Joseph Fowler (1888-1972), businessman and municipal councillor, was born on 28 February 1888 at Bagworth, Leicestershire, England, one of thirteen children of John Fowler, groom, and his wife Mary, née Ash. With his brother Sydney, in the early 1900s Joseph worked in a fruit-preserving business run by an uncle at Maidstone, Kent, and continued with the firm after 1908 when it was relocated at Reading. At St Andrew's parish church, Leicester, on 7 September 1910 he married a nurse, Elizabeth Harris (d.1965); they emigrated in 1913 and settled at Camberwell, Melbourne. Encouraged by his commercial experience, and by the variety and quality of fruit in Australia, Fowler set up a fruit-bottling business in the rear of his small house in Burke Road. Trading as J. Fowler & Co., by 1915 the company had begun producing home-bottling kits which contained a sterilizer, bottles, lids, rings and a thermometer. To acquire the capital to establish a factory, Fowler travelled the district, selling his kits door-to-door from the back of a cart. In 1920 he bought a shop at the corner of Power Street and Burwood Road, Hawthorn, and registered his business as a private company. During the Depression his kits became a household name. In 1934 Fowlers Vacola Manufacturing Co. Ltd was registered as a public company. Housewives, nationwide, were urged to bottle their own fruits and jams by 'Mrs B Thrifty', the dainty cartoon character who graced the firm's advertisements. Numerous recipes and instruction books, such as From Orchard to Bottle the Fowlers Way, advertised the necessary preserving equipment, extending to jelly bags and juice extractors. Australian-made glass and imported steel and rubber were used in the production of Fowlers Vacola Bottling Outfits. Determined to put something back into the community which had supported him so well, in 1933-60 Fowler represented Yarra Ward on the Hawthorn City Council (mayor 1938-39 and 1945-46). He served as vice-president of Swinburne Technical College (1942) and of the Hawthorn branch of the Australian Defence League (1943); he was also a Rotarian, and a warden and vestryman of St John's Anglican Church, Camberwell. Changed demands in World War II encouraged Fowlers Vacola to diversify their product. Canned goods were manufactured for allied troops in the South Pacific. In 1953 new buildings and plant, including a giant pressure-cooker, were installed to increase productivity: from that time Fowlers Vacola sold canned and bottled food throughout Australia and abroad. By 1960 the factory occupied more than 122,000 sq. ft (11,330 m²) and further expansion was to occur when the firm moved to Nunawading. Fowler retired in 1961, but remained chairman of directors; his son Ronald succeeded him as managing director. Variously described as a generous, jovial man with a sense of humour, and as a strict and astute manager whose company was his life, Fowler was renowned for his straight business dealings and his 'no-nonsense' attitude. Survived by his son and daughter, he died on 24 April 1972 at Camberwell and was cremated. His estate was sworn for probate at $204,424. On Ronald Fowler's death in 1978, the company was bought out by the Sydney firm, Hooper Baillie Industries Ltd; it in turn sold to Sabco Ltd of South Australia; in 1994, when Sabco went into receivership, Australian Resource Recovery Technologies re-established Fowlers Vacola Australia Pty Ltd's headquarters in Melbourne. This majestic peacock embodies technical achievement, skill and ingenuity of artisans during the 19th century. It is now known as the 'Loch Ard Peacock' and was designed and modelled in 1873 by Paul Comolera (1818-1897), and fired in one piece at the Minton factory at Stoke-on-Trent in the United Kingdom in 1875. The peacock has been portrayed in symbolic motifs and has figured heavily in folktales and fables since antiquity, and many cultures around the world see it as a symbol of beauty, rebirth and power. Wealthy Victorians, loved majolica, and the large peacock would have been the ultimate home accessory, as a conservatory ornament – combining their desire for nature, the exotic and vibrant colours. The peacock model was listed in catalogues by Minton & Co. for a retail price of 35 guineas or sold as a pair for 90 guineas. Minton & Co. was founded in 1793 by Thomas Minton (1765–1836) and became famous pottery and porcelain manufacturers. Comolera was a French artist and sculptor, renowned for dramatic naturalistic forms, and life-size renditions of birds and animals that won him admiration in public and artistic circles. He was employed by Minton & Co. from 1873 to 1880, and the life-sized peacock became his best known work. Comolera, kept a live peacock loaned from the nearby Duke of Sutherland's Trentham Hall Estate in his studio, to create a life-size model of fine buff earthenware model, which was then hand painted in brilliantly coloured green and blue glazes to mimic the peafowl’s dazzling plumage. There are no surviving production records, but according to documents in the Minton Archive, nine peacocks were made by Comolera. However, today some historians now believe that twelve were fired at the Minton factory, research is still on-going. These peacocks were so admired that the Minton & Co. used them as exhibition showpieces at International Exhibitions in London, Paris, and the United States of America, assuring the company had a worldwide reputation. So, when Melbourne hosted an International Exposition in 1880, Minton & Co. sent out ceramics, tiles and in particular, this peacock was intended to be part of their exhibit in the British Court in the Exhibition Building, built in the Carlton Gardens. The early dispatch date (1878) indicates that the company may have intended to exhibit their wares including the peacock at the 1879 Sydney International Exhibition, but the company did not take up this option. The ship that Minton & Co. used to bring the peacock and their other wares to the Australian colonies was the ill-fated Loch Ard, which sunk after striking Mutton Bird Island near Port Campbell, Victoria in calm foggy weather in June 1878 on the final leg