The byelection took place to fill the seat caused by the death of Mr. Snowball. This photograph records the Councillors and officers on the day that the Town of Sandringham became a City, and the first meeting of the City of Sandringham Council was held. Sandringham was originally part of the Shire of Moorabbin. On 28 February 1917, Sandringham was severed from Moorabbin and incorporated as the Borough of Sandringham. The land in North Kew between the Outer Circle Railway and the River Yarra was released in sections. This release included 80 lots. Most of this area was released during the Depression years in the early 1930s.Subdivision plans are historically important documents used as evidence of the growth of suburbs in Australia. They frequently provide information about when the land was sold on which a built structure was subsequently constructed as well as evidence relating to surveyors and real estate and financial agents. The numerous subdivision plans in the Kew Historical Society's collection represent working documents, ranging from the initial sketches made in planning a subdivision to printed plans on which auctioneers or agents listed the prices for which individual lots were sold. In a number of cases, the reverse of a subdivision plan in the collection includes a photograph of a house that was also for sale by the agent. These photographs provide significant heritage information relating house design and decoration, fencing and household gardens.One part of a massive subdivision of the Old Golf Links Estate in North Kew of 80 allotments bordering Sutherland Avenue, Ramsay Avenue, Belford Road, Beresford Street and Coleman Avenue. Inset on the plan at the top left, the route of the Outer Circle Railway is clearly marked. The Kew Golf Links is identified in its current location. The land on which Greenacres Golf Club was to be constructed is at this time marked as ‘Recreation Ground’. The ‘new bridge’ over the Yarra at Burke Road is also marked on the inset map. The Plan identifies the surveyor (sic) H.C. Crouch BCE MVIS, 443 Little Collins St., Melbourne. W.D. Vaughan in 'Kew's Civic Century' (1960) has a chapter (XXII, pp.103-105) on the Kew Swimming Pool (aka Kew Baths). In the chapter he recounts debate in Council from 1912 about the need for a swimming pool. The first concrete step toward achieving this occurred in 1914 when Council purchased the Tramways Sheds on the corner of High and Disraeli Streets in 1914. Further adjoining land in High Street was compulsorily acquired in 1923. The final plans were accepted in 1925 and following public tender, Messrs. Weavill and Keast were appointed to construct the pool at a cost of 5,418/9/-. The baths were formally opened on 18 November 1925 by George Ramsay, Mayor of Kew. (The Kew Swimming Club was founded in the same year.) Vaughan notes that "mixed bathing was not permitted at the Kew Baths until January, 1928, when it was allowed every evening (except Sundays) and Friday afternoons. Alan J. McConchie, a manufacturer’s agent, was elected to Kew Council in 1924, serving as a councillor for 21 years. He was elected Mayor of Kew in 1927-28, and again in 1945-46. During his second term as Mayor, he gained the support of Council for a pre-school plan which was the first of its kind in Victoria. The scheme established nursery schools and kindergartens as an extension of the existing baby health centres. Alan McConchie was active in Methodist Church work, and was one of the founders of the East Kew church, of which he was a trustee for 29 years. He was well known in the district as a cricketer and was a founder and past president of the East Kew Bowling Club. A Resident of Strathalbyn Street, he died in 1945 aged 60, while attending morning service at the East Kew Methodist Church. He is buried in the Burwood Cemetery.
