ELTHAM HERITAGE TOUR The Society excursion on 24th May 1992 was arranged by David Bick, leader of the team carrying out the Shire's heritage study. David selected a number of sites or buildings identified in the study, some of them lesser known components of the Shire's heritage. The tour commenced at the Eltham Shire Office at 10.00 am. Travel was by private car and mini-bus with stops at about twelve locations for commentary by David.It included a short walk in Hurstbridge and lunch at Kinglake. Climbing towards Panton Hill the soil was not rich and supported only scarce growth. Perfunctory prospecting and mining had taken place in this area, though not with the diligence applied at Research. Again we saw the ingredients of a settlement, this one organised by Government, the Hotel, the Store, the School. Down from Memorial Park the School grounds had original tree planting and the School Bell dedicated to Maud Rattray who died in 1922. There is a new Hall and opposite in the grounds of the Church and Sunday School a modest Memorial Cross of granite with inscriptions and in memory of four 'fallen comrades'. In 1978 Diamond Valley Shire recognised the need for a new public hall in Diamond Creek. Council considered the Bini shell form of construction which was in operation overseas and in use in New South Wales as libraries, gymnasiums, sports centres and multi-purpose centres. The Council gave the go-ahead. A site was chosen opposite the Hotel and close to the railway line. One day in - the following year, in 1979, activity stood still in Diamond Creek as school children and other excited spectators watched the one-hour inflation of the Bini Shell. This unusual method of construction was invented by Italian industrial designer and architect Dante Bini. The construction pneumatically raises a level of reinforced concrete from ground level which has not been set, using an internal balloon. The inner membrane inflates and compresses the mesh and concrete against the outer membrane. A net of flexible steel rods was laid on the building’s circular base, on the top of a fabric bladder. 300 tonnes of reinforced concrete were poured onto the mesh and a sealed cover laid over the concrete making a sandwich of cover, bladder and mesh. Compressed air was pumped into the bladder and the sandwich slowly began to rise and become a massive self-supporting dome. After inflation and removal of the outer membrane workmen filled in any holes. It was some days before pneumatic drills pecked out the first opening. The ceiling of the concrete dome was lined with fluffy insulating material. The dome was 36 metres in diameter at the base and 12 metres high in the centre with a usable floor space of 670 square metres. An opening night dinner was held to celebrate the new facility on March 12, 1980. Shire President Ron Pata made a speech and unveiled a plaque. It was the first public building in Victoria to be erected using the Bini Shell design method of construction The facility could cater for up to 400 people and in 1980 a fee for use was $100 for up to 200 people, $150 for up to 300 people and $200 for up to 400 people. For the next ten years or so, locals attended the hall for marital arts classes, basketball and netball games and school discoes and various other activities. After pieces of concrete fell off a Bini shell interstate due to a construction fault, the Council closed the centre. Demotion took place during the Diamond Creek Town Fair in 1991, as part of the annual Town Fair’s program. Research by L.P. Albert Price (1860- 1945) purchased a 31 acre block of the Montmorency subdivision. From 1911 to 1922 he was a member of the Heidelberg Shire Council and was later President of that shire. He then became the first Councillor representing Montmorency within the Shire of Eltham. He served from 1925 to 1945. He was President of the Shire five times. His achievements included bringing electric light and water into Eltham, Montmorency and Briar Hill, the improvement to the train service, together with the construction of a station at Montmorency. He was a member of the Montmorency State School committee and was also a mason. He died in May 1945 aged 85 years while still being a serving councillor. He is buried at Fawkner Cemetery. His name is remembered in the naming of Price Avenue, Montmorency. A memorial plaque was placed in the original Memorial Hall in Rattray Road in memory of Albert and Janet Price's commitment to the new suburb of Montmorency. This photo forms part of a collection of photographs gathered by the Shire of Eltham for their centenary project book, "Pioneers and Painters: 100 years of the Shire of Eltham" by Alan Marshall (1971). The collection of over 500 images is held in partnership between Eltham District Historical Society and Yarra Plenty Regional Library (Eltham Library) and is now formally known as 'The Shire of Eltham Pioneers Photograph Collection.' The Eltham Shire Hall and offices were opened on 21 November, 1941. They were replaced in 1965 with new offices at 895 Main Road and the site sold to Woolworths for development of the Eltham Village shopping mall. The building was demolished in 1970 and the new shopping mall opened in 1971. In 1980 M.B.John was Council President. In 1980 the School of Arts moved into their new building, 1870 Founders Hall was financed - at a cost of $800,000 - from the proceeds of the SMB Centenary Appeal, and was completed late in 1980. Extensive work was carried out on the Student Residences and the former Education Department Hostel in Victorian Street. The amphitheatre adjacent to the eastern side