Demonstrates aspects of the SEC governance system in issuing By-laws for the travelling public, as part of their Act. Yields information about fares charged for tram services in Geelong when the SEC took over from MESCo.Eight page booklet, centre stapled. Booklet has title "Electric Tramways of the State Electricity Commission of Victoria By-Law No. 1". Pages are numbered pages 1 to 7 Gives definitions, by-laws, fares and charges, special cars, workmen cars, regulations re passengers, behaviour, nuisances, smoking, dangerous goods, luggage and behaviour of crews. Gives schedule of sections for Geelong only. Details names of SEC Commissioners. Three copies held, all with some marked changes - see inscriptions. Copy 2 - stamped as received "11/3/1936". Has Government Printer number 12195. Basis was probably used in Ballarat and Geelong when the SEC took over until the 1937 edition issued though with fare schedules gazetted. Dated 30/5/1957 Has stamped number "790" in bottom. Printing number 1/228. Provides for 226 General Rules - in four sections - General, Tram system only, Bus system only, Accident prevention and procedure (Tram and Bus), and By-Law Nos. 11 and 16, General and Lost property. On both inside covers are printed messages about wearing uniforms, being courteous and safety. On the back pages are printed Long Service Certificate and Certificate of Service. Victorian Railways iced vans TP vans In 1958 two wagons, T 297 and 283, had passenger bogies added and were renumbered to TP 1 and 2, for express running from Melbourne to Mildura on the "fruity". In 1959, a further three wagons (393, 381 and 356) were converted to TP 3 through 5. At time of conversion, TPs 1, 2 and 3 had single-width doors added at each end of both sides, but TPs 4 and 5 retained only the centre doors provided on regular T vans. In the late 1970s the vans were fitted with "FOOD TRANSPORT ONLY" signs as health regulations required. The vans were intended to become the VRPY class in the 1979 recoding, but this never happened despite being indicted as such in the 1983 Working Time Table. Used at Ballarat School of Mines and Industries. The Melbourne Junior Technical School opened in 1912. It was a School for Junior Technical Work in Science, Art and Trade. This Prospectus gives information about the aim of school, courses of study, scholarships, standards of admission, holidays, evening classes, regulations, rules, sports, staff, advice to students and parents, railway and tram fares and syllabuses of work. As this was the first year of the School, Staff were introduced and their previous positions were detailed. Head Master was Mr P McCormick who had been head of the Junior Technical School at the Working Men's College. The Senior Master was Mr Bruce who had also been at the Working Men's College. Mr Hauser was selected for his position at the Education Department and would be the English Master. Mr Gilmore was the Art Master and had been at the Working Men's College. Mr Lewis was appointed Mathematical Master. He was a graduate from Melbourne University. The Science Master was Mr R A White and was an instructor at the Junior Technical School, Bendigo School of Mines and Industries. Document - Urban Planning Document, City of Kew, City of Kew : Minimum Size of Allotment Required, 1945-1955
A document outlining the relevant by-laws produced by the City Of Kew to regulate the minimum size of allotments in Barkers Road, Burke Road, Cotham Road, Glenferrie Road and Studley Park Road, as well as in other streets more generally. The by-laws specify the size of allotments in which single unit dwellings, attached houses and maisonettes, and flats could be built. In the ‘main streets’ a minimum land area for single unit dwellings was 8,100 square feet, with an average frontage of 60’ and a depth of 135’. In other streets this was reduced to an overall size of 6,250 square feet, with an average dimensions of 50’ x 125’. In specifying the land area required by flats, different sizes were regulated for the construction of between two and six flats. Six flats at the time when the regulations were passed must have been the upper limit permitted. Understanding the size of land listed in imperial measurements can be a challenge. Within Australia, the so-called quarter acre block was approximately 11,000 square feet. Those specified in the by-laws would appear to be smaller. The document was pasted on the reverse of a subdivision plan in the collection.This is a rare (undated) document produced by the City of Kew defining how subdivision within the municipality should occur. The document was created to constrain unbridled speculation in subdivisions in the various parts of Kew and