Also possibly known as the "L.V. Blue Book" - see top of definitions page. Dated 1949. Above title has name of the organisation - SECV - Electricity Supply Department. Inside front cover has space to record name and occupation of person issued to. In bottom left hand corner has form number "596-210 R2" Has been stamped "L. J. Denmead" by a hand stamped in blue ink and words "Departmental Tramway Supt." written in using blue ink. Original features photos of Ballarat City and Town, its buildings, parks and the various industries and organisations that were in Ballarat at the time of publication, including ESCo. Many photos features ESCo trams. Photos sepia toned. Has some red colour block printing on the front cover and rear, for Star Oil Engines. On inside back cover is a map with the places of interest and tram route map, marked in red. Pages are un-numbered. Original published by Ballarat East Town Council and Ballaarat City Council. On cover has number stamped in black in, "No. 87" (assume facsimile copy No.). Photos with publication show tram No. 21, built 1913 and ESCo photo page shows Mr. Pringle as Manager. J.W. Gardner erected premises in Beech Forest which formed the core of a village. No further progress was made until access was facilitated though the development of a narrow gauge railway approved by the Victorian Parliament in 1898. Construction commenced in 1900. From this time Colac and Geelong business interests began investment in Beech Forest and established various retail and service establishments over the next few years. In 1902 three early settlers, Gardner, Charles Buchanan and John Cockerill, divided part of their land or bought land which was sold to businesses. On these subdivisions were created saleyards, general stores, a post office, bakery, blacksmithing, banks, a police station and lock-up, a public hall, churches, a state school, bootmaker, butcher, solicitor's office, hairdresser, billiard's saloon and newsagency.B/W. 188mm x 266mm. In July 1862, Victoria’s out-going Inspector of Fisheries and Oyster Beds, James Putwain, wrote a report of his observations of the colony’s commercial fisheries to deputy premier Charles Duffy. Irish-born Duffy was the Commissioner for Public Works, President of the Board of Land and Works, and Commissioner for Crown Lands and Survey, later to become Premier of Victoria. Reckoned to be of public interest, Putwain’s report was published in the Lands Circular of the day. Apart from its general historical interest in describing the fishes, fishing gear and boats of the time, this report remarks on the vulnerability of commercial fishermen to market wholesalers. It also comments on the particular role of Chinese, both as fishermen and as a discrete section of the fish-buying community at the time. “The Keeper of Pathways is a simple, secular office. Her job involves the maintaining of routes through and within the forests, and the lighting of night paths. She keeps a team of designers, workers and artificers, who must constantly strive to keep the wayrights free from invading undergrowth, so that they may admit safe and well-lit passage for all travellers. Not an exciting job, but one which is vital to communication between groups, and to the general safety of Forest dwellers. The forest paths (wayrights) are lit by strings of small lights made from a species of glowing fungus, which is specially cultivated in the mountain caves. A whole team of workers is responsible for the growth of the light fungus, taking shifts as a public duty. No Forest Dweller like caves, so the shift-work is shared out as a public service, one which each person must carry out at regular times, dictated by the clerks of the Keeper of the Pathways.”-Inga Hunter -

DEATH OF MR. H. NEWMAN. Widespread regret will be felt at the announcement of the death of Mr Henry Newman, an old colonist and a member of firm of Newman and Sons Proprietary Limited, jewellers, which occurred at his residence, "Sadova," William street, on Saturday, at the age of 89 years. Mr Newman who was born at Riga, in Russia, went to England when a lad, became naturalised, and emigrated to Victoria 61 years ago. He tried his fortune at Ballarat but soon afterwards returned to Melbourne, and began business as a jeweller, on a site in Collins street that is now occupied by Scott's Hotel. A few years later Mr Newman went back to England, where he was married. On his return to Victoria again he resumed his jewellery business in Elizabeth street opposite the General Post-office. An interesting fact in connection with his business is that his first journeyman watchmaker was Mr. Thomas Gaunt, the founder of the firm of Messrs. T. Gaunt & Co. Five years ago Mr. Newman retired from the business, which has since been carried on by his two elder sons. Although he took no active part in public affairs, Mr Newman was held in high regard on account of his business integrity, sterling personal worth. and the unostentatious way in which he did good. His vitality, even in his later years, was wonderful. On four occasions he met with accidents, having been twice knocked down by motorcars and twice by trams, without having sustained injury. A small label on the interior records the name R. Cronin, 156 High St, Kew, 1/7/20. It is unclear whether Cronin, a watchmaker and jeweller may have repaired or sold the clock. The 31-acre (13 ha) cemetery site was reserved in 1855 and trustees were first appointed in 1858. A site plan was drawn up by Frederick Acheson, a civil engineer in the Public Lands Office, with the layout segregated by religious denomination, a common occurrence at the time. The first burial took place in 1859. The rules were gazetted rather than published as guidelines as the cemetery was constituted under and act of parliament. Early publication about the Boroondara General Cemetery which, in addition to providing public guidelines, reflects the social and spiritual values of the period.Rules and regulations of the Boroondara General Cemetery. Sir Henry de Castres Kellett (1851-1924) the son of a hereditary baronet, was born at Mt Gambier, South Australia in 1851. His English title had been created in Ireland in 1801, but the family was originally Norman with the later branches living in England and Ireland. Sir Henry Kellett assumed the title in 1906. Henry Kellett was a prominent Kew retailer, continuing his father’s newspaper and stationery business in Bulleen Road (now High Street). At various stages, he also acted as an insurance, postal and real estate agent. He lived in Walpole Street and later at Lota Begg (now demolished) in Westbrook Street, East Kew. In 1884, Henry Kellett was elected to the Kew Borough Council and served for 40 years; a remarkable example of public service. He was elected Mayor for a single term in 1888-9. Sir Henry de Castres Kellett died in St George’s Hospital in 1924 following a tragic car accident in Cotham Road, Kew while on Council business. The vehicle, in which he was travelling with fellow councillors and the Town Clerk, collided with a tram. The 1929 report of the Metropolitan Town Planning Commission covering Melbourne and its suburbs. Includes photographs and 15 folding maps (some in rear pocket) This was a planning scheme to prevent 'misuse' of land and protect property values. It highlighted traffic congestion, the distribution of recreational open space and haphazard intermingling of land uses. The plan identified a number of problems, such as the congestion at St Kilda Junction, that were not addressed until decades later.
