This is a photograph of three men in a heavily laden boat. The boat is tied up to a stick inserted into the bank. There is a black cocker spaniel dog also in the boat. The man in the middle back is believed to be John Trestrail Freeman. The card has been addressed to his wife. Dolly Freeman née Dolly Dean. The other two men , Bot and Paddy cannot be identified. The men are obviously travelling up the river. There is a motor on the back of the boat. The luggage includes a Gladstone bag, suit cases and boxes, indicating they have been travelling a long distance.This photograph is significant because it shows the type of transport available in the 1920's. Also it shows the conditions the three men travelled in. The boat was small, heavily laden with a simple motor. River traffic in 1920 would have been sparse. This report highlights the ongoing need to review and if necessary update and change policies and priorities if need be. The report explains that to provide recommendations and suggestions three working parties were established with two Legatees in charge of each group. In group1, 47 Legatees were involved, group 2&3, 59 Legatees involved in each group. Each group had a budget to work to and designated areas of Legacy activities to investigate and report on e.g. group1 would report on Accommodation, Housing, Handicapped Dependants, Firewood - refer to appendix A. Reports and suggestions are made in appendix B. Some recommendations suggest that Legacy and Legatees do not cease providing services but refer suitable applicants on to similar activities with other organisations if the need arises. This was due to declining numbers of Legatees to supervise, and those under the care of Legacy to paricipate. Due to declining numbers of Legatees and the number of families requiring help in certain areas, the report shows that Legacy needs to alter the way in which it delivers some of the services to Widows and families but still maintain the services that Legacy has provided previously. This is one of a series of plaques which commemorated some of the winners of the Grand Annual Steeplechase which is held each year in Warrnambool. It is the longest race at a public course in Australia.The first Grand Annual was held in 1872 as the Warrnambool Handicap Steeplechase. This series of plaques were painted by local artist Leslie Lamey and were originally in the members enclosure at the Warrnambool Racecourse.
