake Condah Mission site includes bluestone ruins and a reconstructed timber building, as well as the cemetery which were part of the original settlement. With European settlement in the 1830s came conflict. Gunditjmara people fought for their land during the Eumerella wars, which lasted more than 20 years. As this conflict drew to an end in the 1860s, many Aboriginal people were displaced and the Victorian government began to develop reserves to house them. Many Aboriginal people refused to move from their ancestral land and eventually the government agreed to build a mission at Lake Condah, close to some of the eel traps and within sight of Budj Bim (Mt Eccles). The mission opened in 1867. The Mission was formally closed in 1918, and Aboriginal people were forced off the Mission, some moving to Lake Tyers. The Gunditjmara protested against the Mission’s closure and many continued to reside in the buildings until the majority of the reserve land was handed over to the Soldier Settlement Scheme in the 1940s. The mission was destroyed by the government in the 1950s in an effort to force the integration of Gunditjmara people with the general community but the Gunditjmara people continued to live in the area and protect their heritage. The mission lands were returned to the Gunditjmara in 1987. Lake Condah Mission is a place with special meaning to the Gunditjmara community - as a community meeting place, an administrative centre, a symbol of political struggle and a link to family histories. As a result the Gunditjmara community do not want open public access to this site. Marianne Gibson Quilt, 1891-1895
In this era women of Marianne Gibson's position in society were chaperoned and chauffeured, their role was that of wife and mother, busy in their home. Women did not have the vote and those who worked were servants who lived with families. The Gibson family was well respected in the community and Marianne was the mother of 8 children. The Marianne Gibson Quilt is one of the finest examples of crazy patchwork quilting known to exist globally. It features items from her husband's hardware shop, household objects, oriental designs as well as local fauna and flora and the quality of the needlework is outstanding. It is extremely well preserved and unfaded. For a short film about the Marianne Gibson Quilt, visit Culture Victoria: http://www.cv.vic.gov.au/stories/marianne-gibsons-crazy-patchwork-quilt/11762/marianne-gibsons-crazy-patchwork-quilt/The Marianne Gibson Quilt is owned by the Wangaratta Historical Society and was placed on the Victorian Heritage Register in 2011. Marianne Gibson was born in Ireland and 1863 and married her cousin Alexander McCulla Gibson in 1864 in Wangaratta. The quilt is"...one of the finest examples of a crazy patchwork quilt in the world" (Victorian Heritage Register) and is composed of 9 blocks featuring silks and velvets with a backing of beige silk. The crazy patchwork style popular between 1876 and 1920 encompasses many different patterns that tell stories of that age and uniquely showcases local flora and fauna. Marianne made the quilt between 1891 and 1896. She loved flowers, birds, her garden and especially her family. This is evident in her quilt embroidery and stitching so lovingly demonstrated. Marianne died on 8th March 1911. She left the quilt to her daughters Clara and Edith who gave it to their housekeeper Miss Alma Gard in 1934. When Miss Gard retired to a nursing home in 1985 the quilt was donated to the Wangaratta Historical Society. MG 1891marianne gibson quilt crazy patchwork local fauna flora -

Badge - Returned Sailors and Soldiers Imperial League Australia Badge, 1920-1929
The Returned Sailors and Soldiers Imperial League of Australia (RSSILA) was the forerunner of today's Returned and Services League (RSL). Formed after the First World War, the organisation was a veterans' association formed by returned servicemen to care for and advocate for the returned service community. The organisation later changed its name to the RSL. This badge is dated to the 1920's by the name of the organisation. It is significant because it has the capacity to represent an earlier incarnation of today's RSL.Small blue, white and red enamel and metal badge. Inset embossing of two soldiers advancing.