of the Education Buildings was constructed, together with the nearby disabled ramp. Negotiations with the Shire of Buninyong were continued for access to the campus from the Green Hill Road. Following the creation by Act of Parliament in 1978 of the Victorian Post-Secondary Education Commission (VPSEC) amendments to the same Act early in 1980 made provision for the repeal of the VIC and SCV Acts. From mid-December 1980 these latter two bodies ceased to exist when the provisions for repeal of their Acts were proclaimed. The Victorian Institute of Colleges had been set up in 1965 to aid in the co-ordination and development of a number of non-university tertiary institutions that affiliated with it from 1965 on to become Colleges of Advanced Education. In taking up this role which had been spelt out in 1964 by the martin Committee, the VIC broke new ground in a whole range of operations. It became responsible for the physical development of new building programmes and new campuses from many of its colleges, for the procurement of operating funds from the Commonwealth, for the accreditation of new courses of study, for the first non-university degrees to be awarded in Australia and so on. The Former Ballarat Institute of Advanced Education (the tertiary division of the School of Mines) was affiliated with the VIC from the outset and its progress towards a new status, rapid growth and vastly improved physical resources was closely linked to and dependent upon the efforts of the VIC. The similar co-ordinating authority - The State College of Victoria - was established in 1973 to similarly foster the autonomous development of the former teachers colleges. its early work was highly influential in the transition of the Ballarat Teachers' College into the State College of Victoria at Ballarat. On the merging of the BIAE and the SCVB in 1976, the new college continued under the co-ordination of the Victorian Institute of Colleges. The major contribution made to the progress and stature of became the Ballarat College of advanced Education by both the VIC and SCV, and their Councils and officers, over the formative years of rapid change and evolution is acknowledged and recorded with appreciation. Such efforts by the two central authorities have markedly assisted in bringing the College to the present point where its accumulated experiences and traditions provide a sound basis on which it can confidently and responsibly exercise the greater autonomy gradually passing it. This document, also referred to as a word picture or Tablet, is framed in glass and timber with gilt trim, is handwritten with colour highlights. The penned letters rest on ruled guide lines, decorated where the lines intersect. The writing gives a description of the state of Borough of Warrnambool around 1875; its location, the area it covers, its population, Harbour and facilities, public buildings and institutions, imports and exports, financial worth, number of houses, connection with other areas of the Colony. A possible reason and origin for the document is found in an article ‘Link with US Exhibition’ from the Warrnambool Standard of December 19, 1981, written by local historian Bruce Morris. The writer mentions that the Warrnambool Borough Council met on 15th June 1875 and recorded a letter from G.C. Levey , secretary to the Melbourne group of commissioners representing the Colony, and Victoria in particular, for the Philadelphia Centennial Exhibition of 1876. The letter asks Council to provide “statistics as to the population, social condition and commercial and industrial state of the district in and around Warrnambool.” A sub committee was formed for the project. The Mayor, Cr. Thomas King, wrote and signed a Report, presented to the council on July 14, 1875, in which “The Committee … begs to recommend that a Tablet be prepared setting for the particulars respecting the following matters relating to the Borough”. The matters included area, population, annual income, churches, schools, other public buildings, societies and companies, general description of houses erected, and returns of exports and imports for 1874. The minutes note that the Report was adopted. The article above also notes the opinion of Warrnambool printers who have examined the document; it is almost certainly to be an old lithograph, which means there could be several copies. It is possible that there may be a copy in Melbourne and another in Philadelphia. It is interesting to note that (1) the quoted location co-ordinates are for an “Unnamed Road, Packsaddle NSW 2880, Australia”, and that the DMS co-ordinates for Warrnambool’s Council Offices differ, being 38.23.9.12 South, 142.28.52.887. (2) the date for “Exports and Imports for the Year Ending 30th June 1875” is different to the period mentioned by Cr. King in the sub committee’s Report of recommendation “returns of exports and imports for 1874”. The information required to have the figures for the end of June 1875 would need to have been compiled very quickly for the Tablet to be ready for the opening of the Philadelphia Exhibition on 10 May 1876. Coaches run to and from the Metropolis daily, in connexion [connection] with the Railway of Geelong and Steamers belonging to Local Companies sail between Melbourne, Warrnambool, Belfast [renamed Port Fairy], and Portland several times weekly. The Harbour is known as Lady Bay, and is partially protected by a reef of rocks stretching from the mouth of the Hopkins River. The formation of a Breakwater has been decided upon by the Government, to extend 600 yards, at an estimated cost of £100,000. There are two