John Halfey (1825-89) was born in Southport, Lancashire and migrated to Victoria in 1852. After finding gold at Sandhurst, and representing the latter in the Victorian Parliament, he moved to Melbourne to engage in various commercial pursuits, including directorships of insurance, mining and banking companies. A resident of Kew from the late 1850s, he was known for the hospitality provided at his house Ordsall (later Southesk) in Cotham Road. On 14 December 1860, Halfey chaired a public meeting calling for separation from the Boroondara Roads Board, which led, four days later, to the proclamation of Kew as a separate municipality. He was elected to the Council in 1861, replacing Cr. Oswin, and subsequently served as the second Chairman of the Municipality in 1862-1863. John Halfey became a trustee of Holy Trinity Church in Bulleen Road (now High Street) in 1862. He was to resign from Council after four years in 1865. Twenty-four years later in January 1889, he died aged 63 from a seizure, at his rooms at the Herald Office. He was interred in the Boroondara General Cemetery where his monument is the tallest in the Cemetery. Ernest James Andrew was the son of William Bravery and Ellen Andrew. The Andrews moved to Eltham in the 1850s and opened a produce store on "Policeman's Hill", at the corner of Maria Street (now Main Road) and Franklin Street. William took a lively interest in the public affairs of the town and district, and with his wife Ellen continued to run the store for some fifty years. He died in 1907 and is buried with his wife in Eltham Cemetery. Ernest took over the business, which became a general store and newsagency. Later, it shifted to the main Eltham shopping centre as a combined newsagency and haberdashery/clothing shop. The original weatherboard building at the corner of Franklin Street was replaced around 1940 by a brick structure, which is now a cafe called Zen Den. Ernie too was married to an Ellen and they lived in Arthur Street at so-called "Cook's Cottage" (due to its resemblance to Captain Cook's Cottage in Fitzroy Gardens). He was an Eltham Shire Councillor between 1920 and 1950 and was Shire President for 1930 and 1947 as well as a Trustee for the Eltham (Public) Hall in Henry Street from the time it was purchased in 1922 until 1940. Andrew House at Eltham High School and Andrew Oval in Diamond Street are named after him. Ernie died in 1950 and is buried with Ellen in Eltham Cemetery. In his Will he made provision to the Eltham War Memorial Trust for funding of the Eltham War Memorial Gates – “These Memorial Gates were donated by the Late Cr. And Mrs E.J. Andrew”. The people of Ringwood have erected a beautiful stone clock tower at a cost of £1797, as a memorial to those who served in the war. The unveiling ceremony was performed by the mayor of Ringwood (Cr. W. Mackinlay) on Saturday. “Bleak conditions with showers intervening prevailed at Ringwood on Saturday afternoon, when the unveiling ceremony of the soldiers' memorial clock tower, performed by the mayor (Cr. W. Mackinlay) took place in the presence of a Iarge and representative gathering. The ceremony was solely a civic one. A majority of members of the local branch of the R.S.S.I.L.A. had wished that Sir John Monash be invited to take a prominent part in the proceedings, but the trustees elected otherwise. The Salvation Army band from Box Hill rendered suitable music, while Sergeant E. P. Taylor (37th Battalion, A.I.F) sounded the Reveille and The Last Post impressively. Among those present were Mr. Edgar, M.L.C., the vicar of Ringwood (Rev. E. E. Robinson), Rev. G. McLaren (Methodist), the memorial trustees (Cr. J. B. McAlpin, Messrs, J. W. Barrett, A. H. Locke, J. A. Williams and A. G. Ashley). The last two mentioned are president and honorary secretary respectively of the local branch of the R.S.A. Soldier delegates from Camberwell and Mitcham were also present. At the outset the mayor said a few words would not be amiss concerning why the memorial had been so long delayed in being erected. In September, 1919, a public committee was formed, with Mr. A. V. Greenwood as chairman, to consider the erection of a suitable memorial to the soldiers. Among the more important suggestions had been the building of a hall and clubrooms on land generously offered by Mr. R. W. Dawes. This project had been abandoned, also the proposed erection of a huge memorial building, at a cost of £5000, on the site of the present town hall. As two years had passed without anything of a definite nature eventuating it was decided to elect five trustees, comprising three citizens and the president and secretary of the Returned Soldiers' Association with full power to act. In all propositions the trustees had been faced with financial difficulties, but about the time of the completion of the plans of the memorial tower Ringwood became a borough, and the new council was appealed to, and provided £500 to make the erection of the memorial possible. The architect, (Mr. H. Norris) had refused to take anything beyond out-of-pocket expenses (£16), while the engineer (Mr. Lucas) had saved a goodly sum by supervising the work. The total funds at the disposal of the trustees, including the council's donation, was, in round figures £1807. The tower complete would cost £1690; honor roll, £77, and fees paid for various designs had amounted to £30. The total expenditure was £1797, leaving a credit balance of £10. Before the unveiling the mayor, in again addressing the citizens, said he deemed it a privilege to perform such a task in connection with so splendid a memorial. The citizens had erected it as an expression of heartfelt gratitude in memory, first of all, of those heroes who gave not only their services, but their lives, when the call came in the common cause of right and liberty, upon which the British Empire was built. This memorial was also the tribute of the citizens in a degree of