Williamstown was first incorporated as a borough on 14 March 1856. It became a town on 2 April 1886, subdivided into four wards in 28 October 1887 and was proclaimed a city on 17 May 1919. The city was proclaimed by His Excellency the State Governor, the Hon. Sir Arthur Stanley on 17 May 1919. At the same time he unveiled a photographic honour board in memory of local soldiers killed during World War One and officially opened the Town Hall/Council Chambers building at 104 Ferguson Street. The Governor was presented with this proclamation and asked to sign the parchment. The official birth of the city was celebrated by 2000 residents. The historic Victorian ‘couta boat “Viator” was built by renowned boat builder J.R. Jones of Williamstown in Melbourne, between 1890 and 1920. He was one of the early builders of this design. The features of Viator - carvel planked, open cockpit, vertical stem and straight keel, single mast and a pivoting centreboard - are all characteristics of an early Bass Strait ‘couta boat. This has been confirmed by experienced Victorian ‘couta boat restorer Tim Phillips. Viator served as a ‘couta fishing boat in the Warrnambool area until the mid-1930s, then some say she served as a mail ferry across to Portland. Later it was used as a fishing and recreation boat for local families. For years Viator sat in a paddock in East Warrnambool until purchased in 1975 and donated to Flagstaff Hill. ‘COUTA BOATS - The ‘couta design for vessels is believed to have originated at Port Phillip, Victoria, for the purpose of the Barracouta (‘couta) fishing industry, being both fast and seaworthy. , The 'couta fish was an important food fish in Australian waters, supplying Melbourne with plenty of inexpensive fish. VIATORY’S OWNERS - Some of Viator’s history is known: - 1940, registered Port Fairy and owned by G.J. Richards. - 1941-1945, registered in Port Fairy and owned by Jens “Peter” Petersen. - 1950’s “Brusher” Richards of Warrnambool and Port Fairy used it for fishing. - Peter Watson and his son also went fishing in Viator. - Frank Ferrier, boat builder, was an owner (son of ‘La Bella’ hero, William Ferrier) - Arthur Rogers owned Viator too, then sold it to Terry Pridmore and Wayne Moorefield - The Viator was stored in a paddock, unused for years, in Fairmont Avenue, Warrnambool, where it was gradually deteriorating. - 1975 Viator was purchase at a very reasonable price from Pridmore, then donated to Flagstaff Hill Maritime Village. RESTORATION - Shipwright Erik Mikkelsen soon started restoration on the Viator after it arrived at Flagstaff Hill in 1975. In 2006 the Maritime Museums of Australia awarded a grant to Flagstaff Hill Maritime Village to assist with the restoration and renovation of the Viator. Viator received Heritage status with the Australian Maritime Museums Council and is listed on the Australian Register of Historical Vessels in 2006 (ARHV Number: HV000561). Viator was built in Victoria in the early days by renowned boat builder J.R. Jones, and sailed by fishermen for many years, both local and on the coastal waters of Victoria, and was possibly used for the mail service. The former ES&A Bank building was purchased to be used as the new premisces in Williamstown in 1943. The St Nicholas chapel usa added at the back. This low kneeling stool was used for prayer and was part of the original furnishings of the St Nicholas' Mission to Seamen's Church at 139 Nelson Place, Williamstown, Victoria. The Church was operated by the Mission to Seamen organisation. THE MISSIONS TO SEAMEN (Brief History: for more, see our Reg. No. 611, Set of Pews) The Missions to Seamen was an Anglican charity that served seafarers of the world since 1856 in Great Britain. It symbol is a Flying Angel, inspired by a Bible verse. Today there are centres in over 200 ports worldwide where seamen of all backgrounds are offered a warm welcome and provided with a wide range of facilities. In Victoria, the organisation began in Williamstown in 1857 as a Sailors’ Church, also known as ‘Bethel’ or the ‘Floating Church’ in an old hulk floating in Hobson’s Bay, Port of Melbourne. It soon became part of the Missions to Seamen, Victoria. In the year 2000 the organisation, now named Mission to Seafarers, still operated locally in Melbourne, Portland, Geelong and Hastings. The Ladies’ Harbour Lights Guild was formed in 1906 to support the Missions to Seamen in Melbourne and other centres such as Williamstown. Two of the most significant ladies of the Guild were founder Ethel Augusta Godfrey and foundation member Alice Sibthorpe Tracy (who established a branch of the Guild in Warrnambool in 1920). The Guild continued its work until the 1960s. In 1943 a former