East Kew.Undated typed document, issued by the City of Kew (1921-1994) indicating the minimum size of allotment required in Barkers Road, Burke Road, Cotham Road, Glenferrie Road and Studley Park Road. Ballarat Trades Hall was part of the Intercolonial Trades Hall Congresses created for the purposes of collective organising within labour organisations. There were eight Congresses held within Australia: - 1879 Sydney - 1884 Melbourne - 1885 Sydney - 1886 Adelaide - 1888 Brisbane - 1889 Hobart - 1891 Ballarat (after the Maritime Strike in 1890) The political organisation of the labour movement and of restructuring trade union organisation under the Australasian Federation of Labour were significant agenda items. - 1898 Adelaide The following items were regularly discussed: - legislation of trade unions- organisation of labour - abolition of ‘Chinese and coolie immigration’ - Compulsory Court of Arbitration - Employers Liability Act - legalisation of the 8 hours system - land nationalisation - manhood suffrage - direct representation of labour in Parliament - appointment of working men on technical and other boards - free compulsory and secular education by the state and regulation of apprentices. Situated at 47 Lansell Street, Bendigo, the original 1911-12 Charles D'Ebro designed brick Bendigo Municipal Abattoir, comprising twin slaughter and hanging rooms for cattle, sheep and pigs, and two smaller ancillary brick buildings. After the buildings were acquired by the Country Roads Board in 1945, a substantial but sympathetic addition was made to the south-eastern end of the old cattle abattoir. The abattoir is significant for historic, architectural and technical reasons at a state level. as a rare surviving municipal abattoir, and represents the development of hygienic slaughtering through municipal regulations, thus improving standards of public health in Victoria. It is historically significant to the City of Greater Bendigo as a key to the primary production industry that centred on this precinct from the 1860s to the mid 1990s; they are an important surviving component of one of the largest regional livestock markets in Victoria. D'Ebro was critically influential in the development of industrial and in particular meat processing buildings, designing major freezing works and abattoirs throughout Victoria and Australia.(Source, National Trust Database). The Bendigo facility finally closed in 1945, when all slaughtering for local consumption passed to a joint export and local slaughtering facility at the Bendigo Inland Meat Authority. Instrument - Balance Scale, Henry Crane (Crane Foundry), 1870-1900
The Crane foundry opened some time before 1827 and was known as Atherton’s Foundry, run by James Atherton and Henry Crane. Initially it was a brass foundry, but by 1827 iron castings were also produced on the site. The main products were castings for the building industry, ironmongery and brassware. In the 1830s castings for the hand tool and lock industries were added to the product range and by 1836 Henry Crane had taken control of the business. The company became known as the Crane Foundry in 1847 with its own registered trademark. By the 1850s iron weights were produced, and a design was registered in 1872 with roundels decorating the edge. Brass weights were also produced, mainly after the regulation of 1890 that required weights of 2oz. or less to be made of brass. In the early 1900s the foundry began to produce castings for electric motors and continued to do so throughout its life. The Crane family continued to control the company until 1917 when William Cyril Parkes of lock makers Josiah Parkes & Sons Limited, Willenhall became a majority shareholder. Things were going well until the company’s liabilities spiraled out of control with the rise in electricity and gas prices along with the loss of two of the company’s largest customers. The factory went into liquidation and then closed in 2006 an end to one of Wolverhampton’s oldest companies.An item made by one of England's foundry’s based in Wolverhampton that exported items all over the world for many years. "The dry stone walls provide a tangible link to the area’s white settlement, and they remain a symbol of the profound change in land usage from the original Kulin custodians to the European arrivals of the nineteenth century. The bulk of dry stone wall construction in Victoria occurred between the 1850s and 1880s. The gold rush of the early 1850s in particular inspired a flurry of construction. At this time, labour previously available for shepherding livestock dried up, as men gravitated to the goldfields to seek their fortunes. This necessitated the building of fencing to contain the