appreciation to those men who so un-selfishly and ungrudgingly volunteered their services in the Great War. The memorial, while commemorating the glorious deeds of Australian manhood, was not intended, in any sense, as a glorification of war. The memorial would tend to bring to one's mind the blessing of peace in contrast to the curse of hostilities. They were gathered there that afternoon to do honor to all those who volunteered for service to the Great War, but they wished to assure the friends and relatives of those who paid the supreme sacrifice of their sincere sympathy and trust. If ever in the future this fair southern land of ours was threatened by an invader he felt sure that Australian manhood would not hesitate to rally to the call to duty and defend the freedom of their country. Following prayer by Rev. G. McLaren (Methodist), the memorial clock tower was unveiled, the acting mayoress (Mrs. Mackinlay) cutting the cord, after which the making over of the memorial to the borough council took place, the president of the local branch of the R.S.A. (Mr. J. A. Williams) stating he had pleasure in accepting the key on behalf of the trustees. As the council was the permanent governing body the key would be handed back to the mayor, the memorial being given into the safety and custody of the council. During the proceedings the hymns O God, Our Help in Ages Past and Lest We Forget were rendered, the choirs of various denominations joining in the singing. Benediction was pronounced by the vicar of Ringwood (Rev. E. E. North Wangaratta State School 2391 was opened in May 1881 and closed October 26 1969. Today a plaque commemorates the site of the old school in Eldorado Road North Wangaratta. The Honour Board preserves the names of past students who enlisted to serve their country during the First World War and commemorates those who lost their lives. In 1965 after being stored in a woodshed for two years the Honour Board was put on display at The Eldorado Memorial Hall. The Eldorado Memorial Hall Committee became Trustees of the Honour Board and 1992 approved its transfer to the Vine Hotel Museum for public display. In 1996 at a meeting held on February 7, the Wangaratta North State School No 2391 Memorial Committee moved a motion that all memorabilia pertinent to the Wangaratta North State School be displayed at the Vine Hotel Museum under the guardianship of trustees appointed by the Wangaratta North State School Memorial Committee. In 2005 The North Wangaratta State School Trustees donated the Honour Board along with two photographs of WW1 soldiers to the Wangaratta RSL for safe keeping and display to the public. Students who enlisted include:- Private (Shoeing Smith) John BLAIKIE 2341 who was born at Wangaratta. He was a Blacksmith and at the age of 42 enlisted on May 28 1915. He embarked on August 10 1915 and served with the 14th Battalion. He returned to Australia in January 1918 and discharged medically unfit on April 10 1918. 5692 Private William Thomas BYRNE was born on 21/9/1890 at Docker Plains. He was educated at Docker Plains and Wangaratta State schools. A farmer when he enlisted on 13/10/1914. He trained at Broadmeadows and embarked on Hororata on 17/4/1915. He served with the 3rd Light Horse and 12th and/or 27th ASC - Army Service Corps as a Driver. 5347 Private Cyril BUCKLER, 14th Battalion. A postman from Wangaratta, Victoria, prior to enlistment on 16 February 1916 he embarked from Melbourne aboard HMAT Euripides on 4 April 1916 for Egypt. His unit relocated to the Western Front, France, in June 1916. Pte Buckler was killed in action near Pozieres, France, on 7 August 1916. He has no known grave and he is commemorated on the Villers-Bretonneux Memorial 3451A Private Sydney Spencer PLUM 1st Pioneer Battalion A.I.F, Born January 3rd 1894 at Dockers Plains. He was educated at North Wangaratta and Docker's Plains State School. He was a blacksmith when he enlisted June 12th 1915. He was trained at Flemington Racecourse and embarked on SS "Nestor" October 11th 1915. He fought in battles; Peronne, Cambrai, Somme. Being wounded 3 times. He embarked for home per SS "Orontes"; disembarked January 28th 1919 and he was discharged March 16th 1919. He died on July 25 1958. 483 Private Percy Albert TIPPETT served with the 6th Battalion AIF and was wounded on the 25/4/15 during the initial landing at Gallipoli and later died on 28/4/1915. 1981 Private Francis John VONARX Enlisted at Wangaratta on 15/6/1915 aged 33 years and embarked on 26/8/1915. Served with the 23rd Infantry Battalion and 2nd Machine Gun Battalion. Prizes were awarded for first and second placing of these events.In 1923, a Sports Carnival was held in the precincts of what was then a water reserve, situated south of the State School. The area was reserved for watering purposes on 1st May, 1894; and on July 15th, 1912, a small portion was excised. By 1923 its usefulness for water storage had disappeared, and being ideal for recreation purposes, it was decided, at the final meeting of the above sorts carnival, to apply for the area appointed, Mr W Harris (chairman), Messrs. G H Marshall, J Roberts, D Gill, M Connolly, R Vines, E Pocock, and H M Burke (secretary). The matter terminated in a Land Board, presided over by Mr McPherson, being held in Bendigo. The application was granted, but was not gazetted, until Messrs. W Harris and F J Roberts, with Messrs. A E Cook, MLA and Hon. H Keck, MLC interviewed the Minister for Lands. Soon afterwards, at a public meeting, the following members were elected to constitute the first Board of management, Messrs. W Harris (chairman), G H Marshall, A D Holden, F J Roberts (tres.), M D'Araugo, E Wright, and H M Burke (sec.). Since then the arena has been cleared and levelled by residents, and labor and material to the value of 150 pounds have been put into the reserve. At least 2/3rds of the program contain ads from business in Bendigo.
