It was jointly commission by the Rural Water Commission of Victoria and the Water Resources Commission of New South Wales. The Rural Water Commission of Victoria was established in 1984. The Commission was renamed in 1992, becoming the Rural Water Corporation. The Water Resources Commission of NSW was constituted in 1976. The report makes recomendations to the Board about matters that were discussed earlier in August 1984 (refer to item 00926). The report also notes that change is not always accepted - it takes courage to make change. It is essential to carefully explain the reasons why to all involved with Legacy activities. The change should be done in an orderly manner. The task force makes 23 recommendations to take Melbourne Legacy into the future. Freehand drawn graph, page 1, shows decine of active Legatees to number of widows from 1980 to 2000.Melbourne Legacy accepted that "it would be morally wrong to suddenly and with little warning drop a responsibility". Melbourne Legacy could also see the need for change to survive into the future, and that it was necesary that all those who would be affected by these changes should be made awareof them. Supplement to the Melbourne Legacy Bulletin No. 2463 which discusses how the Club should be structured after 1979, dated 27/6/79. It notes that the number of children being cared for was diminishing rapidly and immediate action should be taken with regard to the recruitment of Legatees and the adjustment of Branch boundaries. In 1978 the number of Junior Legatees had dropped to 3103 and by 1988 this figure was expected to be 280. However the 16,654 Legacy widows in 1978 was expected to increase to 24,700 in 1993. The work was split between 15 Branches, but the adjustment of Branch boundaries was not investigated in detail.
