1 October 2009 marks a defining moment in the constitutional history of the United Kingdom: transferring judicial authority away from the House of Lords, and creating a Supreme Court for the United Kingdom in the historic setting of the former Middlesex Guildhall on Parliament Square. In this location, The Supreme Court forms part of a pre-existing quadrangle made up of the Houses of Parliament, Westminster Abbey and Treasury. As civil administration developed, it tended to be conducted by the Justices of the Peace and its offices were often co-located with the first tier of the courts. This close association reached a peak in the latter half of the nineteenth century, since when the two activities have tended to separate. This book was awarded to Mary Elizabeth Pyers in 1886 for a prize for repetition of hymns. Mary entered Clarendon Ladies' College in 1886. In the original register Mary's married name became Mrs. Duncan, father's christian name is listed as George, his occupation as squatter and his residence as Lawler Station Donald. "Mrs. Duncan (M. Pyers).-Early in the year Mrs. Duncan was appointed a "Justice of the peace." In April, during the ceremony of unveiling a "Pioneer Memorial" at the Minyip Hospital, a sun-dial was erected on the front lawn inscribed thus: "Erected by Welfare League to Mary Duncan in appreciation of her life's work for the district, 1929." Mrs. Duncan was particularly pleased with a congratulatory message from Clarendon and declares that "so much of the 'better things' for which I have been chosen are on account of early influence and wise guidance, especially from dear Mrs. Kennedy." Book prizes were highly regarded and academic success admired. In the school’s early years prizes were ordered direct from London and had the school crest embossed in gold on the front or back cover. This image is one of a series of photographs taken by Melbourne based photographers Stevenson and McNicoll who visited Bacchus Marsh and its nearby districts between September and November 1883. The photo is of a brick residence, built in 1865-66 as a house and surgery for Dr. Rae, a medical practitioner in Bacchus Marsh 1863-1874. Dr. Rae was influential in community affairs as a Justice of the Peace, a member of the Board of Advice of Bacchus Marsh Common School and a President of the Mechanics’ Institute. After ill health forced him to resign his practice, he built the Bungalow in 1880, where he lived until his death. The house was later purchased by William Anderson (c.1880) who named it “Dunglass”. The people in this photograph are probably members of the Anderson family. The house is now used as an Adult Education Centre. The house is of significance as the embodiment of the importance to the community of its influential figures, such as Dr. Rae, in the late nineteenth and early twentieth centuries. The left hand bay is set forward, with the central section of the house being set back. A concave return verandah supported by decorative columns runs along the front and side of the house, leading to a separate entry door off the side verandah. On the window set in this door, the word ‘SURGERY’ can be discerned, indicating that this is the entrance to be used by patients. The building features buff-coloured stone quoins and architraves. A white picket fence runs along the front. Ranged along the footpath in front of the fence stands a group of eight young women and girls. William John Taylor (1853-1921) was born in Little Eltham and lived his whole life in the town. He served as a Councillor for the Shire of Eltham 1890-191, which included one term as Shire President. He was a Justice of Peace and also a member of the Rechabite Lodge. He had a family of four daughters and one son. This photograph was taken in April 1915 when he was 62 years old. This photo forms part of a collection of photographs gathered by the Shire of Eltham for their centenary project book ,"Pioneers and Painters: 100 years of the Shire of Eltham" by Alan Marshall (1971). The collection of over 500 images is held in partnership between Eltham District Historical Society and Yarra Plenty Regional Library (Eltham Library) and is now formally known as 'The Shire of Eltham Pioneers Photograph Collection.' Alex Reid was born in 1891 and began work on the Victorian Railways in 1907. He enlisted with the A.I.F in 1915. He served in Egypt and the Suez Canal but was discharged on medical grounds having contracted typhoid and dysentery. In 1917 he re-enlisted in the Anzac Light Horse. On his return to England, he survived the torpedoing of HMAT Ballarat and then served in France. On discharge from the army, Alex returned to the Victorian Railways and transferred to Wodonga. He was employed driving the “Spirit of Progress” and remained as “Driver in Charge” until his retirement in 1956. Alex was awarded the MBE in 1951 and the OBE in 1963 for his tireless efforts on behalf of Returned Servicemen and their families. He continued to work as a welfare officer for the RSL. As well as continued service to the RSL, Alex served as a member of the Wodonga High School advisory committee for 35 years and sat on the bench in the Wodonga Court for 15 years in his capacity as Justice of the Peace. Ski-Horizon is the official journal of the Federation of Victorian Ski Clubs which began publication in 1949. The were 26 original member clubs which included Albury Ski Club, Bogong Ski Club, Myrtleford Ski Club, Tallangatta and District Ski Club and Wangaratta