on the ships journey to Melbourne. The loss of 52 lives made it one of Victoria’s worst shipwrecks. Therefore, this peacock never made it to the grand exposition in Melbourne, as Minton & Co. had planned. Charles McGillivray dragged this peacock, still in its original packing case onto the beach in the gorge just two days after the Loch Ard went down. The peacock was rescued unscathed apart from a chip on its beak (only repaired in 1988). After a disagreement with Melbourne Customs Officer, Joseph Daish, McGillivray stopped his salvage operations, leaving the peacock on the beach. The second salvagers were James Miller and Thomas Keys. Miller was a member of the firm Howarth, Miller and Matthews, Geelong, who had brought the salvage rights to the Loch Ard wreck on 10 June. When Miller and Keys arrived at the wreck site, a storm had washed many of the salvaged goods including this peacock back into the sea. The two men found the peacock in its case ‘bobbing along in the water’, and pulled it back to the beach. To ensure the peacock wasn't washed out to sea again, Miller and Keys hauled the packing case containing the peacock up the gorge's cliff face to the top, ready to be transported. In an interview in 1928, Keys claimed that at the time of the rescue the head had broken from the body. This account was proven to be true in 1988, following the birds display in Brisbane. This peacock began its life in Australia, not in grandeur of an International Exhibition as intended, but in the hallway of a simple domestic house in Geelong. It appears Minton &Co. did not attempt to buy this peacock back. Florence Miller, daughter of James Miller (Loch Ard salvage rights holder), later remarked that the only item of real value rescued from the wreck had been the peacock and that this had been kept by her father in the family home for many years, and became a treasured family possession. As such, this 'Loch Ard peacock' was almost forgotten and mistaken with other Minton peacocks around the world. Florence tried to sell the peacock due to financial difficulties in the 1930s but was unsuccessful. While attempting to sell the peacock, it was displayed in the window of the Argus newspaper office on Collins Street, and at the National Museum on 1st June 1935, the date of the 57th anniversary of the Loch Ard wreck. As a result, the peacock again attracted public attention with books, newspaper and magazine articles being published telling the story of its survival from a shipwreck. After Miller's death, the peacock remained in an antique dealer's shop in Melbourne for many years until it was bought at auction by Frank Ridley-Lee, in the 1940s, who displayed the bird at his home in Ivanhoe/Heidelberg. The peacock remained in the hands of the Ridley-Lee, until it was offered for sale in 1975 as part of Mrs Ridley-Lee's estate. In 1975, an advertisement in Melbourne newspaper, the Age announced the sale by auction of the art collection of the Ridley-Lee estate that included this peacock. The peacock was not sold at this time, as the reserve price of $4500 was not met. This news was passed on to the board of the newly created Flagstaff Hill Maritime Village. Urgent efforts were made to raise the necessary funds through fundraising by the Warrnambool City Council and public donations. The Fletcher Jones Company and the Victorian Government contributed half of the of the cost. On 9 September 1975, the peacock was purchased by Flagstaff Hill Maritime Village, and it found a new home at the maritime museum. Since, it has only left Warrnambool twice. Firstly, in 1980 at the centenary celebrations of the Royal Exhibition Building in Melbourne, and secondly, in 1988, the peacock was given pride of place at the entrance to the Victorian Pavilion at the Brisbane World Expo, acknowledging that this Minton majolica peacock is the most significant shipwreck object in Australia. The Minton majolica peacock is considered of historical social and aesthetic significance to Victoria and is one of only a few 'objects' registered on the Victorian Heritage Register (H 2132), as it is a most notable and rare object associated with the Minton factory of the 1870s and works by the celebrated sculptor Paul Comolera along with the wreck of the Loch Ard on the Victorian coastline. This Minton peacock is historically significant for its rarity; it was one of only 9-12 known to exist. The shipwreck of the Loch Ard is also of significance for Victoria and is registered on the Victorian Heritage Register Ref (S 417). Flagstaff Hill has a varied collection of artefacts from Loch Ard and its collection is significant for being one of the largest accumulation of artefacts from this notable Victorian shipwreck. The collections object is to also give us a snapshot into history so we can interpret the story of this tragic event. The collection is also archaeologically significant as it represents aspects of Victoria's shipping history that allows us to interpret Victoria's early social and historical themes. The collection is historically significant is that it is associated, unfortunately with the worst and best-known shipwreck in Victoria's history. The peacock, resplendent in polychrome glaze, stands perched on a rocky plinth decorated with vines, leaves, flowers, blackberries and wild mushrooms. The peacock’s breast is cobalt blue; the wings and legs are in naturalistic colours. The tail is a mass of feathers coloured in green, ochre blue and brown — a fantastic display of artistry and Minton expertise. WARRNAMBOOL'S MECHANICS' INSTITUTE Warrnambool's Mechanics' Institute (or Institution as it was sometimes called) was one of the earliest in Victoria. On 17th October 1853 a meeting was held where it was resolved to request the Lieutenant Governor of the Colony to grant land for the erection of a Mechanics' Institutes building. A committee was formed at the meeting and Richard Osburne chaired the first meeting of this committee. The land on the North West corner of Banyan and Merri Streets was granted but there were no funds to erect the building. The Formal Rights of the Warrnambool Mechanics' Institute's encompassed its aims