Auctions of Crown land were introduced in the Colony of Victoria from 1851 to encourage settlers to occupy and work the land. Many squatters purchased land at auction at the upset (minimum) price of £1 per acre. In some areas where demand was high, such as the goldfields, the price realised at auction was much more. Land was put up for sale in the study area on the Burrumbeep run in May 1855, on the Lexington run in 1857, and on the Gorrinn run in 1858. This hand written letter, in black ink script on blue lined paper, is impressed with the official stamp of the Victoria Steam Navigation Board. The left margin has the reference “S82/12" It is transcribed: "Victoria Steam Navigation Board, Melbourne, January 12th 1882 To Frederick Chapman, Master, S.S. "Julia Percy" You are herewith furnished with a copy of the report of the Official Court which assembled to enquire into the circumstances attending the collision between the steamers "Julia Percy" and "Nelson" off Apollo Bay near Cape Otway on the morning of the 25th December 1881, and you are hereby expected to attend at the Board Room, Custom House, Melbourne, at 2pm, on 13th January instant to show cause why you should not be censured accordingly. [Signature] Secretary" This document refers to the matter of a collision between two steamships, the Julia Percy and the Nelson, on 25th December 1881. The Julia Percy was at that time owned by her first owners, the Warrnambool Steam Packet Company, and she sailed under the command of Captain Chapman. She had left Melbourne the evening of 24th December, with about 150 passengers, sailing in fine weather through Port Phillip Heads around 9pm. She was headed for Warrnambool, Belfast (now named Port Fairy) and Portland. The Julia Percy was off Apollo Bay when Captain Chapman was woken by the ship’s whistle after midnight, the steamer Nelson being on a collision course with the Julia Percy.[See Link.] The Nelson struck Julia Percy midship. Boats were lowered from the ship (apart from a damaged lifeboat) and about 30-40 of the passengers boarded the Nelson. The engine room and the forehold were checked and found clear of water. The company manager, Mr Evans, had been on the Nelson, so he boarded and inspected the Julia Percy and the decision was made to continue on to Warrnambool with the passengers as there appeared to be no immediate danger. However, Captain Thomas Smith said the Nelson was taking on water, so Julia Percy followed her for about an hour towards Melbourne on standby in case of need. Then Julia Percy turned around towards Warrnambool again. Shortly afterwards the Nelson turned to follow her, the ships stopped and passengers were returned to Julia Percy, and three from Julia Percy boarded the Nelson. Both ships proceeded on their way. Julia Percy passed Cape Otway light afterwards, signalling that there had been a collision. It was discovered later that one of the passengers was missing, then thought to have boarded the Nelson but later thought to have fallen into the sea and drowned while trying to jump from Julia Percy to Nelson. There had been 3 tickets purchased under the same name of that passenger “Cutler”; a father, son and friend named Wordsworth, which had caused quite some confusion. No further mishap occurred to either ship and both the Julia Percy and the Nelson reached their destinations safely. An enquiry was instigated by the Victoria Steam Navigation Board regarding the cause of the accident between the two steamships, in connection with the death of Cutler who was supposed to have lost his life by the collision. The enquiry resulted in the following decision: "The Victorian Steam Navigation Board having taken into consideration the points urged by Captain Thos [Thomas] Smith and also by his legal advisers, is of opinion that the charge prepared against him has been sustained, but taking into consideration Captain Smith’s previous good conduct and character, the board suspends his master’s certificate No 227 issued by this board for a period of six calendar months from this date – Robert Fullarton, Chairman. “The Victorian Steam Navigation Board having beard the statement of Captain Frederick Chapman urged in his defense to the charge of dereliction of duty as master of the Julia Percy, in having no standing order on board that vessel to be called in the event of any approaching steamer’s lights being seen, find such charge sustained, and censure him accordingly – Robert Fullarton, Chairman.” ABOUT “JULIA PERCY” The S.S. Julia Percy (later named Leeuwin ) was an iron passenger-cargo steam ship built in 1876. At one point in time the Julia Percy would sail from Warrnambool to Melbourne every Friday and return from Melbourne to Warrnambool every Tuesday. The cost of a return ticket for a Saloon Fare was £1.0.0. She would sail “if practical and weather permitting”. Shipping was the cheapest and most practical means of carrying produce and goods during the period 1840-1890. Regular domestic steamer services commenced in the Warrnambool district in the late 1850’s and by 1870 the passenger trade was booming. Produce was loaded from the jetty into ‘lighters’ (small boats), which took it to the ships at anchorage in the bay. Passengers were taken to the ship’s side then climbed aboard up ladders or gangways. The coming of the railway in October 1889 meant the gradual decline and end of the steam shipping era. The Julia Percy was built in Glasgow by Thomas Wingate & Company, Whiteinch, in 1876 for the Warrnambool Steam Packet Company, which commissioned her for trade in Victoria’s western district. She was first registered in Warrnambool, Victoria in 1876. The Julia Percy changed hands several times. Her next owner was the Western Steam Navigation Co (1887), managed by Mr. T.H. Osborne (the company’s office was on the corner of Timor and Liebig Streets, Its north-western wall is now part of the current Warrnambool Regional Art Gallery. ) The Melbourne Steamship Co became the next owners (1890), followed by William Howard Smith and Sons (1901) for use in Queensland coastal trades, then she was bought by George Turnbull in 1903 and used for local mail contract in Western Australia. The Julia Percy was sold to the Melbourne Steamship Company Ltd. (1906) and re-named the “Leeuwin” but continued in her Western Australian coastal run. She was converted into a coal hulk in Melbourne in 1910 as a result of damaged caused when she was driven against the jetty at Dongara during a gale. The ship was eventually dismantled and scuttled in Bass Strait on 28 December 1934. The document is significant for its association with the wreck of the Leeuwin (Julia Percy), which is on the Victorian Heritage Register, VHR S413. . It is historically significant for being a rare artefact that has potential to interpret aspects of Western Victoria’s 19th century steamship trade and Victorian cultural history. The Leeuwin (Julia Percy) is listed on the Victorian Heritage Register as being historically significant ‘as one of only four wrecks of steamships in Victorian waters associated with the western district of Victoria’s coastal steamship trade. When Thomas Bent, politician and land speculator, was appointed Speaker of the Victorian Legislative Assembly in 1892, a number of local Brighton constituents and supporters raised money to present him with an oil portrait. Bent had been a member for Brighton for 21 years, and the painting was seen as a way of showing their appreciation of his services to the Brighton constituency, as well as congratulating him to his new position as Speaker. In June 1892, British/Australian landscape and portrait artist Charles E. Gordon-Frazer was given the commission to paint the portrait. Thomas Bent is depicted as standing in his Speaker's robe on the dais beneath the canopy in the Legislative Assembly Chamber in the act of addressing the House. He wears the traditional Speaker’s dress of a black silk and gold laced robe over a three-piece black suit, lace jabot and cuffs, buckled shoes and a ceremonial long wig. In July 1840, Glenfine, consisting of 31,440 acres, was acquired by Thomas Downie. In March 1842 the 'Right of Run' was taken up by Thomas Chirnside who with an imported stallion 'Delapre' ran a horse stud. He apparently lived here for ten years and employed a gardener with a wife and five children from Hobart, Tasmania. Only some blocks of stone and a few trees remain of their homestead. In 1853 the property was transferred to Dr. John Chirnside, an elder brother of Thomas. I, 1857, William Rowe of Naringal purchased Glenfiine where he and his family lived until 1904 when it was bought by Richard Howell's estate. It was then 39,000 acres. The present house was built by the Rowes in 1872 of bluestone quarried on the property with a cement render overall. The architect was H.R. Casselli. In 1911 R.C. Howell, son of Richard, became the owner, followed by his son in 1960. Gold was found on the property and by 1898 the township of Hollybush was first reported, situated at either side of the front entrance, on the Cressy Road. The land for the township was given by William Rowe. By 1990 Hollybush had a population of 426 persons. All of the early history of Glenfine, documents etc., were destroyed when Naringal homestead was burnt down in 1944. Glenfine was classified by the National Trust in 1974 and is on the Heritage Commission Register. The grave of Thomas Sweeney, former convict turned respectable citizen. The Murray and Sweeney families were both early settlers of the Eltham district and connected by marriage. Their family plots are located side by side in