Sarah Jane Ellis was matron of the Ballarat Female Refuge, Scott's Parade, from 1906 until 31 May 1921. The Ballarat Female Refuge was established in Grant Street by a group of 26 women in 1867. Caselli designed the building in Scott's Parade and unmarried mothers were catered for in this residence from 1884 until 1941. The Alexandra Babies' Home was built adjacent to the Refuge and opened in 1909. The Babies' Home closed in 1973.A woman in white apron and cap. The Alexandra Babies' Home was adjacent to the Ballarat Female Refuge in Scott's Parade, Ballarat East. The babies from the unmarried mothers at the Refuge remained at the Babies' Home until around the age of three years, when they were usually transferred to the Ballarat Orphanage in Stawell Street, Ballarat East. The Babies' Home was suddenly closed in 1973 under the Hamer Government. Richard Bell was born in Dumfermline, Scotland in 1850, arriving in Victoria with his family as a child. He worked at the grocery store of W.L. Wilson, Skipton Street, Sebastopol for six years before opening his own grocery business on the corner of Drummond and South Streets, Ballarat. The business was successful and he retired 15 years later. He was elected to the Ballarat City Council in 1891, and in 1892 he started an auctioneering and sharebroking business in partnership with Mr Lambert. Organisations such as the Ballarat Woollen Company and the Ballarat Tramway Board benefited from Richard Bell's association with them, and he was the Director of many mining companies. He was a member of the Old Colonists' Association of Ballarat, the Ballaarat Mechanics' Institute and the Commercial Club. Richard Bell was interest in erecting statues in Sturt Street to the memory of the poets Burns and Moore, and served on the relevant committee to that end. He was a long term truster of the Miners' Association, and took a very active part in the South Street Debating Society. In April 1874 Richard Bell married Jessie Scott, and the couple had two sons and seven daughters. Four soldiers mounted on horses in the forecourt of the Shrine of Remembrance. Three of the four that are named are Legatee Rex Hall, Billy Kent-Hughes and Legatee Bill Scott. The other rider's name and date unknown. An article in The Herald on 19 April 1975 mentions that Rex Hall, Jim Holland and Bill Scott would wear their Light Horse uniforms and lead the Anzac Day parade to the Shrine mounted on police horses (see 01023). Though the date on the back of the photo is 1967. It is believed these legatees rode in at least 13 Anzac Day marches. Wilfred Kent-Hughes, known as Billy, served in both World Wars, was a prisoner of the Japanese, an Olympic athlete (hurdles, Antwerp 1920) and a State and Federal politician and was awarded a Knighthood. His niece, Jane, is a Legatee in the South Gippsland Group. From another article found Colonel Rex Hall was a member of the 5th Light Horse Brigade in World War 1.