and these were officially adopted in1859; "This Institution has for its object the diffusion of literary, scientific, and other useful knowledge amongst its members, excluding all controversial subjects, religious or political. These objects are sought to be obtained by means of a circulating library, a reading room, the establishment of classes, debates, and the occasional delivery of lectures on natural and experimental philosophy, mechanics, astronomy, chemistry, natural history, literature, and the useful and ornamental arts, particularly those which have a more immediate reference to the colony." The Warrnambool Mechanics' Institute opened its first reading room in November1884 in the National School building at the corner of Banyan and Timor Streets. The Institute was funded by member subscription, payable on a quarterly, half yearly or yearly basis. Samuel Hannaford, the Manager of the Warrnambool Bank of Australasia, was the first Honorary Secretary of the Mechanics' Institutes, and an early President and Vice-President. He also gave several of the early lectures in the Reading Room. Another early Secretary, Librarian and lecturer was Marmaduke Fisher, the teacher at the National School. Lecture topics included The Poets and Poetry of Ireland', 'The Birth and Development of the Earth', 'The Vertebrae - with Remarks on the pleasures resulting from the study of Natural History' and 'Architecture'. In 1856 the Reading Room was moved to James Hider's shop in Timor Street, and by 1864 it was located in the bookshop of Davies and Read. In the 1860's the Mechanics' Institute struggled as membership waned but in 1866, after a series of fund raising efforts, the committee was able to purchase land in Liebig Street, on a site then called Market Square, between the weighbridge and the fire station. A Mechanics' Institute building was opened at this site in August 1871. The following year four more rooms were added to the main Reading Room and in 1873 the Artisan School of Design was incorporated into the Institute. The same year Joseph Archibald established a Museum; however it deteriorated when he was transferred to Bendigo in 1877. In 1880, with Archibald's return to Warrnambool, the Museum was re-established, and in 1885 a new building was built at the back of the Institute to accommodate the re-created School of Design, the Art Gallery and the Museum. In 1887 the Museum section was moved to the former court house in Timor Street (for some time the walls of the building formed part of the TAFE cafeteria but all is now demolished)). In 1911 the Museum was transferred back to the original building and the management of the Mechanics' Institute was handed over to the Warrnambool City Council. The Museum and Art Gallery became one and housed many fine works of art, and the Library continued to grow. The building was well patronised, with records showing that at the beginning of the 20th century there were between 500 and 800 visitors. During World War One the monthly figures were in the thousands, with 3,400 people visiting in January 1915. The Museum was a much loved Institution in Warrnambool until the contents of the Museum and Art Gallery were removed to make room for the Warrnambool City Council Engineers' Department. The contents were stored but many of the items were scattered or lost. When the original building was demolished the site became occupied by the Civic Centre, which included the new City Library. (The library was temporarily located in the old Palais building in Koroit Street.) In the process of reorganisation the Collection was distributed amongst the community groups: -The new City Library took some of the historic books and some important documents, historic photographs and newspapers. -The Art Gallery kept the 19th Century art collection and some of the artefacts from the museum. -The Historic Society has some items -The State Museum has some items -Some items were destroyed -Flagstaff Hill Maritime Village has old newspapers, Government Gazettes, most of the Mechanics' Institute Library, ledgers and documents connected to the Mechanics' Institute Library, some framed and unframed art works and some photographs. The Warrnambool Mechanics' Institute Library book collection is deemed to be of great importance because it is one of the few collections in an almost intact state, and many of the books are now very rare and of great value. WARRNAMBOOL PUBLIC LIBRARY The Warrnambool Mechanics’ Institute (WMI) was formed by a voluntary community group in 1863, within six years of Warrnambool’s beginnings, and its Reading Room opened in 1854. The WMI operated until 1963, at which time it was one of the oldest Mechanics’ Institutes in Victoria. Mechanics’ Institutes offered important services to the public including libraries, reading rooms and places to display and store collections of all sorts such as curiosities and local historical relics. In 1886 a Museum and Fine Arts Gallery were added to the WMI and by the beginning of the 20th century there was also a billiards room and a School of Art. By this time all Mechanics’ Institutes in country Victoria had museums attached. Over the years the Warrnambool Mechanics’ Institute Library was also known as the Warrnambool Public Library the Warrnambool Library and the Free Library. Early funding from the government was for the “Free Library”. The inscription in a book “Science of Man” was for the “Warrnambool Public Library”, donated by Joseph Archibald in 1899. Another inscription in the book “Catalogue of Plants Under Cultivation in the Melbourne Botanic Gardens 1 & 2, 1883” was presented to the “Warrnambool Library” and signed by the author W.R. Guilfoyle. In 1903 the Warrnambool Public Library decided to add a Juvenile Department to library and stock it with hundreds of books suitable for youth. In 1905 the Public Library committee decided to update the collection of books and added 100 new novels plus arrangements for the latest novels to be included as soon as they were available in Victoria. In July 1911 the Warrnambool Council took over the management of the Public Library, Art Gallery, Museum and Mechanics’ Institute and planned to double the size of the then-current building. In 1953, when Mr. R. Pattison was Public Librarian, the Warrnambool Public Library’s senior section 10,000 of the 13,000 books were fiction. The children’s section offered an additional 3,400 books. The library had the equivalent of one book per head of population and served around 33 percent of the reading population. The collection of books was made up of around 60 percent reference and 40 percent fiction. The library was lending 400 books per day. In 1963 the Warrnambool City Council allocated the site of the Mechanics’ Institute building, which included the Public Library, Museum and Art Gallery, for the new Municipal Offices and the Collections were dispersed until 1971. The Warrnambool Library took over the Mechanics’ Institute Library’s holdings on behalf of the Warrnambool City Council. Since the closure of the Warrnambool Mechanics’ Institute the exact location and composition of the original WMI books and items has become unclear. Other materials have been added to the collection, including items from Terang MI, Warrnambool Court House and Customs House. Many of the books have been identified as the Pattison Collection, named after the Librarian who catalogued and numbered the books during his time as Warrnambool Public Librarian in the time before the Mechanics’ Institute closed. It seems that when Warrnambool became part of the Corangamite Regional Library some of the books and materials went to its head office in Colac and then back to Warrnambool where they were stored at the Art Gallery for quite some time. Some then went to the Warrnambool Historical Society, some stayed at the Art Gallery and some were moved to Flagstaff Hill Maritime Village. The various stamps and labels on the books held at Flagstaff Hill show the variety of the collection’s distribution and origin. The books in the collection at Flagstaff Hill Maritime Village date from the 1850’s to the late 1950’s and include rare and valuable volumes. Many of the books are part of the “Pattison Collection” after the Warrnambool’s Public Librarian, Mr. R. Pattison The Warrnambool Mechanics' Institute Collection is primarily significant in its totality, rather than for the individual objects it contains. Its contents are highly representative of the development of Mechanics' Institute libraries across Australia, particularly Victoria. A diversity of publications and themes has been amassed, and these provide clues to our understanding of the nature of and changes in the reading habits of Victorians from the 1850s to the middle of the 20th century. The collection also highlights the Warrnambool community’s commitment to the Mechanics’ Institute, and to reading, literacy and learning in the regions, and proves that access to knowledge was not impeded by distance. These items help to provide a more complete picture of our community’s ideals and aspirations. As with many Mechanics' Institutes in Australia, the one which operated in Warrnambool was established and overseen for many years by key individuals associated with the development of the city itself. The WMI publication collection is historically significant because of its association with local people, places and the key historical themes in the development of Warrnambool of rural development, industry, farming, education, and community. The collection documents and illustrates the changing interests, focus and tastes of Victorians, especially those in regional cities. Generally the individual items in the collection are not particularly rare, as examples of all probably exist in other public collections in Victoria. It is primarily because there are so very few surviving Mechanics' Institute collections in Victoria, which lends this overall collection its significance. Many items in the WMI Collection have the potential to support further research, both as individual objects and through the collection in its entirety. This material is significant for its ability to assist in the interpretation of the history of the area and adds to the general understanding of the development of the township. Many components of the WMI publication collection complement and reinforce the Flagstaff Hill Maritime Museum Collection, the Warrnambool Art Gallery Collection, and that in the Warrnambool Historical Society, and also contribute to a clearer understanding of the original Warrnambool Mechanics' Institute collections. This will greatly enhance the appreciation of the few surviving Mechanics' Institute collections across Victoria, and also in New South Wales. The similarities and differences between the small number of collections that have survived can provide further insights into how the people of Victoria in general, and Warrnambool in particular, constructed a civic culture of adult learning to foster an informed citizenry. Three copies of a pamphlet for the ceremony of the Third Ordnance Services Unit ‘Exercising the Right of the Freedom of Entry to the City of Caulfield’, held on 13/07/1986. The pamphlet includes a brief history of the Unit’s association with the City of Caulfield, a list of individuals holding posts within the unit, text of the scroll conferring the Freedom of Entry on the Unit, a program of the ceremony, a brief history of the Royal Australian Army Ordnance Corps, including the Unit’s use of 75 Kooyong Road as their premises, a brief history of the city of Caulfield and an explanation of the tradition of conferring Freedom of Entry to a city. The pamphlet includes also: 1/A black and white photograph (61x66mm) of the Mayor of Caulfield, Maxwell Blair, undated and unattributed. 