the Catholic section of the Eltham Cemetery. Irish-born Thomas Sweeney is regarded as the first settler in Eltham. He was transported to Sydney in 1823 after being convicted of arson. He was granted his freedom in 1838 and married Margaret Meehan in the same year. They moved to Melbourne and in 1842 Thomas purchased 110 acres beside the Yarra River in the vicinity of present-day Sweeneys Lane. He called the property ‘Culla Hill’ and built a small slab hut (reputedly with Wurundjeri help; Margaret is said to have run an informal hospital for them in return). This was followed in 1846 by more substantial buildings consisting of a three-roomed Irish-style ‘longhouse’ and a barn made of stone and handmade bricks, with doors large enough to accommodate a fully loaded wagon. When the gold rush came, Thomas prospered by selling meat and potatoes to the prospectors, enabling him to purchase a further 308 acres in 1856. He promoted the construction of a bridge over the Plenty River and the establishment of a school at Eltham. Roman Catholic Church services were held at Culla Hill in the early years. When he died in 1867, he was regarded as a respected member of the community. Thomas and Margaret are buried in Eltham Cemetery with many of their descendants. Their first son John continued to farm Culla Hill until his death in 1909. Culla Hill passed out of the Sweeneys' possession in 1939. The house and barn remain today, though lesser outbuildings have gone. The facade of the house is much the same as it was in the 1840s. A visit to Eltham Cemetery reveals an important social record since its beginnings in 1858. The cemetery was situated on about six acres (2.4ha) (now around 4.8ha) at the corner of Mount Pleasant and Metery Roads.1* It is thought that Metery Road was originally called Cemetery Road, but in the early 1940s, a resident, possibly a councillor, objected to the name resulting in the change.2 Much can be gleaned about the developing Eltham community from burial styles and the names of former local residents. Originally the cemetery was divided into Christian denominations, like others of that time, following the United Kingdom burial system. In 1861 the cemetery included Church of England, Presbyterian, Roman Catholic and Wesleyans (later Methodist) sites. Graves also indicated social class. Some had grand tombstones, perhaps fenced with ornamental cast iron railing, but most in the 1860s and 1870s were constructed of modest stone slabs.3 This indicated the poverty of the district, which was largely inhabited by farmers on small landholdings. A poignant reminder of the high rates of infant mortality of those times, are the many infants and young children recorded on the headstones. Major changes occurred in the cemetery in the late 20th century as Christian adherence weakened and society became more egalitarian and informal. In the early 1970s a non-denominational lawn section for burials was established. Since then all new areas have been non-denominational to accommodate the more diverse local community. Now, instead of large ornamental headstones, some mourners have chosen boulders, reflecting the natural Eltham style, while others choose graves in the lawn areas or niches in walls. In the late 1970s, the University Donor Section was established north-west of Candlebark Lawn for those who donated their bodies for The University of Melbourne medical research. In the early 1980s the natural Australian garden style, popular in Eltham, was mirrored in a new section called Ashes Walk. Local landscape architect Gordon Ford, who had popularised this style, designed the Walk using boulders shaded by native plants beside curved pathways. Landscape architect Robert Boyle later redesigned Ashes Walk and developed other parts of the cemetery in keeping with this style.4 Appropriately Ford, who died in 1999, was interred in the Native Garden Section in a cluster of sites shaded by a large eucalyptus tree.5 By 2007, about 6400 interments were recorded in the Eltham Cemetery. Close inspection reveals notable names in the district’s history. The grave of Thomas Sweeney, a former convict who became a respected citizen, can be found in the Roman Catholic section near the path. Eltham Primary School’s first headmaster, David Clark, is buried in a modest grave in the Church of England section to the east of the path from the main entrance. Sir William Irvine, Victorian Premier from 1900 to 1902, whose grave is in the north-east Presbyterian section was at various times Victoria’s Chief Justice, Deputy Governor and Treasurer.6 Further south is the grave of social reformer Bertram Wainer, born in Scotland in 1928 and died in 1987. He campaigned to legalise abortion and exposed police corruption in allowing illegal ‘backyard’ abortions. Other prominent local