Launch of Legacy Week in 1990 included an exhibition of Aviation Art at Legacy House. Paintings were by Frank Harding of Renmark, South Australia. A newspaper article published on 23 August 1990, mentions that Frank Harding had painted over 50 paintings of aircraft flown by Australians and published a book of the images. It was called 'They flew for the King'. Each painting had been extensively researched to capture a specific moment in the World War 2 combat career of various pilots, flight officers or bomb-aimers. His aim was to honour the fine efforts of these great individuals. Unfortunately the artist died a few weeks after the exhibition and launch of his book. Guests included Bud Tingwell, who flew for the RAAF in World War 2 and other RAAF personnel. It appears to have included a heritage display from the Royal Australian Air Force Museum at the same time. Up to the 1980s the annual report would usually contain pages containing the Presidents report and recap of significant events of the year. Between 1987 and 1990 these were published in a separate document called 'Highlights from the Annual Report'. This could be used in promoting Legacy in different ways, without all the financial information normally held in an annual report. In following years it became called 'Report from the President' then 'Highlights from the President', before becoming 'Melbourne Legacy Highlights' which was published twice a year from 2007. From 1988 to 2021, Legacy held a public speaking contest for young secondary school students. It was initially called the Junior Plain English Speaking Award (JPESA) and later called Legacy Junior Public Speaking Award (LJPSA). Schools were eligible to send along up to 4 representatives to compete in a preliminary round. This programme is from the 1990 Victorian finals at the MMBW Theatrette on 21 June. The Victorian winner in 1990 was Felicity McMahon from the Catholic College Bendigo who spoke on 'Old Age'. The following was taken from a programme in 1996: "The Award aim is to promote enhanced oral communication skills for 12-14 year old students and to help young people appreciate the ideals of Legacy - voluntary service, caring and comradeship - and the need for remembrance. It began in 1988 in the Melbourne area with the support of the Ministry of Education and The Plain English Foundation. Entries have grown from 24 in the 1988 competition to over 300 in schools across the State, plus greater numbers participating in the process of selecting four contestants from each school. In 1995, a successful Interstate Championship was held with contestants from Victoria, New South Wales and Queensland. A regular event for the widows was the annual open air concert in the Fitzroy Gardens. This event was held on the 4th March 1990 and the 3rd Military District Band performed. The concert was held in March for many years. Over 600 ladies from metropolitan and country Victoria attended. The label says that the bandleader was Major Malcolm Bell and Donald Cant was the singer. Donald was a Lance Corporal and member of the 3rd Military Band but was on leave to be the understudy for Anthony Warlow in Phantom of the Opera. The photos show the widows sitting in the sunshine and enjoying the band. Photos were taken by Susie Howard, the publicity officer, and Legatee Melican. The NQRs were the standard Medium open goods wagon. Generally the sides and ends were removable thus providing a totally flat truck. Three long drop-down doors formed the sides thus allowing easy loading and unloading. 218 of these goods vehicles were built between 1898 and 1914 ? numbered 1 - 218​. Originally, these wagons carried the code letter R​ as they were built with sides and ends. They later had the R removed. Unlike the Broad Gauge, VR's 2 ft 6 in (762 mm) narrow gauge network never had four-wheeled wagons (aside from a handful of trolleys). Because of this, a single design of open wagon emerged and this was the only type of wagon ever used on these lines. This was the NQR class, a wagon with the same length and loading capacity as a Broad Gauge four-wheeled open wagon to make transferring freight between the gauges easier. The wagons, numbered 1 through 218, were built between 1898 and 1914. The wagons used the same underframe as most other non-locomotives on the VR Narrow Gauge. Letters and numbers were originally painted only on the end bulkheads and doors, both of which could be removed as traffic dictated, and this made wagon identification difficult until the decals were transferred to the underframes of each wagon In the 1910s some NQRs were provided with removable wood and steel frameworks with canvas roof canopies and side curtains, and internal seating to supplement the rest of the passenger stock during busy holiday periods. Puffing Billy has re-created these for emergency capacity. Five more NQRs, numbered 219-223​, were built between 1990 and 1992 initially for passenger use so were fitted with the removable frames In the 1960s the Puffing Billy Railway added grids in the floor of some to enable them to be used to drop ballast on the track where needed.
