Shire of Eltham Archives: Series 69, Item 5 Video opens with panning view of completed kinder from Frank Street followed by images of the centre under construction then opening day speeches. Introduction and welcome by Mandy Press (Executive Officer, Shire of Eltham) with speeches by the Hon. Pauline Toner, Member for Eltham and Shire president, Cr. Alan Baker. The Hon. Pauline Toner acknowledged Shire President Alan Baker and her parliamentary colleagues Vin Heffernan, Neil Brown and Bob Halderson and Councillors; three levels of Government which led to the achievement of the kinder, and gave special thanks to the Council and parents for the forward planning to accommodate children from babyhood to school with childcare, kinder and baby health facilities all combined in one facility in the middle of parkland in a residential area. Shire President Cr Alan Baker then followed to formally open the centre. The site had been identified in early 1985 at that stage only as a pre-school but with an opportunity to develop, the additional services were driven by Cr Baker. Though a very long name, its simple message is "Care for Kids." Designed by architect Neil Biggins of Clark, Hopkins and Clark. Cr Baker stated that the theme of "people living in the environment" was very much encapsulated by the facility. Cr Baker informed that the construction of the facility had led to some concerns with a reduction in open space and potential traffic generated to the facility and those users of the facility were asked to ensure their use is sensitive to the local residents. Cr Baker talked about the financial costs and how the Federal grant funding was no longer as plentiful as previous and that the Victorian Government had come to the assistance thanks to Pauline Toner covering some other costs as well as the ongoing running costs of around $40,000. The Federal Government contributed $233,000 out of a childcare component rather than preschool. Cr Baker thanked Mandy Press again as well as Shire Engineer, John Stanton. Cr Baker also acknowledged Ed Latanzio who was in charge of the project, along with his colleague Alan Lansdowne; Gary Bartlett and his team for the exterior surroundings to the facility. He mentioned that Neil Biggins the architect had said not many Shire Councils show the same commitment to the exterior surroundings as the interior which was a credit to the Council and Gary Bartlett. He also thanked Bev Vern, Council's preschool advisor who assisted in developing the programs; Grant Roberts from Federal Office of Childcare for assisting the Cooperative in setting up the funding program; the builders George Takola and George Apted; Michelle Matello who undertook the needs analysis that identified another preschool was required; Cathy King who assisted in the development of the childcare program; Pat Grundy and Susan Forbes, Council officers who assisted with the development of the services and the members of the preschool committee. In addition, local residents and in particular Helen, Peter and Chris who advised Council of their concerns and worked with Council to overcome these issues; members of the Interim Steering Committee and the Directors of the Childcare Co-op. Cr Baker stated that the Co-op nature of the facility and the location of the three services under one roof was unique and the task of the programs was to be led by Annie, Dianne and Lynn Afternoon tea and activities followed the unveiling of the plaque. The Ballarat Junior Technical School (BJTS) was the junior division of the Ballarat School of Mines.The honor board was unveiled on 17 June 1922 by Sir Alexander Peacock, the Minister for Public Instruction. it was witnessed by a large gathering of parents, friends, students, past student, Albert Steane (Headmaster) and the president, Council and Staff of the Ballarat School of Mines. At the conclusion of the ceremony the junior Technical School was opened for public inspection and afternoon tea was provided by a ladies committee. The Honour Board contains 28 names and of these only one lost his life on active service. this was Francis G. Davis. After the unveiling his father, A. Davis, planted a tree in the grounds of the Junior Technical School in memory of his deceased son. The following names are on the Honour Board Adair, S.H. On the 4 August 1934, to mark the 20th anniversary of the Great Britain declaration of war on Germany, 106 trees were planted, during a ceremony, on the lawns of the newly created garden of the Shrine of Remembrance. The Shrine of Remembrance was built to provide a place to grieve and remember Victorians killed in the First World War (1914-18). Prince Henry, the Duke of Gloucester and son of King George V, officially opened the Shrine before a crowd of 300,000 people in November 1934. Captain Robert Sunter, commander of the coastal liner Manunda, Adelaide Steamship Company, was chosen to plant a Queensland kauri (tree - number 100) on the main avenue from Domain Rd leading to the Shrine of Remembrance. The photograph was published in the Herald (4 August 1934, p. 40). In the Argus (Melbourne, Vic. : 1848 - 1957), Friday 3 August 1934, page 8 In Memory of the Merchant Service- Captain Sunter to Plant Tree at the Shrine Tomorrow will be the 20th anniversary of Great Britain's declaration of war on Germany, and at 10 and. Captain R. Sunter, the commander of the coastal liner Manunda, will plant a tree in the Shrine! of Remembrance reserve In memory of the officers and men of the Australian merchant service who gave their lives during the war. The tree, , which will be No.100 in the reserve, will bear the following inscription based on the wording of the ' British Mercantile Marine memorial at Tower Hill. London: "1914-1918. In remembrance of the officers and men of the Australian Mercantile Marine who died for King and Country and have no grave but the sea. Planted August 4, 1934." During the war 12 ships of the Australian merchant service were sunk and 95 officers and men lost their lives.The Shrine of Remembrance committee recently asked the director of navigation (Captain J. K. Davis) to nominate a member of the mercantile marine to plant a tree in the reserve. Captain Davis passed on the request to the secretary of the Merchant Service Guild of Australia (Captain T. D. Snape) and, after having conferred with various sections of the sea-going service, Captain Snape announced yesterday that Captain Sunter had been chosen unanimously. Captain Sunter has a distinguished war record as commander of the hospital ship Wandilla. Born at South Shields, in England, in 1878, he is a son of the late Canon Sunter, of Adelaide. He served an apprenticeship in sailing ships, and soon after obtaining his master a certificate entered the service of the Adelaide Steamship Company, where he has remained. In the Wandilla during the war Captain Sunter became known to thousands of wounded soldiers and troops." Padre Frank Oliver of MtS can be seen assisting with dedication at far left. Captain Robert Sunter who also served in WW1, a friend of the seamen and the mission, died a month later in Cairns. A window funded by crew of the Manunda and friends was dedicated to his memory in St Peter's Chapel, MtSV in February 1936 by Padre Oliver. (see item 0038).Depicts one of the few memorials specifically commissioned for Merchant seamen of WW1 and in later years also a focus for those who died in WW2 and other conflicts. This photograph is representative of the relationship between the Mission to Seafarers Victoria and the Anglican Church. The image also historically depicts the courtyard at the Mission to Seafarers Victoria from approximately the early 1950s.Reverend Frank Oliver served as Chaplain at the Mission to Seafarers Victoria for almost thirty years. The photograph shows the historical ties between the Mission and the Anglican Church towards the end of Oliver's chaplaincy in the 1950s.
