The Free Kindergarten Union of Victoria commenced teacher training in 1909. A two year course was run in cooperation with the Education Department in 1910-14, but from 1917 the Union trained its students independently. In 1922 the Kindergarten Training College was established in Mooroolbeek, Kew. In 1965, the institution, as the Melbourne Kindergarten Teachers' College, became an entity separate from the Union, and in 1973 joined the State College of Victoria as the Institute of Early Childhood Development. The Bank of Victoria was located at 7a Liebig Street, Warrnambool. The building still exists in 2023 as a part of the Quest apartments. The Warrnambool Mechanics' Institute was formed in 1859 and the first reading room opened in 1884. Responsibility for all activities of the Warrnambool Mechanics' Institute activities were formally handed over to the Warrnambool city Council on 27th July 1911. This Bank of Victoria Limited passbook documents credits and debits of the Warrnambool Mechanics' Institute & Free Library from December 1904 until 30th June 1911 just prior to the transfer to the Warrnambool City Council. The book is about the history of the Carry On Club which was set up in 1932 along similar lines to Legacy. Their main focus is to help with the care for veterans and their dependents. The founder was WL Hawkins (1861-1969), who served in the First AIF in 1915 and saw active service in France. He attained the rank of Lieutenant. With the economic collapse of 1929 he saw a need to help the many unemployed ex-servicemen. He discussed his ideas with Stan Savige of Legacy. The Holmbush committee sent a form to register Holmbush under the Charities Act with a cover letter dated 2nd June 1943. The reply was received from the Charities Board of Victoria confirming registration, dated 9th June 1943. Holmbush was the first hostel for children that Legacy started and operated from April 1943. It was later renamed Blamey House after another hostel called Blamey House was closed. Melbourne Legacy ran three residences: Blamey House (purchased 1947) , Stanhope (purchased 1945) and Harelands (purchased 1950), to take care of children whose fathers were servicemen, and who may have been left orphans, or whose mother may have been unable to care for them herself. Harelands accommodated boys and girls under the age of 14, Blamey House looked after boys over 14, and Stanhope looked after girls over 14.
