In 1938, the SEC Ballarat decoarated a tram with paper flowers for the Floral Festival. Has four ladies dressed in matching clothes standing inside the tram and four inside the doorways. Photographed in Wendouree Parade with Lake Wendouree in the background. The story is that it rained on the day and the ink in the dresses ran. See Reg Item 5188 for a coloured postcard of the ladies standing outside the tram.
