A competition was announced to design a suitable building for the proposed Melbourne International Exhibition in December 1877. Eighteen entries were received. The winner of 300 pounds was Joseph Reed of the architectual firm Reed and Barnes. The foundation stone was laid by Governor Sir George Bowen on 19 February 1879. Prominent Melbounre builder David Mitchell, father of Dame Nellie Melba, won the tender to construct the main building. Exhibitors were able to move in by May 1880. On 01 October 1880 the Melbourne International Exhibition opened, when over 6000 people entered the main hall to see the Governor, the Marquess of Normanby open the show. Thirty three nations participated and ofver 32,000 exhibits were displayed. At the close of the exhibition on 30 April 1881 over 1.3 million people had visited the exhibition. In 1881 Victoria's population was just over 250,000. The management of the Exhibition Building and eight hectares of the Carlton Gardens was handed to the Exhibition Trustees by the Melbourne International Exhibition Commissioners on 01 OCtober 1881. The Trustees maintained the building for 'future public exhibitions and ... general public instruction and recreation' until 1996 when management of the building was transferred to Museum Victoria. In 1901 when the Australian colonies federated there was no capital and no federal parliament building. The Federal Parliament moved into the Victorian State Parliament building, and the State Parliament moved into the Western Annexe of the Exhibition Building for 26 years. After World War One, on 04 February 1919, the exhibition Building was turned into a hospital to treat Melbournians struck down with the Spanis 'Flu'. Initially housing 500 beds, the hospital grew to accomodate 2000 patients. Femals were located between the concert platform in the western nave and the done; male patients occupied the spaces beyond. The basement was used a a morgue. With the departure of the State Parliament in 1927 the western annexe became home to the Country Roads Board. In 1932 it was joined by the MOtor Registration Branch, and the Transport Regulation Board in 1934. They co-existedin cramped offices until the 1960s. In 1949 the oval at the rear of the ExhibitionBuilding was leased to the Commonealth Government for the establishment of the Migrant Reception Centre. When it closed in 1961-62, the centre comrised 29 bungalows over 1.4 hectare. The centre provided temporary accomodation for thousands of new arrivals from Britain. On 01 July 2004 the Royal Exhibition Building and Carlton Gardens were inscribed on the World Heritage List. It is the only 19th century Great Hall to survive largely intact, still in its original landscape setting, and still used as a palace of industry. The recipient of the testimonial, Thomas O’Grady (1824-90) had migrated to Melbourne in 1854, practising the trades of building and contracting. The Australian Dictionary of Biography records that he became a Councillor of the City of Melbourne in 1868. It lists one of his major achievements as the construction ‘with Leggett & Noonan [of] the fifty-six-mile (90 km) railway from Essendon to Seymour’. He was chairman of the Tramways Trust from its formation in 1884. His obituary in the Melbourne Herald (29 Apr 1890) reported: "DEATH OF ALDERMAN THOMAS O'GRADY. Today we have the sad duty of recording the death of two old colonists, who for many years, havo occupied very, prominent positions in building, commercial and municipal circles. The first of these is Alderman Thomas O'Grady, who died last night at his residence in Carlton. Mr O'Grady has been ill for some time, and at one period his death was expected any moment. Then he rallied, and strong hopes of his recovery were entertained; but he had a relapse, and expired as stated. The deceased gentleman was one of the oldest members of the City Council, in which he has held the various positions of Councillor, Alderman and Mayor. At the time of his death he sat as alderman for Victoria Ward. Mr O'Grady also at one time represented the City Council on the Harbor Trust, and was chairman of that body. He has been the council's representative on the Tramway Trust and was chairman of that body for some considerable time." As late as 1951, the Advocate (11 Oct 1951) stated that: "To Alderman Thomas O'Grady, Lord Mayor of Melbourne in 1872-3, is due the credit of the successful inauguration of Hospital Sunday. Alderman O'Grady was the first Catholic Lord Mayor of the city. He was elected a councillor for Smith Ward in 1868, and an alderman in 1869. In private life he was an extensive contractor, being a member of the firm of O'Grady, Leggett and Noonan, the contractors for the first section of the Northeastern Railways (between Melbourne and Seymour)."This is a unique civic document, illustrating the life and contribution of Thomas O’Grady (1824-90), Melbourne City Councillor and first Chairman of the Melbourne Tramways Trust. It is historically significant in its recording of the development of Melbourne's public transport system. The design of the certificate and particularly the ebonised frame are artistically and aesthetically significant.An illustrated testimonial presented to the first Chairman of the Melbourne Tramways Trust in 1886. The Testimonial is encased in an ebonized frame of the period. It includes the coat-of-arms of 12 cities, corporations, boroughs and towns, including that of Kew. At the head of the testimonial the engines used to drive the cable systems are illustrated. At the foot of the testimonial there is a picture of two cable trams.The testimonial reads: ‘At the meeting of the Melbourne Tramways Trust held on the Fifth Day of February 1886, the following resolution was unanimously carried. That the thanks of the Melbourne Tramways Trust are due and are hereby accorded to Alderman Thomas O’Grady Hon. In 1891​ The Melbourne and Metropolitan Board of Works (MMBW) was formed and became responsible for Melbourne's water supply. Melbourne had grown to a city of half a million people. To provide water to this rapidly growing city (especially the eastern suburbs), and to supplement the 1857 Yan Yean Reservoir, Melbourne's first water supply, the Watts River (near Healesville) was tapped. It supplied water to Melbourne, via the Maroondah aqueduct.​ In May 1892 the MMBW's first engineer-in-chief, Mr William Thwaites began construction on Melbourne's sewerage system. A treatment farm was built at Werribee and a pumping station was built at Spotswood (now the site of the Scienceworks Museum) to send the city's waste to Werribee. The first Melbourne homes were connected to the sewerage system in 1897. This book showcases the MMBW's infrastructure achievements and documents costs, requirements and key personnel involved in the development of the water supply and sewerage schemes.The introduction states "The water supply sources and headworks are in many cases situated in remote places and the sewerage works are chiefly underground. The Board has therefore resolved that these photographs of some of the scenes and works should be collected and bound for general information. August 1908" This book is in excellent condition and provides a detailed insight into the previous 17 years of work and the Board personnel of the MMBW leading up to 1908. It is of historical importance to the history of Melbourne for the photographic documents of places that were not generally open to the public, and for Melbourne Water in its detailed history of the MMBW in the early twentieth century.