2/A black and white photograph (70x51mm) of Major P.G. This photograph is part of the Caulfield Historical Album 1972. This album was created in approximately 1972 as part of a project by the Caulfield Historical Society to assist in identifying buildings worthy of preservation. The album is related to a Survey the Caulfield Historical Society developed in collaboration with the National Trust of Australia (Victoria) and Caulfield City Council to identify historic buildings within the City of Caulfield that warranted the protection of a National Trust Classification. Principal photographer thought to be Trevor Hart, member of Caulfield Historical Society. Most photographs were taken between 1966-1972 with a small number of photographs being older and from unknown sources. All photographs are black and white except where stated, with 386 photographs over 198 pages. Caulfield Town Hall is now known as Glen Eira Town Hall.From Victorian Heritage Database: Citation for Town Hall, Corner Glen Eira and Hawthorn Roads - HO106 https://vhd.heritagecouncil.vic.gov.au/places/43613 as at (19/10/2020) The former City of Caulfield (now City of Glen Eira) Municipal Offices, located at the south-west corner of Hawthorn and Glen Eira Roads, Caulfield South, were commenced for the Borough of Caulfield in 1884 when they also included a Post and Telegraph Office and Court of Petty Sessions. They were designed by the Borough surveyor, Sydney Smith. The hall was completed in 1890 to the design of Alexander Rankin and the present hall, foyer and portico completed to the design of Goldsmith and Jenkin, architects, in 1931. The complex is historically, aesthetically and socially significant. It is historically significant {Criterion A) as the centre of Local Government services in the area since 1885 and as a centre of post and telegraph and legal services for a period. Its association with architect and Borough surveyor, Sydney W. Smith is important in that the east elevation and facade (ground floor level only)as far west as the tower (lower two stages) survive as evidence of his work, the practice which his son continued after his death in 1886, becoming highly successful. The work of Goldsmith and Jenkin is historically important in that it indirectly demonstrates the growth of the City sustained during the Inter-war period, the work proceeding in spite of the Depression. It compares with other similar work of that time including the refurbishment of the Malvern Municipal Offices and Hall in 1927 (Hudson and Wardrop), the Melbourne Corporation Offices and Hall in 1925-28 (Stephenson and Meldrum, A. and K. Henderson) and the Camberwell Offices and Council Chamber in 1924 (Leighton Irwin and Roy Stevenson), other comparable municipal projects being undertaken during the 1930s. Finally, the Goldsmith and Jenkin works are important as a project of the Depression years organised specifically to alleviate unemployment problems in the Municipality. The complex is aesthetically important (Criterion E) as a prominent and imposing Classically derived complex of its type with individually noteworthy interior spaces being the entry hall and staircase, main Hall, Foyer and Council Chamber. The Adamesque plasterwork, timber panelling and furniture, Art Nouveaux enrichment and Classically derived treatment with sparing use of Australian decorative motifs are contributory elements. Exterior .elements of note include the remains of the original design prepared by Sydney Smith and the clock tower and portico which have come to symbolise important Municipal complexes erected prior to the Second World War. Programme, Programme for the Official Opening of the Mt Helen Campus, 10/1970
The first building at the Mt Helen Campus was opened in October 1970. Students first starting using the campus in the same year. The programme includes the following historical information: "On 26th October, 1870, Sir Redmond Barry officially opened the first venture into formal technical education in Australia - the Ballarat School of Mines. Over the preceding year a small group of Ballarat citizens interested in mining had conceived and brought into being the idea of creating such a school. They leased a derelict Court House next to the Ballarat Gaol in Lydiard St., at a nominal rental for15 years, and started classes with 4 students and an honorary lecturer. The School developed its courses beyond the initially intended range of studies related to mining, increased in enrolments, took over neighbouring properties and buildings and developed three levels of education - tertiary, trade and secondary. From the latter part of the 19th Century, even though remaining under the control of its own autonomous Council, it developed close links with the State Education Department. From the earliest times the School achieved widespread recognition and a particularly high reputation, and its graduates spread across Australia and the world. For several years it was affiliated with Melbourne University. In the last decade its scope has been further broadened by the introduction of new tertiary courses. During 1965 the State Government created the Victoria Institute of Colleges - a non-teaching body empowered to award degrees and directed towards the task of co-ordinating and developing tertiary education in Victorian in institutions other than universities. the tertiary division of the School became affiliated with the V.I.C. at the end of that same year. Subsequently the Council of the School decided that, whilst retaining for the whole establishment the time honoured title - The School of Mines and Industries, Ballarat - it should more distinctly sub-title the three divisions. the tertiary division then became known as the Ballarat Institute of Advanced Education. On receipt of substantial Commonwealth-State Grants, made to it as a college of advanced education, the Council was enabled at the start of 1967, to purchase for the Institute the 20 acre campus at Mt Helen. A master plan has been produced to develop this beautiful and spacious site as a tertiary institution enrolling, in due course, some 3000 full time students. the first sod was turned, to initiate this development, by the then Governor General of Australia, The Right Honourable Lord Casey, on 19th October, 1967. The first building group, now completed and occupied, has involved an expenditure approaching $1,000,000. It contains the departments of Mechanical, Civil and Mining Engineering, Metallurgy and Geology. it also contains the Computer Centre, a temporary Library and temporary student amenities. The Ballarat School of Mines was established in 1870,. It was the