Ski Club. Two pioneers of Falls Creek, Tom Mitchell, M.L.A., and Martin Romuld were Vice-Presidents of the Federation.This Journal is significant because it documents the early development of skiing in Victoria.The journal features stories and events chronicling developments in Victoria and internationally. On 30th August 1901 The Chronicle, an Adelaide newspaper, announced that J.W.Hosking was leaving Terowie to establish a business in Port Fairy. He had lived in Terowie for 25 years and had been chairman of the District Council, a member of the school board and a Justice of the Peace. He was also a keen supporter of the cricket and other sporting teams. On leaving Treowie he was presented with a Gladstone bag and an illuminated address signed by 47 residents. Hosking had a wife and daughter and it was reported that with his brother, he had bought the drapery and furnishing business of W.T.Hattam in Port Fairy. Trading as G.E.Hosking &Co., the brothers already had branches in N.S.W. South Australia and Western Australia. By 1905 J.W.Hosking was President of the Port Fairy Hospital and, although in July of that year he announced that he was resigning because of pressure of business, he was obviously persuaded to stay on. Indeed, he remained President until 1907. In September 1907, the brothers were bought out by D.E.MacLellan, late of MacLellan & Craig of Mount Gambier. So when the silver cigar/cigarette case was presented to Hosking, he was not only ceasing to be President of the Hospital but was almost certainly leaving the town. Possibly Portland Town Council. Thomas Must, a wealthy Sydney merchant arrived in Portland in 1845. In 1855 prospect was built for Must to a design by local architect George Mathewson. The two storey home was built in expansive grounds with sweeping views of Portland Bay and the township. The stuccoed house is of Regency/Italianate style with a single storey verandah and single storey kitchen wing. In 1878 the original posted verandah was replaced by new verandah and a conservatory to a design of architect Daniel Nicholson. Nicholson had also been responsible for the design of the Assembly Rooms at the London Inn. Thomas Must was active in the Portland Community. He was a Trustee of the Port Philip Savings Bank, a Justice of the Peace, Treasurer of St. Peters Church at Bridgewater and the first Chairman of the Portland Borough Council. Prospect was Thomas Must’s home until his death in 1905. The building has been considerably altered over the years and much of the original Italianate character has been lost. Subsequent owners include B. Cunningham, G.S. Beresford (who changed the property’s name to Waterford), and long-term Liberal Senator Sir Magnus Cormack. This photograph shows three generations of the Russell family in Orbost. On the left is John Russell with his son Bill Russell and his wife Ede and their son Ian. John Russell Senior was a blacksmith, wheelwright, farmer and chairman of the Orbost Butter Factory, makers of Sunny South Butter (today part of Murray Goulburn Co Ltd). Bill was born at Orbost in 1893, the youngest son of John and Elizabeth Maud (nee Clarke). Upon his father’s retirement he took over the homestead part of the holding, 1,000 acres of river flats and hill land. He was involved in dairying and was also a successful beef cattle breeder and maize grower. He was elected to the Orbost Shire Council in 1929 and shortly afterwards was President for 18 months (from May 1930 to August 1931). He served a further term as President in 1934-35. He represented the South riding. He was chairman of the Bean Board and a well-known horse and show judge and a member of the Royal Agricultural Society. He was an elocutionist of some note and a member of the committee of management of the Orbost Hospital. He was also a prominent member and Past Master of the Masonic Lodge and a Justice of the Peace. He served as president of the Orbost Golf Club and assisted with the preparation and layout of the present Orbost Golf course. John Cleeland JP of Newhaven, 1826-1914, a native of County Down, Ireland, came to Victoria in 1840 with his parents and settled at Darebin Creek. After a few years spent there he went to sea in his schooner yacht of 200 tons, the Harriet, visiting the South Sea Islands and the west coast of South America. In 1859 he took the well known Albion Hotel, Bourke-street east, Melbourne, the starting place for all Cobb and Co's lines of up-country coaches, and kept it for 22 years, marrying whilst there Miss Blake, of Mornington. Shortly before leaving the hotel he purchased 7000 acres of land at Phillip Island for breeding purposes, and there bred Wollomai, who won the Melbourne Cup in 1875. In 1881 he retired to his magnificent estate, besides which he has another 1000 acres at Bass and other properties. He also once owned racing stables at Brighton, where he had Barwon (which won the Champion race) and other valuable horses. Kangaroo Ground, a Scotchman by birth, born in 1819, came out to Melbourne in 1839 in the ship David Clarke, and after remaining in Melbourne one year, and for a short time at Bulleen, went in 1841 to Kangaroo Ground, and purchased 160 acres of land where he now resides, having also 270 acres at Yarra Flats. At the time he settled on the Kangaroo Ground there were but three people in the district, of whom two were shepherds, and the entire country was bush. Mr John Bell’s father, the late Mr. William Bell, first purchased land, and with the assistance of his sons, cleared, fenced, and subdivided it. Mr John Bell has been a member of the shire council since its formation, and for the past twelve years has been a justice of the peace; and he is a member of the National Agricultural Society of Victoria. 