Historically significant for at the time it demonstrated aspects of the evolution of Ballarat Tramways and yields information about the formation of the tramways, the Councils viewpoint and has a strong association with the Mayor of the time.Twenty two page book, produced by photocopying, side stapled and bound with a red plastic binding, titled "Mayor's Special Report Ballarat Tramways", dated 20 September 1971 for presentation to the City of Ballaarat Council Meeting 27 Sept. 1971 and signed by the Mayor, J.A.Chisholm. Note pages 18 and 19 have been reversed. Comprises: Page 1 - map (image 1829i1) - of Ballarat (Ballaarat) showing the horse tram routes in red (appear to have been drawn in with a red pencil). Black and white photograph of a Bendigo Single Truck straight sill tramcar (were numbers 1 to 12) prior to fitting windscreens (Destination Eaglehawk page 30 - says this occurred in 1920). Tram has "Dewar's imperial whisky" roof advertisement, "Bendigo Tramways" on the letterboard, on the front dash, advertisements for "O-T+ drink additive on either side of the headlight and "Silverline Soap" on the panel either side of the bumper bar. Photograph imprinted with "Vincent Kelly Bendigo" impression. Top left hand corner of folder has been marked with word "James", has pencil sketches of a persons face on it and other words. The photograph itself has cracking and crinkles in it. On the top of the photograph in a white label is number "2". Outside of cover has part of the red printed paper along the spine. Photo shows the view looking southwest from the Post Office towards the Town Hall. Two trams are in the view including the National Mutual building, the Town Hall, and Myer. Wal Jack in a note to Ken Magor of Newcastle notes the trams (No. 26 and a bogie), tram services, the ESCo fuse box, the tram waiting shelter, and that the location is known as "City Tram Centre". Wal has dated the photo as 1948.