first School of Mines in Australia. The Associateship was held in high regard and recognised throughout the world. Stanley Browning Vial is listed no the Ballarat School of Mines Associateship Roll for 1903. Printed certificate on vellum, with handwritten details. The certificate was made out to Stanley Browning Vial, and signed by President of Council Andrew Anderson and Vice President J.M. The history outlined in the booklet follows: 'Ballarat has helped to influence the life and destinies of Australia in many ways, the recital of which would perhaps prove tedious to the citizens of less favoured localities! However, it can be said, without much fear of contradiction, that only less known thought Australia than its fame as a gold field is the reputation won for it by its school of Mines, ... Ballarat was still quite a new place when the School was founded, but a very propserous and popular place all the same, with a go-ahead lot of citizens brim full of the spirit of enterprise which seemsto animate mining populations generally. Money was plentiful, and they launched out into ventures, which later, were to develop and take the place of the gold mines, while what is more to the point, they understood the value of education. the old digging days were passing away. So far as Ballarat itself was concerned the day of the cradle and tin dish had already passed into an antiquity "as dead and distant as the age of the Tubal Caon," said dir redmond Barry on declaring the School open. Mining had become a serious business, and the mining engineer, the metallurgist, and the geologist had become a power in the land. In these circumstances the suggestions to found a School of Mines met with ready acceptance. The late Mr James M. Bickett had the honor of bringing forward the proposition at a meeting of the Ballarat Mining Board in October, 1869. it was agreed to, and the Government, having been approached for assistance, granted a lease of the old Supreme Court buildings at a nominal reantal. A modest sum, including 100 pounds from the Borough Council of Ballarat West, was subscribed by a number of sympathisers, and on the 26th October, 1870, the inaugural address was delivered by Sir Redmond Barry, the first President of the School. Classes were commenced on the 23rd January, 1871. The students at first were mostly adults. They were chiefly men emloyed at the mines, who had the wisdom and energy to devote their spare time to study, and, though their attendance was somewhat irregular, they made very good progress. Old prints which have been preserved show them at work at furnaces, big bearded men of the old-fashioned type of miner. It is interesting to note that among those who gave evidence and encouragement was Sir Roderick Murchison, who many years before had advised Cornish miners to emigrate to Australia to search for gold, and who in 1848 was in possession of gold ore sent from this country. Sir Roderick sent a parcel of books for the library, and gave useful advice as to the curriculum which should be adopted. The Museum, which now contains a most valuable collection of minerals, was one of the first things attended to, and the reports presented to the Council from time to time speak of additions being made from all parts of the world. New equipment was constantly being added to the School, a good deal of assay work was done, and some specimens were sent from the East Indies for examination as far back as 1873. By this time there was a difficulty in providing accomodation for the students who wished to enrol, and the number of instructors had grown from two to four. In 1882 the first building was being erected on what was then part of the gaol reserve. A little more than ten years afterwards a buildnig formerly serving as a Methodist Church was absorbed, while later on, the demand for accomodation increasing, the attack upon the gaol was renewed. The School continued to grow in reputation and size, and became the science centre of the district, and in 1889 a learge new building was opened by Sir Alexander Peacock. Students came from over seas as well as from all the States of Australia, and after going through their courses they took with them the name and fame of the old School to all parts of the globe. School of Mines boys have played a great part in developing the mining fields of Western Australia, South Australia, and africa, while old students who have made a name in their profession are constantly dropping in to see how the old place is getting along. It was not to be expected, however, that the Ballarat School would be left without rivals, its very success inspiring competition. Mining Schools were started in other parts of Australia, and, at the same time, Victoria ceased to hold first place as a mining state. On the other hand there was a great advance in manufacturing, and the demand for technicaly trained men became a great and as insistent as ever it had been for trained mining men. The Council was quick to adapt the school to the new conditions, and the result is seen in the institution, which is one of Ballarat's proudest possession. Instruction is given in all branches of technical work, and the classes are filled with students who are building up for Ballarat a reputation as an industrial centre, which promises to equal that which it formerly held as a mining town. Owing to its bracing climate, its abundant opportunities for recreations, and its accessibilty, Ballarat as a city is an ideal place for educational purposed, and is yearly becoming more and more appreciated throughout the State. The chairman of one of Ballarat's biggests industries claims that the workman can do twice the day's work here that he can do in Melbourne. he was a little enthusiastic over it, perhaps, but it is a well-known fact that the healthy and invigourating Ballarat climate is conducive to both physical and mental activity, and the records of the School provide ample proof of it. One of the most interesting and successful branches of the School of Mines and Industries - if the name be enlarged with the enlargement of its scope - is the Technical Art School. "The City of Statues" has