district’s growing number of sheep, cattle and horses. An explosion in surveying, subdivision and the sale of Crown lands also contributed to a boost in construction. Government regulations that punished pastoralists for allowing their livestock to stray provided further incentive to fence-off previously open expanses of land. The major benefit of this type of fencing was that it utilised the materials at hand; the plentiful grey basalt that scattered the landscape. In the case of the dry stone walls built around Melton, the characteristic round or oval shape of the volcanic fieldstones on the western plains inspired some distinctive designs.54 Another advantage of dry stone walls was their ability to withstand the ravages of flood, fire and drought often experienced in the district. This durability accounts for the fact that many of these fences still exist today". Based on SEC drawing No. BA-D1-2222, drawn at 1" = 20 chains. Shows streets in Ballarat and Sebastopol areas. 1775.1 - tram lines shown in heavy blue lines, with grey and yellow (actual operating bus routes at the time?) routes marked out. Yields information about a compressor governor that is fitted to some Ballarat Trams, Westinghouse.Two A4 photocopied sheets, giving a side elevation of the Westinghouse "S-6-A Electric Compressor Governor" and the setting or the regulation and adjustment, installation and maintenance of the Governor. Commonly known as a "Bettleback" Governor. Dates from 1916. See Reg Item 703 for a MMTB drawing. WAD’s thoughts on setting Beetle back compressor Governors – 19/12/2009. Refer to instructions as well. Set both valves to approximately the same tension or thread length If when pumping up, both valves start to chatter, screw down the back valve further. When working satisfactorily, but pressures not right, that is, the governor is cutting out without valves chattering or with excessive range or pressure too high. Adjust the front valve until the desired cut out pressure arrived at. The cap must be on this valve for it to work. Adjust the back valve to adjust the cutting in setting, screw down for high cut in pressure. Adjust both as necessary to obtain your desires! Document - Citizen Identity Cards World War II, Australian Federal Government, 1940s
These cards were issued during World War 11 to British subjects who were civilians. This included all non-indigenous adults born in Australia. The concept of Australian citizenship was only introduced by the Nationality and Citizenship Act of 1948. All adults had personal identity cards and were required to report changes of address to the government. These cards were particularly important in the identification and monitoring of Aliens (non-citizen residents) , particularly non-Europeans and Asian residents.Peter Frawley was a long-time resident of Wodonga. He was a veteran of Gallipoli and Fromelles. For his actions at Fromelles, he was awarded the French Croix de Guerre. After the war Peter became a successful jockey and one of his greatest successes was winning the Australian Steeple Chase at Caulfield in 1922. Peter’s wife Connie was an integral member of the Wodonga Hospital fundraising committee, being awarded a life membership. Nereida Pearl Goyne (nee Emery) lived most of her life in Wodonga. The Atlantic Star was awarded to commemorate the Battle of the Atlantic between 3 September 1939 and 8 May 1945. It was designed primarily for convoys and their escorts and anti-submarine forces, as well as for crews of fast merchant ships that sailed alone. Eligibility Awarded for six months service afloat, in the Navy, the Merchant Navy and by Army and Air Force personnel serving on HM Ships, in the Atlantic and Home Waters. Awarded to aircrew who have taken part in operations against the enemy at sea within the qualifying areas for Naval personnel, subject to two months service in an operational unit after earning the 1939-1945 Star. Qualifying dates are 3 September 1939 to 8 May 1945. The Medal The Atlantic Star is a six–pointed star of yellow copper zinc alloy. The obverse has a central design of the Royal and Imperial cypher, surmounted by a crown. The cypher is surrounded by a circlet containing the words ‘The Atlantic Star'. Stars issued to Australian personnel have recipient names engraved on the plain reverse. The Ribbon The Atlantic Star ribbon has three vertical stripes of blue, white and sea green, shaded and watered. The colours represent the colours of the Atlantic Ocean. Clasps Two clasps were issued for the Atlantic Star: Air Crew Europe France and Germany Regulations only allow one clasp to be worn with the Star. Three documents relating to the redevelopment of Legacy House that was completed