These three formal photos of LTCOL Lionel ‘Bill’ Sprenger MBE, MID were taken at the Army Headquarters (AHQ) Survey Regiment, Fortuna, Bendigo on the 30th of September 1969. LTCOL Bill Sprenger MBE, MID joined the Australian Army on the 10th of June 1940 and after rising through the ranks, his career culminated in his appointment as CO of the Army Survey Regiment from 1969 to 1970. Despite suffering debilitating poor health during his appointment, LTCOL Sprenger MBE, MID led the Regiment on the unit’s first Freedom of Entry Parade held in Bendigo on the 14th of June 1970. For more information on this occasion, refer to item 6020.8P. Unfortunately, LTCOL Bill Sprenger MBE, MID passed away on the 5th of December 1970 and was farewelled with a full military funeral. He is remembered as a model of good leadership. The Programme was made on the occassion of the Civic Service to mark the granting of Armorial Ensigns and City Banner to the City of Caulfield. The cover states that the Ensigns were presented by J.P. Brooke - Little, Esq., Richmond Herald of Arms. There are three other known copies of the this Programme. William 'Bill' Leo Larkin (b. 19.09.1898) was born in Hawthorn (Vic). [His World War I enlistment papers give details of the Hawthorn birthdate, as well as Ballarat, but his birth records state his birth as Hawthorn). After leaving St Patrick's College in Ballarat in 1917, he enlisted in the army serving in England and France. At the time of his enlistment in the army in the Second World War (17 April 1940), he was recorded as living in Kew. His service number was VX11459. The Sands & McDougall Directory of 1938 gives his address as 31 Fernhurst Grove. In the army he served in the Middle East and in New Guinea. He was to attain the rank of Lieutenant Colonel in 1942. He was made an Officer of the Order of the British Empire (O.B.E) in 1946. Enlistment Presentation Wallets were presented by the City of Kew from 1940 to men who enlisted in the war. In 1920 the City of Chelsea was formally proclaimed to be a city, rather than a township. This booklet, produced in 1970 was to commemorate it being 50 years since Chelsea was proclaimed a city.Five (5) page booklet with white cardboard covering with black text at top and bottom and a blue and red coat of arms for the City of Chelsea in the centre. The book was, at one time, registered with the Kingston Library Service and has a barcode and green sticky dot adhered to the front.
