“City of Moorabbin” The township of Moorabbin, known as South Brighton until 1909, remained small, with the Plough and Harrow Hotel as its main building. In 1917 Sandringham borough was formed by severance from Moorabbin shire and in 1920 Mentone and Mordialloc were also severed. In the remaining Moorabbin shire the Moorabbin township was still small (1,770 persons), but the shire grew in population during the 1930s. On 10 October 1934 it was proclaimed a city. It existed as a separate municipality until 1995. When local government boundaries were changed in 1994 about half of Moorabbin city was united with Glen Eira city and about half with Kingston city. On 15 December, 1994 the City of Chelsea, parts of the Cities of Mordialloc, Moorabbin, Springvale and Oakleigh were amalgamated to create the City of Kingston by Order of the Governor in Council. The Municipality of Kew (1860-1863), the Borough of Kew (1863-1910), the Town of Kew (1910-1921) and the City of Kew (1921-1994) were local government instrumentalities in the State of Victoria. In 1994, the City of Kew was amalgamated, together with the former Cities of Camberwell and Hawthorn, into the new City of Boroondara (1994- ). Like other local government entities of the period, Kew was administered by town clerks. The two notable town clerks in Kew's history were H. H. (Henry Hirst) Harrison (1868-1955) and W. D. (William Dickie) Birrell (1899-1974). Harrison was appointed to the position in 1901 and retired in 1938 after 37 years. Birrell, appointed Acting Town Clerk in 1921, became Town Clerk in 1938, following Harrison's retirement. He continued in this role until his retirement in 1966. A large part of this collection of civic ephemera was assembled by W. D. Birrell. This is part of an historically significant civic collection, containing hundreds of separate invitations, documents, greeting cards, programmes and tickets issued and/or collected by successive town clerks. Items in the collection illuminate the political, social and cultural history of the district. From its beginnings in the late 1840's, Warrnambool progressed through the years from being a town and borough to finally being proclaimed a city in May 1918. The Governor of the day Mr Arthur Stanley officiated at the event on May 23rd, 1918. It was only the fourth such municipality to achieve this status at the time These medallions were a memento of this occasion.These small medals are significant as they are linked to an important event in the growth of Warrnambool. Three similar medallions in the form of a brooch with clasp, all in gilt metal and enamel. Round medallions 25mm in circumference, with blue enamel circular rim of 4mm around most of the outside, except for white enamel decal of 10mm at bottom. Pin clasp on reverse of the medallions. Two medallions donated from a separate source are identical with the others in markings; one with pin clip, one without pin clip. All medals identical, though manufacturers imprint " Bridgland & King " only appears on reverse of two. "City of Warrnambool" appears in gold block letters around blue enamel circumference of medal, "1918" appears in gold lettering in white enamel decal at the bottom. Warrnambool city crest is pressed in gold relief in the centre of the medal, consisting of a ship at sea, a sheaf of wheat, these quartered below the Victorian Coat of Arms.
