Many were established by the Forests Commission Victoria (FCV) in the 1920s, but the network was expanded rapidly in response to recommendations of the Stretton Royal Commission after the 1939 Black Friday bushfires. When a fire or smoke was spotted from the tower a bearing was taken with the alidade and radioed or telephoned into the district office. The design was to be placed before the Victorian Royal Commission... before the Victorian Royal Commission on the Outer Ports which ...This map was printed in 1925 and contains the Warrnambool Harbour alterations proposed by the Warrnambool Harbour Committee incorporating the original designs of Captain Menzies, the Warrnambool Harbour Master and the City Engineer, Mr A. Lavercombe. The main features of the proposal were the extension of the Eastern Wall to almost enclose the harbour and a basin in Lake Pertobe. The design was to be placed before the Victorian Royal Commission on the Outer Ports which was established partly to examine the allegations of unsatisfactory work carried out in Warrnambool when the Breakwater was extended 300 feet in 1914 and also to make recommendations regarding all regional ports. The Warrnambool Breakwater was completed in 1890 but failed to provide the shipping conditions needed to continue Warrnambool as a viable port. Many plans and proposals for port improvement such as this one were produced in the late 19th century and the first half of the 20th century with the port officially closed in the 1940s. Still today the Breakwater and Warrnambool Harbour conditions remain a source of contention.This map is significant as it shows a 1925 design for Warrnambool Harbour hitherto little-known. It also has markings showing land sites of the time (BayView Hotel, Woollen Mill etc.)This is a map made of thick yellow paper pasted onto a cloth backing. It has two cloth tags at the top for tying up the map when folded. It appears to be a hand-drawn map copied with printed material added. The map is shaded green and red in some areas. Attached by nails to the map are wooden frames, rounded at the bottom and partly curved at the top. The map is torn and partly detached at the top. ... were four men from the Commission The subsequent Royal... were four men from the Commission The subsequent Royal ...Considered in terms of both loss of property and loss of life, the Black Friday bushfires on 13 January 1939 were one of the worst disasters to have occurred in Australia and certainly the worst bushfire up to that time. The fires burnt 2 million hectares, 69 sawmills were destroyed, 71 people died, and several towns and sawmills were entirely obliterated. Among those killed were four men from the Commission The subsequent Royal Commission conducted by Judge Leonard Stretton has been described as one of the most significant inquiries in the history of Victorian public administration. Its recommendations led to sweeping changes. In addition to building dams and water points, the Stretton Royal Commission recommended expanding and controlling the use of bushfire dugouts at forest sawmills. Well-constructed dugouts had saved the lives of many sawmill workers and their families during the 1939 bushfires. But in some locations, they had proved fatal. Dugouts became mandatory for those few sawmills that remained in the forest after the 1939 fires. Many remote logging coupes and FCV roading camps also had dugouts. The local District Forester was required to make annual pre-season inspections of all dugouts on State forests and those within the Fire Protected Area (FPA). Some were built privately on private land. Most were primitive construction with a log or corrugated iron roof covered with earth. A hessian bag often hung at the entrance to keep the heat and smoke out. But they were dark and damp with snakes and other creepy crawlies often lurking inside. By 1940-41 there were 19 new dugouts constructed by the Commission and a further 128 by forest licensees. Ten years later there were 8 new Commission dugouts and 21 new ones built by other interests. By 1960-61 the rate of new builds was declining but the Commission still managed 103 dugouts while 127 were looked after by others. Ltd. in 1926. They established themselves as leaders in the production of agricultural and horticultural spraying machines, including smaller knapsacks. Knapsacks were quickly adapted to a range of applications and were widely used by the C.F.A (Country Fire Authority). They were also widely used for defence during World War II. REGA was later purchased by the Garrard family and still operate as part of Garrads Pty Ltd. This sprayer was one of the units used by the C.F. A. in Wodonga. The Country FIre Authority was established in 1945 following a Royal Commission into the 1939 Black Friday fires which recommended a single firefighting authority for country Victoria, bringing together the Bush Fire Brigades, Country Fire Brigades and Forest Commission. The first fire brigade, the Wodonga Urban Fire Brigade was formed in 1891 and registered in May 1893. Since that time its volunteers have provided ongoing support to the Wodonga and District communities through events such as urban fires, bushfires and other emergency situations. This item is representative of the Wodonga Country Fire Authority and its many volunteers.A knapsack sprayer designed to be used for spraying insects. There are at least three categories of firetowers… (1) tree perches, (2) four-legged towers made of either wood or steel, as well as (3) hilltop cabins and observatories. Many were established by the Forests Commission Victoria (FCV) in the 1920s, but the network was expanded rapidly in response to recommendations of the Stretton Royal Commission after the 1939 Black Friday bushfires. The wooden towers were often built by bush craftsmen like legendary FCV overseer Clem Heather from Orbost. But advances in aerial reconnaissance and radio technology led to the gradual reduction in the number of fixed towers. FFMV now operates 72 firetowers. The CFA, Melbourne Water, Hancock Victorian Plantations (HVP) also operate some, the Army has one at Puckapunyal overlooking the live-firing range. Only two remaining fire towers of this design remain in Victoria (Mt Little Dick and Big Tower in the Mullungdung State Forest). It was built to replace the Yarra Bend Asylum on the Fairfield side of the Yarra River. Work started in 1864 and was completed in 1872 at a cost of ₤198,334. Operating over a period