substantial Jetties, one of 800 and the other of 600 feet in length. The former is connected with the Town by means of a Tramroad, along which Goods, inwards & outwards, are conveyed, & the latter has been constructed solely for the purpose of facilitating the transit of material for the formation of the Breakwater. In addition to the trade of the Borough and District, the principal Townships up country receive their supplies from Melbourne and ship their exports through Warrnambool. Potatoes form the staple produce of the district, and the richness of the soil can be estimated by the fact that the Government Statistics for 1875 give as the average yield a return of Seven Tons to the acre. Several thousand acres between Warrnambool and Tower Hill are now being laid down in Potatoes by Tenants who have leased the lands at rates up to £5 per acre for the season 1875-6. Wool, Tallow, hides &c are also largely exported, while the shipments of all descriptions of Farm Produce are annually increasing. Area of Borough, 3362 Acres. Net Annual Value £27,000. Medal commemorating the Centenary of Government of Victoria and the Discovery of Gold, commissioned by the Victorian Government and gifted to the Shire of Glenlyon. Designed by Andor Mészáros and minted by K.G. Luke, Melbourne, 1951. 1951 marked the centenary of Victoria's separation from the colony of New South Wales. As part of the celebrations, the Victorian Government commissioned this medal from Andor Meszaros. Drawing on his classical background, Mészáros developed the imagery for 'Equality and Justice through Freedom'. The man holding the torch represents equality; the blindfolded woman holding a sword is the symbol of justice, and both are mounted on a horse that has broken its shackles. Features on the reverse a design of a banksia and bottlebrush. There was another version of this medal which depicted a pair of gold prospectors on the reverse.This medal was presented to the Shire of Glenlyon in 1951. For over half a century, sculptors Andor (1900-1973) and Michael (1945- ) Meszaros have created medals that reflect the high points of life in Australia. From major awards and portraits of eminent Australians to artwork celebrating popular culture and the natural world, these objects illuminate our culture and history. The iconic bush surrounds of Lake Daylesford are now home to a new permanent artwork titled Cottage, by artist Jason Waterhouse. The artwork has been months in the making, thousands of S-shaped pieces have been hand crafted from three kilometres of wrought iron, then joined together to form a scaled-down miners cottage. ‘Cottage’ is a highly decorative wrought iron sculpture inspired by the gates at the Convent in Daylesford, “ said Waterhouse. “This work references the rich opulence of the Victorian gold rush and pre-war spa resort era in its patterning. In its form ‘cottage’ pays homage to the miners, workers and farmers on whose backs the riches of Daylesford were built.” Cottage is the first in a series of significant public artworks to be commissioned by Hepburn Shire Council. Cottage will enhance one of Victoria’s premier tourist destinations, Lake Daylesford. Information from donor: "Item 2 has a long history and came to me two years ago when younger brother Pat downsized from Mentone to East Brighton. ... when mother Annie passed away [he] took possession of a roll top writing desk from the premises in which we grew up. To fit the desk in his new unit, the roll top was removed and this original manuscript was found. Silver fish have attacked the paper that is now perished but I was able to carefully obtain a photocopy and preserve a copy of Thomas Drenen's handwriting."Thomas Drenen was born 1861 and died in 1932. He was the editor of the local paper, The Rutherglen Sun, from 1886 until his retirement. This makes him unique in the opportunity to gather information on the history of the Rutherglen district. This manuscript was written by him for broadcast on radio station 3AR (which became a part of ABC Radio National). While the donor was not certain of the date of the broadcast, evidence from the document leads to the conclusion that it was between July 1927 and September 1928, as he mentions the recently opened Soldiers Memorial Hall (officially opened in July 1927) and the new Convent that was under construction (Mt Carmel Convent was officially opened in September 1928). Before the Shire of Bulla built permanent offices in Macedon Street, the council used to meet in the Memorial Hall and had rooms there to conduct regular business. Some cottages were demolished to build the new offices which were completed and opened in 1966. Over the years as the shire's population increased, further additions were added. After Sunbury became part of Hume City Council, the former council building was occupied by Wester Water and Vic Roads.Apart from the former Shire of Bulla Roads Board office built in Sunbury in the 1860s, the 1966 building is the first council building to be built in Sunbury.A black and white photograph of a single storey office building and the surrounding garden. Set of eight colour photos showing the interior of the Original St Martins Church Hall after being moved to Belgrave Heights and renovated by the Shire of Yarra Ranges to become the premises of Southern Sherbrooke Historical Society. Photographed by Susan Heywood-Downard in 2000. New panelling, new gas heater, original windows. Looking through the open door across the new decking, the Original St Martins Church can be seen in its new location. Both buildings are owned and operated by the historical society.