from its earliest days been a stronghold of art. Art schools have flourised here, and in 1905 the Education Department came to the conclusion that the best thing to do with them was to place them under the management of the School of Mines Council. A magnificent new Technical Art School was built at a cost of some 12,000 pounds on the site of the old Supreme Court building, and was formally opened on the 23rd July, 1915. The results have not only been justified but surpassed all anticipations. The most comprehensive list of subjects is taught, and this list is constantly added to. Students have flocked to the art School, which may be said to occupy a unique position in Australia, and its record of success is really astonishing. Its students supply art teachers for the newer schools that are being built, and many occupy leading positinos in important business houses. So well is its reputation known that orders are constantly being received, not only from Victoria, but from other States, for honor boards and challenge shields to be designed and made. The most recent addition to the School of Mines and Industries is the Junior Technical School, for which a new building is now being erected on a portion of the gaol site, transferred to the School of Mines Counci by the Government. At the present moment temporary quarters are being occupied. Some students after passing through the Junior School go straight to employment, continuing perhaps to attend the evening trade classes, while others move on to the senior School. In a review of the work of the School of Mines mention must be made of a series of industrial research carried out under supervision of the Principal. One in particular, regarding the suitability of the local ores for the manufacture of pigments attracted much attention, while the experiemtns on the manufacture of white potery from Victorian clayes were considered of sufficient importance by the Federal Advisory Council of Science and Industry to warrant the appointment of a special investigator. The results of these have been most encouraging, and may have far-reaching consequences. The vocational training of returned soldiers also should not be overlooked. The work was taken in hand from the first, before the Repatriation Department gave assistance, and now with the help of the department of the School has become one of the largest vocational training centres in Victoria outside of Melbourne. The soldiers, trained in a variety of occupations, have made remarkable progress, and already considerable numbers have found employment in local workshops and factories. To sum up, the School is divided into the following departments, each well staffed and equipped: - The School of Mines, science, and Engineering; the Techncial Art School, the Boys' Junior Technical School, the Girl's Preparatory Technical Classes, Trade Classes, and the Commercial School. The school of Mines, science and Engineering, comprises the following branches: - Mining, Metallurgy, Geology, Electrical Engineering, Civil Engineering, Mechanical Engineering, Applied Chemistry, and Pharmacy. Battery treatments, Cyanide Testing, Smelting, Assays, and Clay Testing from a regular part of the School's work. Students gaining qualifications obtain concession in their courses at the university, should they proceed there to continue their studies. The technical Art school curriculum includes training in all branches of pictorial and applied art, an Architectural Diploma Course, a Draughtman's Course, technical Art teachers' Course, Photography,Ticket Writing, Art Metal Work, Woodcarving, Needlework, and Leather work. The Trade Classes give instruction in Telephone Mechanics, telegraphy, Carpentry, Cabinet Making, Plumbing, Blacksmithing, Fitting, Electric Wiring, and Printing. Numerous Scholarships are offered every year, and altogether students will find few places to equal the Ballarat School of Mines and Industries as a training place for their life's work. Document, Letter to Returned Soldiers' Association, 1916, 28/08/1916
Ballarat Shool of Mines played an important role in training returned World War One servicemen via the Repatriation Vocational Training Scheme. Operating from 1917 to 1922, this scheme offered trades-based training to a large number of returned soldiers, depending on aptitude and level of disability. Many returned soldiers were unprepared for the workforce after demobilisation because of war injuries, or lost study opportunity during the years of their service. The Scheme was designed to give ex-servicemen the skills to find jobs, boost post-war economic recovery and add to social cohesion. It operated from 1917 to 1922. The rough draft letter relates to free tuition for returned soldiers at the Ballarat School of Mines28.8.1916 Major Lazarus Secretary Returned Soldiers Association Y.M.C.A. Ballarat Dear Sir. On the 25th February last my Council adopted a resolution to the effect that application from returned soldiers for free tuition at this school would be favorably considered. At the Council meeting held on Friday last, the 25th inst., the matter was further discussed and, at Colonel Bolton's suggestion, it was decided that it would be in the best interests of the movement, if application for admission were received through your association. The undermentioned gentlemen were appointed as a sub-committee to receive such application and will be very pleased to interview any soldiers whom you would recommend as trainees. The 1930 Back to Bacchus Marsh celebrations were held on 23 to 28 October 1930. The committee were Cr L.M. Gugdale (president), A.W. Bond (General secretary), W. Grant Morton, J.G. Wells, Dr E. McDonald, Charles Dickie, G.H. Anderson, F.M. Crisp, W.R. Vigor. Bacchus Marsh State School No. 28 was established in 1851 as a National School in a rented building on the right-hand side of Bacchus Marsh-Melbourne Road, just beyond Woolpack Inn. Several willow trees mark the site. H.G. Ball was the first Head Teacher of the school, and the enrolmen towas 34. In 1854 Governor Charles Hotham visited the school. In 1855 two new schools, East and West, were recommended. School