The photo shows a Junior Legatee, now Captain Len Frazer being inducted into Melbourne Legacy as a senior legatee on 26 January 1943. See also item 00040 for another photo of the event. The notes on the photo identify Legatees Stan Savige, Frank Doolan and W Cremor (ex-Pres. 1936), the man speaking is President Os Gawler, three others in the photo are unknown. Captain Len Frazer had been a Junior Legatee after his father died in the first World War at Ypres. He then served in World War 2 and on his return qualified to become a member of Melbourne Legacy. His service number was VX15205, full name Leonard Thomas Frazer. From Trove a newspaper article describes his background. "Argus (Melbourne, Vic. : 1848 - 1957), Wednesday 27 January 1943, page 5 FIRST JUNIOR LEGATEE IN SENIOR CLUB Capt L. T. Frazer was initiated to membership of Legacy Club by Maj-Gen S. G. Savige, founder of the club, at a simple ceremony yesterday. He was the first returned soldier of this war, and first junior Legatee, to be admitted to membership. Joining junior Legacy in 1928, Capt Frazer, whose father was killed in the last war, was a foundation member of the Intermediate Club, of which he became president, and he gained the right to admittance to the senior club by having seen active service with the AIF. Enlisting in April, 1940, he served in the Middle East, Greece, and Crete. His father was killed in action with the first AIF at Ypres. Capt Frazer, who joined the Melbourne City Council as an engineering junior in 1928, graduated to senior MCC engineering assistant before he enlisted. At present he is attached to Army Engineers, LHQ. Ballarat Junior Technical School opened in 1913. It was located at the Dana Street State School. As numbers grew a larger building was needed. Plans were drawn and a school built within the grounds of the School of Mines. Students started at this new school in 1921. It was officially opened on 9 September 1921 by Sir Alexander, resident of Creswick, local member for North Ballarat and the Minister for Education. He also opened the School Fair which coincided with the buildings ceremony. This was a fair on a grand scale and lasted two days and nights. Staff and students worked for weeks making articles for sale. A parent's committee led by Mr J Rogerson, a local police detective, had been organizing for months. Money raised funded the dodge-ball court, purchased a typewriter, a second-hand piano, an inter-room telephone system, an epidiascope and film projector. Boys classes were held in various locations around Melbourne. It gave the opportunity for Junior Legatees to meet and be involved with activities they may have missed out on due to the death of their fathers. Legacy clubs ran classes for junior legatees for many years. It was part of providing for the children of their deceased comrades. Activities included basketball competitions, gymnastics, boxing, judo and swimming lessons. Ron was a a junior legatee after his father Ron Barassi Snr was killed at Tobruk in World War II. He has participated in many Legacy events over many years. In February 1913 the Ballarat Junior Technical School opened its doors to its 86 pupils. The old bluestone building in the grounds of the Dana Street Primary School became their temporary for eight years. In its early years the school offered only a two-year course. The first year was of a general nature giving a thorough grounding in Mathematics and Instrumental Drawing, and introducing students to the various branches of trade work. The second-year students studied for the Junior Technical Certificate and specialized in a course of their choice - either a trade (Woodwork or Fitting and Turning) or a course leading to higher studies at the School of Mines. This pamphlet was provided to parents whose boys wished to attend the new secondary school. Four page pamphlet outlining what the Junior Technical School aims to provide for boys who have reached a certain level of education and wish to study further.
