ELTHAM HERITAGE TOUR The Society excursion on 24th May 1992 was arranged by David Bick, leader of the team carrying out the Shire's heritage study. David selected a number of sites or buildings identified in the study, some of them lesser known components of the Shire's heritage. The tour commenced at the Eltham Shire Office at 10.00 am. Travel was by private car and mini-bus with stops at about twelve locations for commentary by David.It included a short walk in Hurstbridge and lunch at Kinglake. Here were examples of what constitutes the building environment of Eltham. Collage of a collection of black and white portraits of men in oval frames with names. They are past councillors and the late Officer C.S. Wingrove of the Shire of Eltham from its inception until 1914. Originally compiled as a farewell gift to Ewan H. Cameron on his retirement from Parliament and community affairs in 1914. The photos were encased in a very large and handsme frame. It was presented to Mr. Cameron as a "testimonial [and] a small token of [Eltham Shire Councillors and community] their heartfelt esteem, and felt Mr Cameron would often look upon the faces encased in the frame, and it would remind him of friendships made and good work performed.' Mr Cameron was a well-respected man described as “Father of all in the County of Evelyn”. There were many living monuments of the good work done by Mr Cameron – schools, churches, halls and railways. Mr Cameron’s retirement was partly due to deafness. On the occasion of the presentation he told his audience that he started his public career in 1858 when he was elected a member of the Castlemaine Mining Board-; he held the position till 1900-42 years. In 1862 he was elected to the Eltham Shire Council (then a Road Board), and retired in 1914-52 years. He entered Parliament in 1874 and retired in 1914 -40 years and 8 months. The Hon Ewan H. The photograph was taken (and donated) by George W. Bell during the period of fire, c.1963-c.1964. The actual fire station was built c.1930 and was in use till c.1964 when a new fire station was built on the opposite side of Main Road. The building, originally situated just south of Arthur Street, on Main Road was ultimately relocated in 1970 to Research Park for use by the 1st Research Scout group. The site is now part of the current Coles supermarket and Eltham Village complex. The Fire Trucks are an Austin STU (small town unit) on the left and an Austin urban pumper on the right. This rescue line-throwing rocket set was made for the Dennett rocket system, which was used by the Rocket Rescue crews in South West Victoria from around the 1860s to the 1890s. John Dennett - John Dennett was from Carisbrooke, in the Ilse of Wight, UK. In 1826 he invented, patented and demonstrated an improved method of rocket powered, line firing rescue equipment for saving lives. The rockets had a longer range than the mortars being used, they were lighter, needed less preparation time, only needed one line for repeated shots, and fewer people were needed to move the equipment. Very favourable reports of Dennett’s rockets were received by those in charge of His Majesty’s Naval and Military services. In 1832, Dennett’s rocket-thrown line was sent out to the wreck of the ‘Bainbridge’, and was responsible for nineteen survivors coming ashore in two boatloads, along the fired line. Dennett’s rocket received national fame, and a one-year contract to supply rockets to the Coastguards. He became known as ‘Rocket Man’ and his rockets were used in rescues at least until 1890, when his son Horatio was running the business. A rocket weighing 23 lb would have a range of about 250 yards (228 metres), on average. Saving lives in Warrnambool – The coastline of South West Victoria has had over 600 shipwrecks and many lost lives; even in Warrnambool’s Lady Bay there were around 16 known shipwrecks between 1850 and 1905, with eight lives lost. In 1859 the first Government-built lifeboat arrived at Warrnambool Harbour and a shed was soon built to house it, followed in 1864 by a rocket house to safely store the Rocket Rescue equipment. In 1878 the buildings were moved to the Breakwater area, and in 1910 the new Lifeboat Warrnambool arrived with its ‘self-righting’ design. For almost one hundred years the lifeboat and rocket crews, mostly local volunteers, trained regularly to maintain and improve their skills, summoned when needed by alarms, gunshots, ringing bells and foghorns. Some became local heroes but all served an important role. By the end of the 1950s the lifeboat and rescue equipment had become obsolete. Rocket Rescue Method - The first use of a lifesaving rocket rescue system is often credited to Captain Manby and his invention of a life mortar, first used in 1808 to fire a line onto a ship to rescue lives. Henry Trengrouse’s invention of 1820 was the first to use a sky rocket’s power to throw a line, and his invention included a chair for carrying the shipwrecked victims to shore. In 1832 John Dennett invented a rocket specifically for shore to ship rescue. It had an iron case and an 8 foot pole attached and could shoot the line as far as 250 yards (about 230 metres). From the 1860s the rocket rescue apparatus was in use. It comprised a breeches buoy and traveller block that was suspended on a line and manually pulled to and from the distressed vessel carrying passengers and items. Colonel Boxer, who had invented an early line-thrower, designed a rocket in 1865 with a range from 