The Port Napean Quarantine Station was established in 1852. It is now a community of hospitals, disinfecting complex, morgue, cemetery and other defunct buildings comprised an infectious disease facility which processed newly arrived humans and livestock alike. A pink document provided with the Education Gazette outlining a summer school for teachers in 1909. It starts with "..owing to the fear of infection, many teachers hesitate to attend the Summer School at the Quarantine Station; but we are assured by the Chairman of the Board of Health (Mr Norris) that such fear is absolutely groundless. Born in Ballarat, George William Clegg F.R.V.I.A. was articled to Tappin, Gilbert and Dennehy who had architectural offices in Melbourne, Sydney and Ballarat, from 1885-1889. Clegg formed a partnership with Gilbert who ran the Ballarat Office and later with Kell and Miller. This eventually became Clegg and Miller, then Clegg Miller and Morrow, and finally Clegg and Morrow (1916). From about 1907 up until his resignation in 1918 Clegg taught Architecture and Building Construction at the Ballarat School of Mines. Carbide lamps, or acetylene gas lamps, are simple lamps that produce and burn acetylene (C2H2) which is created by the reaction of calcium carbide (CaC2) with water. Acetylene gas lamps were used to illuminate buildings, as lighthouse beacons, and as headlights on motor-cars and bicycles. Portable acetylene gas lamps, worn on the hat or carried by hand, were widely used in mining in the early twentieth century. A mining or caving lamp has calcium carbide placed in a lower chamber, the generator. The upper reservoir is then filled with water. A threaded valve or other mechanism is used to control the rate at which the water is allowed to drip into the chamber containing the calcium carbide. By controlling the rate of water flow, the production of acetylene gas is controlled. This, in turn, controls the flow rate of the gas and the size of the flame at the burner, and thus the amount of light it produces. Staszic is a coal mine located in Katowice , in the district Giszowiec, Poland This type of lamp generally has a reflector behind the flame to help project the light forward. An acetylene gas powered lamp produces a bright, broad light. Many cavers prefer this type of unfocused light as it improves peripheral vision in the complete dark. The reaction of carbide with water produces a fair amount of heat independent of the flame. In cold caves, carbide lamp users can use this heat to help stave off hypothermia. When all of the carbide in a lamp has been reacted, the carbide chamber contains a wet paste of slaked lime (calcium hydroxide). This is emptied into a waste bag and the chamber can be refilled. In 1991 Premier of Victoria Joan Kirner visited her former workplace (Ballarat Girls' Technical School, a division of the Ballarat School of Mines), to officially open and name four new facilities, marking stage 2 of the school's State Works and Services Development Project. Honoured in the naming ceremony was the late Albert Steane, the late Kenneth Flecknoe and Mr Jack Barker, President of the Ballarat School of Mines. The fourth facility was the recently opened carpentry and joinery complex. Mrs Kirner said naming the building in honour of the three men would act as a continual reminder of their contribution to education in Australia and what they have passed on to future generations. She said the Government and the State Training Board saw the college as not only one that was most important to Victoria but also nationally and internationally. The Gippsland Institute of Advanced Education was established by an Order-in-Council in September 1968. On its establishment, the Institute assumed responsibility for the diploma coursed previously offered at Yallourn Technical College. In 1972 the Institute transferred part of its operations to the first of its permanent buildings on a large campus in rural surrounding near the township of Churchill, ten kilometres south of Morwell, and 160 kilometres east of Melbourne. The campus site plan report prepared in 1970 by the Institute's campus planners, Yuncken Freeman Architects Pty Ltd, provided the conceptual base for the development of a new campus at Churchill. All facilities were planned to converge on a central space; all having the ability to expand outwards. Central to the campus plan was the concept of an internal pedestrian street connecting all academic divisions to the central facilities. The first building was completed in 1972. The Administration Building, Visual Art & Maintenance Workshops, Multi-Purpose Building, and Student residences were designed by Yuncken Freeman Architects.