'King Billy' of Ballarat is also known as Frank Wilson, after the surname of an owner of Ercildoun Estate. He was buried in a Wesleyan burial plot at the Ballaarat Old Cemetery on 26 September 1896. The Anglican burial ceremony was organised by the community who thought 'King Billy' to be the last of his tribe. The Ballarat Star of 25 September 1896 stated: that Billy and his subjects 'once virtually owned all the land comprised of the City of Ballarat and its immediate surroundings 'so 'it can be considered only fair that six feet of ground should not be denied for his burial' The Australian Natives Association and the Australian Historical Records Society (later Ballarat Historical Society) took a major role in the burial of Frank Wilson. "As public interest and compassion grew, noteworthy citizens of Ballarat and two key Christian denominations appeared to jostle for pre-eminence in the ritual to follow. Whilst the 'venerable Archdeacon Mercer' from the Anglican Church took the funeral service, the cemetery trustees arranged that the body was placed in 'a central site in the Wesleyan section of the cemetery'. Frank was recorded as a Roman Catholic. The coffin was carried to the grave by several Methodists, including Justice of the Peace, Glenny, and Member of the Legislative Assembly, Kirton, as well as Old Colonists' and noted citizens. "Article compiled by Joan McEwan, great-granddaughter, researched by James Tibbett, great, great grandson." Richard Williams was born in St. Blazey, Cornwall in 1831 to James and Ann Williams. Married to Mary Thomas with whom he had 12 children: Eliza Ann "Lou" Thomas, Sarah Mary "Molly" Williams, Margaret "Peg" Williams (born 1858), Ellen Williams (1859-1860), George Williams (b. 1861), Richard Williams (b.1862), John Williams (1863-1866), Ellen Williams (b.1865), Stephen John Williams (b.1867), Albert James Williams (b. 1868), Michael Thomas Williams (b.1871) and Laura Williams (b.1872). Worked in the Cornish mines until he was 21 and sought work in America. Landed in Melbourne on 20 December 1857 in search of gold. Was given supervision of the work conducted in the 1864 Cinderella Claim belonging to Geroge Lansell, among others. Williams was later named manager of all of Lansell's mines. Williams later opposed Lansell in favour of better working conditions for miners. Williams was then in charge of the Johnson Reef Company until his retirement. He worked on the administrative council at the Bendigo School of Mines, was named Justice of the Peace and was a founding member of the California Hill Methodist Church. In 1853 he opened a store in Bendigo, Abbott and Co and from there began a lengthy career as a business man supplying the local community with goods and services including owning and operating the New Times Boot Market & Factory in Pall Mall, Sandhurst, run by his wife, Anne (nee Deague). J H Abbott’s main ambitions were to serve on the local and state councils. He was elected Chairman of the Sandhurst Borough Council in 1860, Mayor of the City of Bendigo in 1891 and was gazetted a Justice of the Peace in 1864. Over his lifetime J H Abbott was closely linked to nearly all the leading institutions in Bendigo and worked for the benefit of local charities. He was trustee of the Bendigo Art Gallery and a Freemason and was said to be the first person in Bendigo to have a telephone installed in1882 between his residence and his business in Pall Mall. After JH Abbott died in 1904 he passed on his businesses to his son JH Abbott Jnr and adopted son RHS Abbott. These businesses continued to trade under the name JH Abbott & Co and today still operates under the name Abbott Supply although the last of the family interests ceased in 1986. Abbott and Co acted as agents for larger Melbourne based suppliers such as Briscoe & Co and the Australian Explosives & Chemical Co. John Whan was born in Carlton of Irish parents and moved with them to Wodonga by bullock dray at the age of 12. After completing his education in Wodonga, John became manager of McLean Brothers and Rigg branch store in Sydney Street, Wodonga for a number of years after which he bought the business and operated Whan’s General Store in Sydney Road, Wodonga which at its peak employed his six children. John Whan was Wodonga Shire Councillor for 15 years, including a term as Shire President in 1904-5. He was also Chairman of the Wodonga Water Trust when it built the water tower in 1922 – 23. He had many other community involvements including the School board and the Library Committee, served as an honorary justice and Deputy Coroner. secretary of the Wodonga branch of the I.O.O.F., and the Wodonga Cemetery Trust and the Masonic Lodge. He was a foundation member of the Presbyterian Church in Wodonga. He died on 10 October 1933. After his death, Whan's store was operated by John's son Francis William Whan who was born in Wodonga on 1 September 1901. He also served the community as a Justice of the Peace and Magostrate. Frank was a caring gentleman who looked after many during the difficult times of the Depression and World War 11. He continued to provide outstanding service to the Wodonga community. Frank was a dedicated member of the Presbyterian Church.