of 116 years, and often renamed to take account of public sensitivities, the ‘Kew Lunatic Asylum’ was one of the largest asylums built in Australia. ‘Willsmere’ was finally closed in December 1988 and sold by the Government of Victoria in the late 1980s. The photograph is by Charles Nettleton. He arrived in Victoria in 1854. In Melbourne he joined the studio of T. Duryea and Alexander McDonald and specialized in outdoor work. ... Nettleton opened his own studio in 1858. His souvenir albums were the first of the type to be offered to the public. However, when the dry-plate came into general use in 1885 he knew that the new process offered opportunities that were beyond his scope. She was, however, involved in two major collisions with allied vessels; though Melbourne was found not to be the primary cause of either incident. The first occurred on the evening of 10 February 1964, in which Melbourne rammed and sank the RAN destroyer HMAS Voyager when the latter altered course across her bow. Eighty-two of Voyager's personnel were killed, and two Royal Commissions were held to investigate the incident. The second collision occurred in the early morning of 3 June 1969, when Melbourne also rammed the United States Navy (USN) destroyer USS Frank E. Evans in similar circumstances. Seventy-four American personnel died, and a joint USN–RAN Board of Inquiry was held. These incidents, along with several minor collisions, shipboard accidents, and aircraft losses, led to the reputation that Melbourne was jinxed. HMAS Melbourne was a Majestic-class light aircraft carrier of the Royal Australian Navy (RAN). Operating from 1955 until 1982, she was the third and final conventional aircraft carrier to serve in the RAN. In earlier days a lead line was used to perform a similar task. The author of the document is unknown. Jet Probing is a method used for underwater archaeology, cable installation and coastal engineering. A jet probe is a machine that produces a strong jet of water that penetrates the layers of sediment on the seabed, determining their depth, thickness and consistency. It provides a survey of the seabed and can be used as an aid to engineering design and construction. The report mentions lining up with the wooden jetty, the end of the breakwater and the leading lights. It mentions sand, loose rock and rock. It tells of stopping work due to the water being too rough, the pipe choking, difficulty in connecting pipes, and pipe joint breaking as it tried to get through the sand, The report in the document is significant for its connection with the Warrnambool Harbour, Warrnambool Breakwater, Warrnambool Jetty and Lady Bay. The report gives figures for the depth and consistency of the water and seabed at a particular point in time and can be used to compart with similar figures taken at different times. The results could determine plans for future engineering works.Report, titled 'Jet Probings, Warrnambool Harbour'. Two pages of cream coloured paper with hand written notes in pen and ink. Report covers three days of Jet Probings, with resulting figures and comments, for the depths of the surroundings of the Warrnambool Harbour. The report is in point form, with some underlining. Dates of recordings are 14-10-29, 15-10-29 and 16-10-29. (1929) The situation of the harbour had become a real problem by 1910 and required continuous dredging. In 1914 the Breakwater was extended but proved to be a failure because the work began to subside and by 1920 about two thirds of the harbour was silted up. Alterations made in the 1920's increased the silting problem. The soundings and Jet Probings were done after the Royal Commission of 1923, when the damaged stonework on the seaward side of the Warrnambool Breakwater, caused by the action of the sea, was the subject of enquiry. A conference between the Public Works, Water Commission and the Harbour Trust concluded that it would less costly to make repairs to prevent further damage rather than replaced the damage portion of the wall. A contract was raised in late 1924 to deposit rubble on the damaged side of the breakwater to minimise the Southern Ocean’s destructive action and work had started by August 1925. By the 1940's the harbour was no longer used. The Royal Commission into Charitable Organisations (1890 ...In 1880, the Melbourne Benevolent Asylum launched an appeal to raise funds to relocate away from the inner city. The location in North Melbourne was considered a great risk for the residents, particularly the 'old and feeble', in the event of an epidemic. In 1887, the secretary to the Premier of Victoria wrote to the Asylum, suggesting Frankston as a possible alternative to North Melbourne. The Asylum committee considered Frankston to be too far away. The Royal Commission into Charitable Organisations (1890) strongly recommended Cheltenham as the preferred location but the government failed to act on that recommendation. Former Asylum committee member, Mr James Hingston, bequeathed £25,000 to the Asylum on his death in 1902. After many more years of toing and froing, the foundation stone for the new asylum at Cheltenham was laid in 1909. It was almost two years later that the transfer of residents from North Melbourne to Cheltenham began. The move happened in stages over three days, with the first group of residents to move to Cheltenham being 125 women from the invalid wards. The Asylum continued to operate throughout the 20th Century and, in 1970, was renamed the Kingston Centre. The focus of services also changed. In 1946 she became a lecturer in Russian at Melbourne University, and in 1947 established the Department of Russian Language and Literature, remaining its head until her retirement in 1977. In 1987 she was made a Member of the Order of Australia. Nina was married to Clem Christesen, founder and editor of the respected (if left-leaning) literary magazine "Meanjin". They lived at "Stanhope" in Peter Street, Eltham. Visitors included writers Patrick White and Xavier Herbert, painters Arthur Boyd and Clifton Pugh, and historians Manning Clark and Geoffrey Blainey. In 1955, both Nina and Clem were interrogated by the Petrov Royal Commission on suspicion of being Communist sympathisers, which they reputedly rebutted wittily. Nina died in 2001 and Clem in 2003. They are buried together at Eltham Cemetery. There is also a memorial to Nina at the Eltham Living and Learning Centre, in the form of a bluestone amphitheatre with a floor of hand-painted tiles.
