The opening of the Complex on 28 June 1991 marks a significant step in the capacity of the Ballarat School of Mines to provide quality, modern, purpose built and comfortable accommodation for student. One consists of photographs of the progressive building and the second consists of photographs of the Official Opening of the Otter Street Campus on Thursday September 17th 1981 at 2pm by His Excellency The Honourable Sir Henry Winneke, Governor of Victoria. Photograph is of Sir John Bowser as a young man, probably shortly after he settled in Wangaratta about 1880. In 1884 he became editor and part-owner of the Wangaratta Chronicle. In 20 November 1894 he won the Wangaratta and Rutherglen seat in the Legislative Assembly by only thirteen votes. He remained in the Victorian Parliament for many years and in November 1917 he became premier, chief secretary and minister of labour. At the time the Rutherglen Common School was completed in 1874 he was the Minister of EducationBlack and white portrait photograph of a young man with a mustache. The University of Ballarat inherited the Camp Street Arts Precinct. As the functions of the former public buildings were moved elsewhere, the Victorian Government of the time recognised the importance of maintaining the heritage buildings and the opportunity to create a cultural precinct extending from the Art Gallery. The 19th century architecture along Lydiard Street and the dogleg bend of Camp Street define the precinct. With substantial financial assistance from both State and Commonwealth Governments, the Art Gallery Ballarat has been extended through to include the 1884 Police Station on Camp Street. The Post Office building (1864-1887) was acquired for the University. The 1904 and 1941 Courthouses and the c1900 Public Library building were also included. Two new buildings have been constructed.
