Sir Henry de Castres Kellett (1851-1924) the son of a hereditary baronet, was born at Mt Gambier, South Australia in 1851. His English title had been created in Ireland in 1801, but the family was originally Norman with the later branches living in England and Ireland. Sir Henry Kellett assumed the title in 1906. Henry Kellett was a prominent Kew retailer, continuing his father’s newspaper and stationery business in Bulleen Road (now High Street). At various stages, he also acted as an insurance, postal and real estate agent. He lived in Walpole Street and later at Lota Begg (now demolished) in Westbrook Street, East Kew. In 1884, Henry Kellett was elected to the Kew Borough Council and served for 40 years; a remarkable example of public service. He was elected Mayor for a single term in 1888-9. Sir Henry de Castres Kellett died in St George’s Hospital in 1924 following a tragic car accident in Cotham Road, Kew while on Council business. The vehicle, in which he was travelling with fellow councillors and the Town Clerk, collided with a tram. The portable lock up at Eltham is not original to the site. The date of construction is unknown. It is a pre-fabricated design and each of the timber panels are individually numbered on the inside surfaces. It is amongst a large group of portable locks up,categorised as 'Portable Lock Up - Timber - Later' and also known as the "Casterton style", based on the only known plan for portable lock ups, built for the Casterton Police Station, in 1907. The later portables have been in use since the 1880s. It is not known how many lock ups of this type have been constructed in Victoria. At least 50 examples have been documented around the state. A membership certificate for Derithe Ames, a junior legatee in 1955. The text says 'During War many men offer themselves for Service in the Forces of the Empire. It is the obligation of Legacy to assist the children of those who fell, or who have since died. Junior Legatee was the term used for the children of deceased servicemen that Legacy took into their care. Throughout the year Melbourne Legacy provided classes for Junior Legatees such as dancing, gymnastics and eurythmics. Their skills were showcased in the Annual Demonstration. The certificate shows there were prizes and recognition for achievements. It appears to have been professionally taken to publicise Legacy Week in the newspapers. The photo appeared on the front page of the Herald Sun on 6 September 1991. The accompanying articles says that police piper Constable Ross Bates played outside Legacy House to pipe in Legacy Day, which saw hundreds of collectors spread across Melbourne for the badge appeal. The appeal was aiming to reach $500000 to beat the previous year's total of $467,702. The reference number 910906/9 could mean the date was the 6th September 1991.
