Work began on the Library construction in 1968. This was when it was known as Ballarat College of Advanced Education - Mount Helen. The Library started on the ground floor in 1970. In 1971 a contract for a four-storey library was drawn up and construction began the same year. The building opened in 1973, occupying two stories of the current building. The library grew and with Commonwealth Grants was able to develop its collection. In 1987 the library achieved an annual budget of over $1 million. The Teachers Resource Collection was added and by 1989 the library expected to occupy the top three floors plus the lower ground floor. A flexible study area on the top floor was introduced 1990-1991. 2010 saw the completion of a new stage in the history of the library. It now includes new study and research areas including the Geoffrey Blainey Research Centre with access to the University's Art and Historical Collection. The E. J. Barker Library is named after a former Principal of the School of Mines Ballarat who then became the first Director of the Ballarat College of Advanced Education, now Federation University. Jack Barker played an active part in education and was awarded the Medal of the Order of Australia. After retirement in 1987, the College Council decided to name the Library after him in recognition of his achievements.Colour photograph showing the entrance to the E. J. As of 2016 Tony Benson is the last Australian to win the 5000m at one of the major meets (now called Diamond League). That year Tony Benson was undefeated in Europe something no Australian has done since. He was also undefeated in the USA in early 1972 and probably would have medalled in Munich 1972 except for an incurring a hamstring injury 10 days before the race AND not being able to find the team medical doctors until some 16 hrs after the injury due to them being away from the village. Despite running with a torn hamstring Tony Benson broke Ron Clarke's Australian Olympic record for the 5000m but had no 'kick' and finished 7th in the heat. None of those who made the final had ever beaten Benson. Kip Keino and Tony Benson became friends. Keino received the first ever Olympic Laureate Award by the IOC at the Rio opening ceremony in 2016. In 1958 the Ballarat Teachers' College moved from Dana Street Primary School to a custom built college in Gillies Street. Accommodation again became a problem in 1968 with the introduction of the three year Diploma of Teaching (Primary) course. On 19 December 1972 the State College of Victoria Act received Royal Assent. The Act restructured the teacher training policies of Victoria. Ballarat was one of the State Teachers' Colleges which until 30th June 1973, was under Education Department control. Ballarat Teachers' College was renames the State College of Victoria at Ballarat and had its own governing council. In 1975 State College of Victoria at Ballarat moved to the Ballarat Institute of Advanced Education campus at Mount Helen, and the name was changed to Ballarat College of Advanced Education. Frank Wright was a renown resident of Smeaton, where he was born on 2 August 1901. He lived at Laura Villa, and attended Smeaton State School. His father William was a gold miner and his mother's name was Sarah. Their family won many singing and instrumental awards. Frank was tutored by Percy Code and was awarded a gold medal for the highest marks in the ALCM examinations in the British Colonies at the age of seventeen years. He became the Australian Open Cornet Champion by the age of eighteen. A year later, Frank conducted the City of Ballarat Band, and later the Ballarat Soldiers’ Memorial Band. He formed the Frank Wright Frisco Band and Frank Wright and his Coliseum Orchestra. These bands won many South Street awards, and Frank as conductor won many awards in the Australian Band Championship contest. In 1933 Frank Wright sailed to England to conduct the famous St Hilda’s Band and was later appointed Musical Director of the London County Council, where he organized many amazing concerts in parks, in and around the London district. He was made Professor of Brass and Military Band Scoring and conducted at the Guildhall of Music and Drama. Frank was often invited to adjudicate Brass Band Championships around Europe, in Australia, including South Street and in New Zealand. The Frank Wright Medal at the Royal South Street competition is awarded to an individual recognized as making an outstanding contribution to brass music in Australia.Paper certificate from Teachers Registration Council in London showing that Frank Joseph Henry Wright had attained on 1st June 1938 a Licentiate of the Royal Schools of Music (L.R.S.M.) and also his registration number. This blazer was worn by Joyce Murphy at the Ballarat Teacher's College. David van Leeuwen decided not to have a blazer as he was older, and thought it too much like school days. He attended the Ballarat Teachers' College when 27 years, after serving in the army. Because he didn’t have a blazer he didn’t have anywhere to put the colours so he offered them to Joyce Murphy as they were going out together. There should have been a football embroidery as well, but Joyce Murphy didn’t want that on her blazer because it was too boyish. Joyce van Leeuwen remembers: 'Towards the end of our College year, were were given written authorisation denoting our sporting teams, to take to Paterson & Powell for embroidery on our blazer pockets. On my pocket, the hockey sticks, the BB for basketball, as netball was then called, all mine. The tennis racquet is David's [van Leeuwen], as is the braid topping the pocket denoting the College colours. College colours were authorised for excellence in a chosen sport, and in our year, 1950, only two men's colours were awarded - David's for basketball and Neil Trezise's for football. In 1883 the Ballarat School of Mines made some changes in order to make better use of the services of the teachers and to extend "as far as practicable the special educational advantages already afforded" by the School. One of the changes was the introduction of a three years course of training under the professors to qualify students for the following three professions: Analyst and Metallurgist, Electrician, and Geologist and Mining Surveyor. The Council was to confer the distinction of Associate. (Warren Perry, The School of Mines and Industries, Ballarat, 1984, p77) Students who took single subjects or pursued such courses as those for certificate of either mine manager or assayer were not required to pass an entrance examination. Students who wished to qualify for an associateship in once of the courses were expected to have a general education of matriculation standard and to have attended all the prescribed courses of instruction unless they were able to produce to the satisfaction of the School's Board of Examiners evidence of having attained elsewhere the degree of proficiency which was required in any particular subject or subjects.
