Newsletter No. 116, September, 1997 846-848 MAIN ROAD ELTHAM Nillumbik Shire Council has granted a permit for a funeral parlour on land which includes this site at the corner of Main Road and York Street. The site contains an architect's office in a building which was formerly a shop and dwelling dating from the 1920's. The proposal requires demolition of this building which is one of the few remaining old shops which formed the rather spread out "town centre" of Eltham. Prior to making its decision the Council obtained a report from Graeme Butler and Associates, the heritage consultants who carried out Stage 1 of the Nillumbik Heritage Study. The report summarized the historical significance as follows:- "This brick comer shop with associated residence has potential local historical significance as a late 1920's grocer's shop, now much altered and one of only a few shops of that era left in Eltham's Main Road. This significance is qualified by the many changes. The other examples are better preserved and still function as shops." With this type of expert advice it is difficult to make a strong case for preservation of the building although, of course, it is a shame to see it demolished. The report includes details of the site itself and its history based on research carried out by Carlotta Kellaway. The building dates from the late 1920's when it was owned by C.R. Nicholls. From the early 1930's it was Charles Cockroft's grocery shop and he also ran a grain store there. According to his daughter, Edna Brown, he delivered groceries around the district taking his truck as far as Kangaroo Ground. In 1950 he shifted to Traralgon. Since then several different businesses have operated from the site including a bottle merchant and produce store. Conversion to the present office use involved alterations to the shop front and rebuilding the galvanized iron store at the rear. The newspaper clipping caption is incorrect. The Club Hotel featured in the article was located on the north side of Mount Dandenong Road. It was destroyed by fire in 1890 prior to re-opening later on the south side where it operated until sale and demolition in 2020 to make way for a retirement village. A4 size wire-bound book compiled by Bryce RaworthINTRODUCTION: This heritage impact assessment (HIS) was prepared at the request of the City of Maroondah, the owner of the subject property at 1 Bedford Street (sic), Ringwood. It relates to a proposal to demolish the existing shop on the site and construct a multi-storey car park incorporating a commercial tenancy at the lower levels. It reviews the significance of the existing building on the site and the contribution it makes to the surrounding streetscapes, then comments on the heritage impacts of the proposed demolition in the context of the significance of the place and broader considerations. This office has previously provided an Historical Overview of the subject site (June 2020) and this assessment draws upon that previous research and analysis. The report has been prepared by Guy Murphy and Bryce Raworth. CONCLUSION: The proposed demolition of the former Blood Brothers Store at 1 Bedford Street (sic), Ringwood and the construction of a multi-storey car park on the enlarged site will result in the loss of some significance to the Heritage Overlay. The degree of loss is moderated by the partial intactness of the store, its modest character and the loss of its original setting, as well the proposal to implement a heritage interpretation strategy for the site. When considered in the context of the broader range of urban planning considerations and broader net community benefit, the proposed development is supported with respect to heritage impacts.

Peck, Stow & Wilcox was founded in 1870 by the merger of three different industrial tool manufacturers specializing in tin-processing equipment. Their factory complex was at 217 Centre Street in Southington, Connecticut. The company grew rapidly, and was by 1890 producing a diversified array of tools. It was also the town's largest employer. The plant was substantially enlarged in 1912, which is the period when most of the buildings surviving in 1989 were built. By that time, the complex was operated by Ideal Forging. That company went bankrupt in 2003, and the plant was acquired by real estate developers not long afterwards. Demolition of the premises took place in 2015, after hazardous materials were removed from the site.A large American company that exported it’s goods all over the world and was a major producer of balance scales. The company no longer in existence and its products are now regarded as collectors items. The Shire Offices opened in 1965 and were extended in 1971. The final Eltham Shire Council meeting was held in December 1994 before the forced amalgamations of municipal councils by the Kennett Government. The State-Government-appointed Commissioners (1994-1996) took the decision in July 1996 to demolish the Eltham Shire Offices.
