Final report dated April 1972 submitted by the Residences Review Sub-Committee (J.E. Chancellor. Chair, H.C.G. Rogers, G.K. Rosman) - see drafts at Cat.Nos. 01672 and 01673. The report of the Forcasting Committee, Cat. No. 01670, is included as Appendix I, and comparative costs statements 1963-1971 are included as Appendices II-V. The report gives details of the situation at that date and projected changes to the functions of the residences, occupancy rates, costs and likely trends in accommodation needs. It explores at length auxiliary and alternate accommodation such as the Salvation Army, YMCA, YWCA and church hostels, before recommending that when the number of residents over the age of 14 falls below 34 in two consecutive years Blamey House be disposed of or developed for other needs, Stanhope is converted to co-ed accommodation for over 14s, and Harelands is used as co-ed accommodation for the under 14s. Up to the 1980s the annual report would usually contain pages containing the Presidents report and photos of significant events of the year. Between 1987 and 1990 these were published in a separate document called 'Highlights from the Annual Report'. This could be used in promoting Legacy in different ways, without all the financial information normally held in an annual report. In following years it became called 'Report from the President' then 'Highlights from the President', before becoming 'Melbourne Legacy Highlights' which was published twice a year from 2007. It was eventually renamed, 'The Torch, Melbourne Legacy Highlights' in 2012. 'The Torch' is still published twice a year. The organisation is obliged to complete an annual report. This book contained the report for the year 1865 , only eight years after commencement of services aboard the Bethel Floating Chapel. The report was presented on Thursday 26 April 1866 during a public meeting taking place at the schoolroom of the Congregational church, Collins Street East. His Honor Judge Pohlman was chair of the meeting.The report lists the members of the executive committee, chaplain, patron and other prominent members of the organisation. Further the report provides a summary of the workings of the organisation for the year as well as financial details. Chas Wilks was the President in 1989, his highlights report includes significant events throughout the year. Vietnam veterans were asked to launch Legacy Week. Ron Barassi was the personality of the year and abseiled a building in Flinders St (after practicing in a quarry which is featured on the cover). Jack Geoghegan posed with the Changi violin on the steps of the Shrine.