No. 28 closed in 1862 and the sitre was sold. The present school site was purchased in 1865 for 67 pounds. The cost of the building was 782 pounds. The primary role of a Voluntary Aid Detachment (VAD) member was that of nursing orderly in hospitals, carrying out menial but essential tasks - scrubbing floors, sweeping, dusting and cleaning bathrooms and other areas, dealing with bedpans, and washing patients. They were not employed in military hospitals, except as ward and pantry maids; rather, they worked in Red Cross convalescent and rest homes, canteens, and on troop trains. At the start of the First World War, Australian VADs were restricted from travelling overseas by the Defence Council. As a result, many chose to travel on their own initiative and join British detachments, often in Australian Hospitals. It is reported that the 1st Australian Auxiliary Hospital included in their nursing staff some 120 VADs, chiefly Australians in the British service, employed through the Australian Red Cross Society. A Post card from Frank Wright to his friend W. C. Snelling reporting on his travels to New York. Frank Wright was a renown resident of Smeaton, where he was born. He lived at Laura Villa, and attended Smeaton State School. His father William was a gold miner and his mother's name was Sarah. Their family won many singing and instrumental awards. Frank was tutored by Percy Code and was awarded a gold medal for the highest marks in the ALCM examinations in the British Colonies at the age of seventeen years. He became the Australian Open Cornet Champion by the age of eighteen. A year later, Frank conducted the City of Ballarat Band, and later the Ballarat Soldiers’ Memorial Band. He formed the Frank Wright Frisco Band and Frank Wright and his Coliseum Orchestra. These bands won many South Street awards, and Frank as conductor won many awards in the Australian Band Championship contest. In 1933 Frank Wright sailed to England to conduct the famous St Hilda’s Band and was later appointed Musical Director of the London County Council, where he organized many amazing concerts in parks, in and around the London district. He was made Professor of Brass and Military Band Scoring and conducted at the Guildhall of Music and Drama. Frank was often invited to adjudicate Brass Band Championships around Europe, in Australia, including South Street and in New Zealand. The Frank Wright Medal at the Royal South Street competition is awarded to an individual recognized as making an outstanding contribution to brass music in Australia.Postcard with black and white photo of the Radio City Music HallPrinted on front - No 214. This brass speaking tube or voice pipe was used by the crew to communicate within the ship. It was recovered from the wreck of the Royal Australian Navy vessel, HMAS Warrnambool in 1948. The HMAS Warrnambool J202 was commissioned by the Royal Australian Navy for use as a minesweeper during World War II. The Bathurst Class Corvette, fitted out with a range of armaments, was launched in Sydney 1941 and was. The ship began service in Bass Strait in 1941. At the end of the year it called into its namesake city, Warrnambool, where the crew paraded for the public marching eastwards along Timor Street. A gift of books for the ship’s personnel and a plaque bearing the City of Warrnambool’s Coat of Arms were presented to the ship. The ship was involved in evacuating a family of nine from the Dutch East Indies that was later successful in its challenge of Australia’s Immigration Restriction Act (White Australia Polity). The ship had many other appointments around Australia. On 13th September 1947 HMAS Warrnambool was leading a flotilla of minesweepers in northern Queensland’s coastal waters, clearing mines previously laid to defend Australia. The ship hit a mine, which exploded and very quickly sunk the ship. Boats from the nearby ships rescued most of the seamen although one was killed at the time. The survivors were taken by the HMAS Swan II to Darwin, and they went from there to hospitals in Brisbane and Sydney. Three of these men later died from their injuries. A number of items were recovered by Navy divers in 1948 including the ship’s bell and a plaque with Warrnambool’s Coat of Arms. In 1972-75 the wreck was sold and other items were salvaged. In 1995 a memorial plaque was erected in Warrnambool near the RSL. NOTE: The RAN built a second HMAS Warrnambool FCPB204, launched in 1981 and decommissioned in 2005. There was also a steam ship SS Warrnambool built in London 1892 and broken up in 1926. [A more detailed history can be found in our Collection Record 3477.] This speaking tube is an example of communication used in the mid-1900s on board a vessel. It is significant is significant for its association with Royal Australian Navy and its vessel, HMAS Warrnambool (J202). The HMAS Warrnambool played a nationally significant role in overturning Australia’s Immigration Restriction Act 1901 (colloquially known as the White Australia policy). The ship rescued, and brought to Australia, Samuel and Annie Jacob and their family after they evacuated Dutch East India. The family was threatened with deportation and made the first successful appeal to High Court regarding that Act. The HMAS Warrnambool has - Local significance for being the namesake of the City of Warrnambool - Local significance, having docked in Warrnambool Harbour - Local significance, the crew having paraded in Timor Street, Warrnambool - State significance for its first patrol being in Bass Strait. - National significance, being present in Timor at the Japanese surrender - National significance, shown by the significance of the ship’s bell being curated as Military Heritage and Technology at the Australian War Memorial. - National significance as part of Australia’s defence force history, being one of only four Bathurst class corvettes lost while in Australian service, the only Bathurst class corvette lost after World War II, the only RAN vessel to be sunk by a mine, and associated with the last four Navy deaths of WWIISpeaking tube or voice pipe, brass, conical shape, broken off at base. Wide end has a rolled edge.