residents interred in the cemetery include: Justus Jörgensen, who founded Montsalvat; Alistair Knox, the mud-brick housing pioneer and Eltham Shire Councillor from 1971 to 1975 and President in 1975; Clem and Nina Christensen, who had a major influence on the literary development of post World War Two Australia. Others were: composer Dorian Le Gallienne; artist Peter Glass; Stephen Dattner, a prominent Melbourne furrier; ALP parliamentarian for Greensborough, Pauline Toner and political scientist and commentator, Professor William Macmahon Ball.This collection of almost 130 photos about places and people within the Shire of Nillumbik, an urban and rural municipality in Melbourne's north, contributes to an understanding of the history of the Shire. Published in 2008 immediately prior to the Black Saturday bushfires of February 7, 2009, it documents sites that were impacted, and in some cases destroyed by the fires. This item is from the ‘Pattison Collection’, a collection of books and records that was originally owned by the Warrnambool Mechanics’ Institute, which was founded in Warrnambool in 1853. By 1886 the Warrnambool Mechanics’ Institute (WMI) had grown to have a Library, Museum and Fine Arts Gallery, with a collection of “… choice productions of art, and valuable specimens in almost every branch and many wonderful national curiosities are now to be seen there, including historic relics of the town and district.” It later included a School of Design. Although it was very well patronised, the lack of financial support led the WMI in 1911 to ask the City Council to take it over. In 1935 Ralph Pattison was appointed as City Librarian to establish and organise the Warrnambool Library as it was then called. When the WMI building was pulled down in 1963 a new civic building was erected on the site and the new Warrnambool Library, on behalf of the City Council, took over all the holdings of the WMI. At this time some of the items were separated and identified as the ‘Pattison Collection’, named after Ralph Pattison. Eventually the components of the WMI were distributed from the Warrnambool Library to various places, including the Art Gallery, Historical Society and Flagstaff Hill. Later some were even distributed to other regional branches of Corangamite Regional Library and passed to and fro. It is difficult now to trace just where all of the items have ended up. The books at Flagstaff Hill Maritime Village generally display stamps and markings from Pattison as well as a variety of other institutions including the Mechanics’ Institute itself. RALPH ERIC PATTISON Ralph Eric Pattison was born in Rockhampton, Queensland, in 1891. He married Maude Swan from Warrnambool in 1920 and they set up home in Warrnambool. In 1935 Pattison accepted a position as City Librarian for the Warrnambool City Council. His huge challenge was to make a functional library within two rooms of the Mechanics’ Institute. He tirelessly cleaned, cleared and sorted a disarrayed collection of old books, jars of preserved specimens and other items reserved for exhibition in the city’s museum. He developed and updated the library with a wide variety of books for all tastes, including reference books for students; a difficult task to fulfil during the years following the Depression. He converted all of the lower area of the building into a library, reference room and reading room for members and the public. The books were sorted and stored using a cataloguing and card index system that he had developed himself. He also prepared the upper floor of the building and established the Art Gallery and later the Museum, a place to exhibit the many old relics that had been stored for years for this purpose. One of the treasures he found was a beautiful ancient clock, which he repaired, restored and enjoyed using in his office during the years of his service there. Ralph Pattison was described as “a meticulous gentleman whose punctuality, floorless courtesy and distinctive neat dress were hallmarks of his character, and ‘his’ clock controlled his daily routine, and his opening and closing of the library’s large heavy doors to the minute.” Pattison took leave during 1942 to 1942 to serve in the Royal Australian Navy, Volunteer Reserve as Lieutenant. A few years later he converted one of the Museum’s rooms into a Children’s Library, stocking it with suitable books for the younger generation. This was an instant success. In the 1950’s he had the honour of being appointed to the Victorian Library Board and received more inspiration from the monthly conferences in Melbourne. He was sadly retired in 1959 after over 23 years of service, due to the fact that he had gone over the working age of council officers. However he continued to take a very keen interest in the continual development of the Library