Williamstown bank was purchased for the Missions to Seaman Club. The chapel was named St Nicholas’ Seamen’s Church and was supported by the Ladies’ Harbour Lights Guild, the Williamstown Lightkeepers’ Auxiliary and the League of Soldiers’ and Sailors’ Friends. It ceased operation in 1966. A Missions to Seamen Chapel and Recreation Room was a significant feature of ports during the late 1800s and into the 1900s. It seemed appropriate for Flagstaff Hill to include such a representation within the new Maritime Village, so the Melbourne Board of Management of Missions to Seamen Victoria gave its permission on 21st May 1979 for the entire furnishings of the Williamstown chapel to be transferred to Flagstaff Hill. The St Nicholas Seamen’s Church was officially opened on October 11, 1981, and closely resembles the Williamstown chapel. This kneeling stool is significant historically for its origin in the St Nicholas Mission to Seamen's Church in Williamstown, established in 1857 to cater for the physical, social, and spiritual needs of seafarers. The Church originated in Bristol, England when a Seamen's Mission was formed in 1837. The stool is historically significant for its connection to the Ladies Lightkeepers’ Auxiliary, an organisation of women, formed to support seafarers. The connection of this stool to the Mission to Seamen and to the Ladies Lightkeepers’ Auxiliary highlights the strong community awareness of the life of people at sea, their dangers and hardships, and their need for physical, financial, spiritual and moral support. The Maréchal de Turenne, a three mast barque, was built in the "Chantiers de la Loire" shipyard in Nantes, port in the West of France, in 1899 by the company René Guillon et René Fleury. Capacity of 3000 barrels. The barque is called a "cap-hornier" in French. In a book written in 1973 by Georges Aubin, "La mer douce et cruelle", ed. France-Empire, a chapter "Une traversée du trois-mâts nantais Maréchal de Turenne" (page 285 to 319) tells how the ship was navigating from London to New-York to load barrels of petrol bound for Melbourne.The photograph demonstrates how prepared the merchant navy was during the First World War. The French Merchant Navy had additional men from the Navy: the six sailors in uniform and sailor "bachi" bonnet with the AMBC inscription were on the ship to support the crew in case of enemy attack. Two of those soldiers carry a bayonet. One of the sailors is wearing headphones: World War One saw telecommunication progress. At sea, the threat were the German submarines: the U-boats.The photograph depicting the 22 members of the crew was taken in October 1918 onboard the Marechal de Turenne. The two on the right and left side are holding a picture of the barque. One man at the back is holding a cat. 11 names are written at the back. The Armstrong Cannons were originally placed at Fort Gellibrand, located at the southernmost tip of the Williamstown peninsula. The Fort was developed during the 1850s as part of a defensive system for the city and port of Melbourne. The importance of the Fort batteries declined from the 1890s, when they were effectively replaced by new facilities at Queenscliff and Point Nepean, but they were still used for gunnery practice. Local residents, through the Williamstown Town Council, complained to the Acting Minister for Defence that the concussion from the guns damaged windows, walls and foundations of buildings. The Armstrong Cannons were moved from Fort Gellibrand to the Gardens in 1906. A primary source of evidence of the cannons being in the Gardens. The cannons are remembered fondly as play equipment for the local children. The original postcards in this series (2013.002 to 2013.018) were generously loaned to Williamstown Botanic Gardens by a private collector for copying. They are evidence of the interest the gardens held as a subject for postcard publishers. The text and images provide a snapshot into fashions, social interests and concerns of the time. The professionally produced images provide a pictorial history of Gardens including changing planting styles, various structures and features of the Gardens eg the aviary, cannons, the fountain, the second Curator’s Lodge and gates. The images offer an opportunity to compare garden vistas with the present day. This postcard shows the main east-west axial path with a typical Victorian/Edwardian mown grass strip which in turn borders formal shrub beds with herbaceous plantings. The photo was taken after the Mexican Fan Palms (Washingtonia robusta) planted in 1915, which in turn were replaced with the same species in 1987. Palms and shrubs line both sides of the path and trees can be seen behind the statue.