300 to 470 yards. It was the first two-stage rocket, with two rockets placed one in front of the other in a tube that carried the rescue line. The hemp line was faked, or coiled, in a particular way in a faking box to prevent twists and tangles when fired, and the angle of firing the rocket was measured by a quadrant-type instrument on the side of the rocket machine. Schermuly invented the line-throwing pistol around 1920, which used a small cartridge to fire the rocket. Victoria’s Government adopted lifesaving methods based on Her Majesty’s Coast Guard in Great Britain, which used Colonel Boxer’s rocket apparatus rescue method. The British Board of Trade published instructions in 1850 for both the beach rescue crew and ship’s crew. It involved setting up the rocket launcher on shore at a particular angle measured by the quadrant, inserting a rocket that had a light-weight line attached, then firing it across the stranded vessel. A tally board was then sent out with instructions in four languages. The ship’s crew would haul on the line to bring out the continuous whip line and attach the whip block to a mast or sturdy part the ship. The rescue crew on shore then hauled out a heavier hawser line, which the ship’s crew fixed above the whip block. The hawser is then tightened using the block on the shore end of the whip. The breeches buoy and endless whip are then attached to the traveller block on the hawser, allowing the shore crew to haul the buoy to and from the vessel, rescuing the stranded crew one at a time. The rocket system could also be used from one ship to another.The Dennett rocket set is quite rare - there are not many examples in existence and little information is available. This Dennett's rocket set is significant for its connection with local history, maritime history and marine technology. Lifesaving has been an important part of the services performed from Warrnambool's very early days, supported by State and Local Government, and based on the methods and experience of Great Britain. Hundreds of shipwrecks along the coast are evidence of the rough weather and rugged coastline. Ordinary citizens, the Harbour employees, and the volunteer boat and rescue crew, saved lives in adverse circumstances. Some were recognised as heroes, others went unrecognised. In Lady Bay, Warrnambool, there were around 16 known shipwrecks between 1850 and 1905. Many lives were saved but tragically, eight lives were lost.A Dennett rocket set in six parts; the rocket head, three shafts (poles) and two rocket-head toting boxes. The rocket head, mounted on one of the shafts, is a long, red painted, iron tube with rounded ends and a protruding fitting around each end. The wooden rocket shafts are octagonal, with a metal sheath at the ends, carved elongated slots towards each end, and a scribed channel above the black foot. The rocket head toting boxes are thick timber, covered in fabric and painted black. They have a hinged wooden lid that slants downwards from back to front, and a metal closure. Small deliberate holes, in groups of four, on the box’s sides, indicate missing attachments, likely to have been handles. A foghorn is a device that uses sound to warn of navigational hazards like rocky coastlines, or boats of the presence of other vessels, in foggy conditions. The term is most often used with marine transport. When visual navigation aids such as lighthouses are obscured, foghorns provide an audible warning of rocky outcrops, shoals, headlands, or other dangers to shipping. An early form of fog signal was to use a bell, gong, explosive signal or firing a cannon to alert shipping. From the early 20th century an improved device called the diaphone was used in place of these other devices, The diaphone horn was based directly on the organ stop of the same name invented by Robert Hope-Jones, creator of the Wurlitzer organ. Hope-Jones' design was based on a piston that was closed only at its bottom end and had slots, perpendicular to its axis, cut through its sides, the slotted piston moved within a similarly slotted cylinder. Outside of the cylinder was a reservoir of high-pressure air. Initially, this air would be admitted behind the piston, pushing it forward. When the slots of the piston aligned with those of the cylinder, air passed into the piston, making a sound and pushing the piston back to its starting position, whence the cycle would be repeated. This method of producing a low audible sound was further developed as a fog signal by John Northey of Toronto and these diaphones were powered by compressed air produced by an electric motor or other mechanical means that admitted extremely powerful low-frequency notes. The example in the Flagstaff collection is an early cased and portable diaphone used on pleasure or sailing craft. By manually turning the crank handle air is produced and fed into valves that direct air across vibrating metal reeds to produce the required sound. in foggy weather, fog horns are used to pinpoint a vessels position and to indicate how the vessel is sailing in foggy conditions. One blast, when sailing on starboard tack and two blasts, when sailing on a port tack and three dots, when with wind is behind the vessel. Since the automation of lighthouses became common in the 1960s and 1970s, most older foghorn marine installations have been removed to avoid the need to run the complex machinery associated with them, and have been replaced with an electrically powered diaphragm or