“City of Moorabbin” The township of Moorabbin, known as South Brighton until 1909, remained small, with the Plough and Harrow Hotel as its main building. In 1917 Sandringham borough was formed by severance from Moorabbin shire and in 1920 Mentone and Mordialloc were also severed. In the remaining Moorabbin shire the Moorabbin township was still small (1,770 persons), but the shire grew in population during the 1930s. On 10 October 1934 it was proclaimed a city. After meeting for 14 years in rented premises, in the Prince of Wales Hall, Wodonga Council built its first Shire Hall on the corner of High and Elgin Streets in 1890. The first Shire Hall was demolished in 1971. The second building, Wodonga’s new Municipal Offices in Woodland Grove were used for the first time by Wodonga Councillors on 7th August 1957. His Excellency, Hwang Hon Cheng, from Peking, China, visited Australia from 1906 -1907 as Chinese Commissioner in response to an urgent petition from well respected Chinese business leaders, The 1906 Petition was sent to the Chinese Ambassador in Britain requesting the appointment of a Chinese Consular Representative in Australia to ease the escalating Discrimination and address the Immigration Restrictions in Australia. Hwang Hon Cheng visited Brisbane, Sydney, Melbourne , Adelaide and Hobart and after reviewing his recommendations Britain agreed to the appointment of the first Chinese Consul-General to Australia. In 1908 Mr Leong Lan Fun, Taotal of Swatow was appointed Consul-General for the Commonwealth with his headquarters in Melbourne. Animosity, suspicion and misunderstanding had existed between Chinese and European settlers since the Gold Rush of 1850’s. Language, customs, frugality and mostly their ability to obtain profit from crops seen as uneconomical by Europeans eg parsley, garlic and salad vegetables. Many of the Chinese workers did not purchase land instead their main aim was to obtain enough money for their family and return to China. This medium sized metal, horse-drawn, road-working scoop, with timber shafts is an example of those used in Moorabbin Shire in the late 1800s, and up until the 1940s for road-works, building dams, market-gardening work and other similar earthworks in the shire. In 1977, artist Annette Meikle undertook a commission to illustrate a book recording stories of places and people in the Bayside area. It was published in 1978 as Sandringham Sketchbook, with text by Elizabeth Waters. The sketches were intended to record remaining examples of Bayside’s early architecture and environment, as well as reflect newer architectural changes. Meikle went on to donate 22 of these sketches to Bayside City Council in 2003. Semco Park was a model of exemplary modern business in the 1920s. Located on Cheltenham Road, Black Rock, then considered to be an outer suburb, the property was home to Semco, a manufacturing and importing business of paper goods and cotton fabric items. The business’s governing director, Charles Mylius, wanted a firm that treated staff with fairness, created healthy and spacious working sites and offered recreational facilities. The site contained a factory as well as three houses for staff, a park with lawns, trees and flowerbeds, a cricket oval and a canteen serving hot food. Staff enjoyed soft background music played in the factory, and benefited from a superannuation scheme. Semco Park was sold to developers in 1977 but the business continued until the early 1990s with the office moving to Mulgrave, while factory work shifted to New Zealand.Annette Meikle, Semco Park 1977, ink and watercolour, 25.8 x 35.7 cm.