in 2006. In a message from the President published in the Bulletin, Legatee Bill Rogers mentions the official opening of Legacy House by the Governor of Victoria Professor David DeKretser AC on 25th August 2006. Also that two new tenants had been secured, IGA and Starbucks. The refurbishment had been necessary to upgrade the lift, provide better wheelchair access and comply with regulations. The notice also mentions an increased use of Direct Mail and the launch of the Torch Society in April. Second document was a reprint from a Press Release in 1957 when Sir Dallas Brooks officially opened Legacy House after purchase and refurbishment. The refurbishment was the first time Legacy approached the general public for funds as 90,000 pounds had been required. It also tells of the history of how Legacy acquired the David H Dureau Memorial Building through funds donated by a donor in 1944, a different property was purchased then sold and funds used to buy 293 Swanston St in 1956. The third document was the address that Bill Rogers spoke at the official opening on 25th August 2006. It mentions Bert Dennis, a former Junior Legatee, was donating the proceeds from an auction of a Dennis Family Homes project the following day. Written during the 1960s when surfing was burgeoning across Australia’s coast and Phillip Island surf beaches had become extremely popular, few management strategies were in place to control interaction of the public with the delicate flora and fauna of the coastal environments. There were few good access tracks, car parks, bins, toilets etc at coastal/surfing hotspots around the Phillip Island coast. A number of management issues occurred with the influx of surfers. These included dune erosion caused by surfers climbing dunes to see the surf before going on the beach; informal parking on wildlife habitat; numerous access paths from wherever cars were parked down to the beach cutting through habitat; illegal camping on foreshores; illegal lighting of fires on beach and in dunes; surfers’ dogs let out of the car while surfers were out on the water. The dogs were uncontrolled. Certainly some surfers behaved responsibly, as is almost invariably the case these days. However, in that era of this article few people understood the delicate nature of the coastal environment and that it need to be protected through public education, infrastructure and enforcement of regulations. As now, most rural Fire services were run by dedicated volunteers who faced many challenges in their roles as Country Fire Authority firefighters. However, it was not uncommon for visitors and locals to also assist with fire-fighting efforts.The article is significant in containing quotes from both sides of the discussion who were directly involved in coastal fire incidents on Phillip Island in the 1960s. It also indicates the large number of surfers visiting Phillip Island beaches, the volunteer nature of the firefighting service and the extra challenges they faced on Phillip Island as a visitor destination. The anonymous university student surfer who is quoted, also describes possible causes of the fires, methods he and his fellow surfers used to extinguish the fires and raise the alarm, and the way they assisted the volunteer firefighters . The reference to him breaking into one of the Summerland housing estate holiday houses is also significant because that housing estate was purchased over 2 decades by successive Victorian governments to remove management issues caused to the wildlife habitat on Summerland Peninsula.Photocopy of newspaper cuttings including 2 related articles. From the Argus, Friday 18 July 1879:- SAFETY MINING CAGES. The report of the board on safety mining cages was laid on the table of the Legislative Assembly fortnight The board, which has tested the following inventions Nances, Williams patent, Jackson and Middleton's patent Sesmours patent, Allans patent, and Hassan a patent, reports as follows - 1. That the preponderance of evidence given by miners and others qualified to form an opinion is strongly in favour of the adop-tion of a safety cage for general use in the mines of this colony, provided that a reliable invention can be brought forward, and its practical utility satisfactorily determined 2. That in view of the rapid increase of cage accidents, and supported by the evidence before them, the board are of opinion that some special provision should be made to check such a prolific source of danger as is shown to exist in the working of the shaft and machinery employed for winding purposes. 3. That this check could be imposed by means of such a regulation as that at present contained in the statute, i e -" Every cage used in a mine shall be fitted with special and suitable appliances to prevent its sudden fall down a shaft and also to prevent its coming into contact with the poppet heads." The board, however, consider that mine proprietors should be permitted to exercise their own discretion in the selection of safety cages, but safety hooks and balance catches must be used in connexion with every case 4. Equipment - Foghorn, 20th century