compressed air horns. The example in the collection is significant as it was used in the early 19th century for sailing vessels was important but these portable crank fog horns have also been superseded by modern electric varieties. Gould manufacturing company was founded in 1848 at Seneca Falls, New York when Seabury S. Gould purchased an interest in Downs, Mynderse & Co. and the firm became Downs & Co. Wooden pumps were produced at the time in an old cotton factory building. In 1869, the name of the company was changed from Downs & Company to Goulds Manufacturing Company. Seabury S. Gould was regarded as a man of unusual vision, and as the founder of Goulds Manufacturing Company he was keen to start producing cast iron pumps. An iron pump, he believed, would overcome all the disadvantages of a wooden pump. It would be strong and efficient and provide fresh flowing water for the pioneers. He ran the company until after the American Civil War and because Goulds Manufacturing had a foundry, they also produced all kinds of cast iron products such as corn shellers, bells, sad irons, sinks, tools, and a line of fire engines. From 1848 to 1964 a Gould family member had always been President of the company. However, the company ownership in 1964 was transferred from family-owned stock to public offerings and employee ownership of stock. The subject item called the "N e w Deluge" was an improved bilge pump for vessels having not more than 25 feet depth of hold. This water standpipe is believed to be the only one of its kind in working order. It was originally located in Warrnambool, on the hillside at the corner of Mickle Crescent and Banyan Street, providing water for the Chinese Market Gardens below, on the flats. It was removed from this location on May 2nd, 1979, with the intention to relocate it at the new Flagstaff Hill Maritime Museum & Village. The standpipe lay in storage for years until the Warrnambool Company, Chemblast, offered to restore it for use as a working display. The display was officially opened on March 31, 2014. The water from the adjacent lake is drawn out with a hand operated water pump, and goes up into the standpipe, where flows through the canvas hose and into the top of the Furphy Farm Water Cart. The display is a visual acknowledgement of the years served by Flagstaff Hill volunteer and Friends of Flagstaff Hill Chairperson, Bob Crossman. Warrnambool’s early settlers had no water supply prior to the mid-1850s. They relied on rain water tanks, domestic wells and springs. The town experienced a huge, destructive fire in William Bateman Jnr. & Co.’s large produce store in November 1856, which highlighted the need for both a fire brigade and a good supply of water. In 1863 a volunteer fire brigade was established. In August 1880 the town celebrated the installation of its first water standpipe on the corner of Liebig and Timor streets. The water was pumped from springs at Cannon Hill through the connected pipeline to the standpipe, then distributed to households via horse and cart. Each of the licenced cart drivers were compelled by Council regulations to keep their carts full from sunset to sunrise, ready to cart water to outbreaks of fire. They received a fee for this service. In 1893 the town installed a water supply, sourced from the Merri River, stored in a reservoir basin and tower in north Liebig Street, and distributed throughout the town in a system of pipes. By late 1939 a reticulated supply was installed, with the water piped in under the Otway Scheme. Standpipes are still used in modern times in rural and remote areas for homes, farms, stock, agriculture and firefighting. Many commercial or government owned standpipes are metered, charging a fee for the quantities of water supplied. This water standpipe was made by Langlands Foundry Co. Limited, Melbourne, which was establish in 1842. It was Melbourne’s first foundry and iron shipbuilder, and one of the largest employers in Victoria at the time. Langlands was known for its high quality workmanship and wide range of goods for mining, engineering, marine, railway and other industrial uses. The company made the first cast bell, the first lamp posts in the colony, and the boiler for the first Australian train. In the 1860s it produced cast iron pipes for the Board of Works, which laid the pipes for Melbourne’s first reticulated water supply. The firm was bought by Austral Otis Co. in 1897.This water standpipe is significant historically as it is believed to be the only one of its type in working condition. The standpipe is significant for being manufactured by early colonial firm Langlands Foundry of Melbourne, which was known for high quality, cast iron products. The firm made the boiler for the first Australian train, assembled the first Australian paddle steamer and made the first Australian cast bell and lamp posts. Langlands was one of the largest employers in Victoria at the time. The standpipe is significant historically as it represents the evolution of water supply services in Australia. Standpipe; vertical cast iron water pipe, painted crimson, fixed in position, tapering inward from the round base to the rectangular joint near the finial on top. A hexagonal pipe extends at right angles from the joint, with an outlet fitting and flow-controlling wheel on the end. A length of canvas hose hangs from the outlet fitting. Inscriptions are on one face of the joint. The standpipe was made by Langlands Foundry Company of Melbourne.