until his death in 1969. The Pattison Collection, along with other items at Flagstaff Hill Maritime Village, was originally part of the Warrnambool Mechanics' Institute’s collection. The Warrnambool Mechanics’ Institute Collection is primarily significant in its totality, rather than for the individual objects it contains. Its contents are highly representative of the development of Mechanics' Institute libraries across Australia, particularly Victoria. A diversity of publications and themes has been amassed, and these provide clues to our understanding of the nature of and changes in the reading habits of Victorians from the 1850s to the middle of the 20th century. The collection also highlights the Warrnambool community’s commitment to the Mechanics’ Institute, reading, literacy and learning in the regions, and proves that access to knowledge was not impeded by distance. These items help to provide a more complete picture of our community’s ideals and aspirations. The Warrnambool Mechanics Institute book collection has historical and social significance for its strong association with the Mechanics Institute movement and the important role it played in the intellectual, cultural and social development of people throughout the latter part of the nineteenth century and the early twentieth century. The collection of books is a rare example of an early lending library and its significance is enhanced by the survival of an original collection of many volumes. The Warrnambool Mechanics' Institute’s publication collection is of both local and state significance. The Excelsior IV Log is a nautical instrument for measuring a vessel’s speed and distance travelled. When navigating a ship it is essential to be able to estimate the boat’s speed and distance travelled to determine its position at sea. In times past the only way to measure a ship’s speed was to throw a wood log into the water and observe how fast it moved away from the ship. In the 16th century, the log was fastened to a rope knotted at set intervals. The log was thrown over the stern (back) of the vessel and a crew member counted the number of knots that were paid out in a set time. From this, they could estimate the speed of the vessel through the water. This was known as streaming the log and is also the derivation of the knot as a measurement of nautical speed. The Walker’s Excelsior Mark IV instrument was designed for smaller vessels, such as yachts, launches and fishing vessels. Historical: Thomas Walker & Son was internationally renowned in the manufacturing of ships logs, founding father , Thomas Walker (1805–1871), an engineer in Birmingham, patented a mechanical log in 1878 which was a recording instrument that attached to a rail at the stern of a vessel connected by a long cord with a rotor which was towed behind the ship. The instrument dial recorded the distance travelled. Thomas Walker first went into business to manufacture stoves at 58 Oxford Street Birmingham. Walker’s self-feeding stove was widely lauded at the Paris Exhibition of 1855, winning a prize medal and kick starting the first of many notable innovations for the Walker family's manufacturing business. However, it wasn’t until working on an earlier ship’s log model invented by his Uncle that Thomas Walker became interested in the further development of this device, used to ascertain a ship’s speed. Walker continued to improve on the common log for the company of Massey & Sons and these improvements were deemed revolutionary. This log became a firm favourite of the West India Association (British-based organisation promoting ties and trade with the British Caribbean), being the most common log in use for two generations. It took until 1861 for Thomas Walker and his son, Thomas Ferdinand Walker (1831-1921) to patent the first Walker log of many. Together, with the introduction of the A1 Harpoon Log two years later, they established the Walker Log Business as a force to be reckoned with. By the time of his passing in 1871, Thomas Walker Snr had not only founded a family business with considerable staying power but also instilled a tradition of public service. Having sat as a representative on the Birmingham Town Council for 15 years and played an active role in public works, he was soon given the nickname of ‘Blue Brick Walker’. Much like his father, Thomas Ferdinand Walker changed the face of the maritime industry. His patent of 1897, the ‘Cherub’ log, was a notable departure from the past providing a far more accurate reading and replacing the majority of logs of the age. They were the first to produce an electric log and the Walker factory was one of the first to introduce the 48 hour work week for employees. The ship log was invented and made by a significant marine instrument maker and innovator of machinery.