A marine foghorn gives an audible navigational signal to warn vessels of dangers, hazards and the presence of other vessels in fog conditions. The foghorn signal is a series of long and short sounds with short or long pauses between them. These common signals conform to a code called the International Regulations for Preventing Collisions at Sea and provide such information as whether the vessel is under sail or motor, large or small, aground or at anchor. The designs of foghorns vary but they all use a column of air to make a loud sound. Some use vibrating plates or metal reeds, others force air through holes in a revolving cylinder or disc, sounding like a siren, and some use a clockwork mechanism to open the valves that let the air into the horn. They are usually built to meet particular specifications e.g. U.S.C.G. (US Coast Guard). This Tyfon plunger foghorn has a horizontal handle attached to a vertical rod that moves up and down inside a cylinder. When the handle is plunged down, in a similar way to a bicycle pump, the air is forced out of the bottom of the cylinder into a pipe with a bell-shaped horn on the end, making a loud, low sound. The wider base of the cylinder helps to keep it stable. The original type Tyfon foghorns were manufactured in about 1910 by Kochums Mechanical Workshop (Kockums Mechanical Werkstad, Ltd.), Malmo, Sweden. The company was established in 1840, became a Limited company in 1866, and established a shipyard at the Port of Malmo, Sweden, in 1870. The civilian ship production in Malmo ceased in 1987. As well as building ships the company built large industrial and agricultural machinery and maritime goods.this replica foghorn represents the design of a Swedish, Tyfon model 1910. It is an example of the type of safety equipment used on marine vessels to signal other vessels and signal to land. Replica foghorn; portable marine, plunger operation. Branding Hammer issued to FCV overseer Jim Browning at Beechworth
Metal branding hammers were the most common way to control the sale and movement of hardwood timber produce like logs, railway sleepers, fence posts, and poles from Victorian State forests. Royalty was also paid on this basis. The hammer has a crown stamp on one end with a unique number in the middle (453) which identified its owner, and a crows foot or broad arrow on the other. The broad arrow was a symbol traditionally used in Britain and its colonies to mark government property. Forest regulations state that an authorised officer may use the crown mark to identify produce which has been sold and may be removed from the forest, whereas the broad arrow can be used to brand and mark trees which are not to be felled, or to indicate forest produce which has been seized. Hammers were traditionally only ever issued to forest officers and were an important, and closely guarded tool-of-trade. They were not transferred between staff and lending hammers was not permitted. But it was an onerous task for staff to hammer and tally hundreds of logs, or thousands of fence posts each week, so in about 1990 a system was introduced whereby hammers were allocated to logging contractors to grade logs and tally them instead. But there was still spot checking by authorised officers. A register was kept, and contractors paid a substantial deposit to make sure they didn't lose them, but they occasionally turn up by fossickers with metal detectors. While branding hammers are still used in some smaller locations, plastic tags and barcodes are now more common.Metal log branding hammer with a crown stamp on one end with a unique number (453) in the middle which identified its owner, and a crows foot or broad arrow on the other. The unusual bent metal handle was designed to protect user from banging their fingers on the log. It was also fitted with a rubber hand grip. Most FCV branding hammers were issued with wooden handles. The branding hammer 453 was initially issued to Wally Cowell at Beechworth. It was reissued to Jim Browning upon Wally’s retirement The hammer still had a wooden handle, but the it broke and became loose inside hammer head. Russel Pritchard from the Beechworth Depot replaced the handle with a new metal one and put a dog leg in it It mainly branded forest produce cut in Mt. Pilot and Reedy Creek areas.
