On Sunday, 10 November 1985 a time capsule was lowered into a monument installed near the corner of Main Road and Pitt Street in Eltham, within the gardens at the front of what is now the Eltham Community and Reception Centre. An even pressure from the contracting tyre tightened the joints at each end of the spokes and formed a vice-like grip, which would last for the life of the wheel. On 15 December 1994 the former Shire of Eltham ceased to exist following the Liberal Kennett Government local council amalgamations. A new Nillumbik Shire Council was established with unelected commissioners appointed. That Council sold the former Eltham Shire Council Offices and land at 89S Main Road Eltham to Dallas Price Homes Pty. Ltd. the sale being conditional upon the granting of a planning permit for a petrol station/convenience store, fast food and video outlet. The sale was conditional that if the permit was not granted by 30 August. 1997, the contract could be avoided by either the purchaser or the vendor. The proposed development consisted of a petrol station with undercover fuelling facilities, convenience shopping, a drive through service facility for fast food, an 80 seat cafe, automated banking, a children's play area and retail space. In addition, the proposal included a 200 square metre community facility for Council use, provision of on site carparking over 2 levels for 83 vehicles, and advertising signage. An Advisory Committee consisting of Dimitry Reed and Margaret Pitt was appointed under Section 151 of the Planning and Environment Act 1987 to hear submissions on the proposal to develop the land at 895 Main Road Eltham, the site of the former Eltham Shire Offices. In September 1996, two applications were made by Contour Consultants Australia Pty Ltd on behalf of Dallas Price Homes Ply Ltd, to Nillumbik Shire Council. After extensive notification, the Council received 213 objections and a petition of over 1400 signatures. On October 9, 1996, Nillumbik Shire Council issued Notices of Decision to Grant Permit on Applications number 96/03376 and 96/0377 for the use and development of the land as a convenience Centre consisting of a petrol station, convenience store, cafe/takeaway food premises, a retail facility and a community facility, with associated advertising signs. Objectors to the proposals lodged Planning Appeals number 96/40724 and 96/40812 with the Administrative Appeals Tribunal on November 1, 1996. The grounds of appeal can be summarised as: inappropriate development, insufficient carparking, traffic and access issues, unsatisfactory design, inadequate permit conditions, the proposal being out of character with the area. and being contrary to the purpose and orderly development of the Eltham Town Centre, excessive noise, lack of consultation and unsuitable signage. On November 13, 1996, the Minister for Planning and Local Government directed the Registrar of the Administrative Appeals Tribunal. under Section 41 (1) (a) of the Planning Act 1980, to refer the Appeals to the Governor in Council for determination without a hearing or recommendation by the Tribunal. The Minister for Planning and Local Government called in the Appeals as he considered that they raised major issues of policy relating to the facilitation of development in accordance with the objectives set out in Section 4 of the Planning and Environment Act 1987, and that determination of the Appeals could have a substantial effect on the achievement of these planning objectives. The Minister required the Advisory Committee to consider the planning merits of the proposed use and development, and to address the issues raised in the objections. The Advisory Committee was required to produce a report providing: • The Committee's response to the matters detailed; • Relevant supporting information for the Advisory Committee's recommendation; and • A description of the proceedings conducted by the Advisory Committee and a list of those consulted or heard by the Committee. In March 1997, elections were held in the Shire of Nillumbik and the view of the new Council to this proposal differed from the view held by the earlier Council Hence the Submission made to the Committee by the Shire was against the decision by the Shire of Nillumbik to issue the Notices of Decision to Grant a Permit. The Recommendations of the Advisory Committee were: i. The cafe and take away food premises are as of right uses and are therefore allowable, but that shop and petrol station are unacceptable uses. A community facility is a discretionary use and is acceptable. ii. A development of the type and scale proposed is totally inappropriate for this land and that the Applications number 96/03376 and 96/0377 for the use and development of the land as a convenience Centre consisting of a petrol station, convenience store, café/takeaway food premises, a retail facility and a community facility, with associated advertising signs, be refused. iii. The land should be rezoned for public purposes and should remain in the community's ownership for community use. Following this, the Minister for Planning and Local Government, the Hon. Robert Maclellan, appointed Mr. Paul Jerome as an Advisory Committee under section 151 of the Planning and Environment Act 1987 to consider a Convenience Centre and an alternative proposal by Iha Shire of Nillumbik being the Eltham Gateway Community Precinct Concept Plan for the site of the former Shire of Eltham municipal offices at 895 Main Road, Eltham. In summary, the terms of reference for the Advisory Committee required it to: • consider the merits of the Council proposal • examine the merits of both proposals in terms of net community benefit • address the report of the previous Advisory Committee on the Convenience Centre proposal The Advisory Committee inspected the site and considered all the material before It including submissions made by all parties to the previous Advisory Committee and correspondence received by the Department of Infrastructure both before and after that Committee submltted its report. The Advisory Committee also held discussions with the following people: • Cr. Robert Marshall • Cr. Margaret Jennings • Cr. Lex de Man • Mr. Dallas Howgate of Dallas Price Properties, also Dallas Price Homes • Mr. Barry Rochford, CEO, Shire of Nillumbik • Ms. Yvonne Rust, Planning Officer, Shire of Nillumbik • Mr. Gregory Burgess, Architect of the Eltham Library and of Council’s Community Precinct Concept Plan • Mr. Jim Connor representing Mrs Thelma Barkway of the Eltham Senior Citizens Club Having considered all the material before it, the Committee arrived at two basic conclusions. First, the DPP proposal should be rejected because, on its merits, It does not sufficiently satisfy the requirements of the planning scheme which is a statutory document. The planning scheme requires that, before making a decision on the permit applications for the DPP proposal, a range of matters must be considered. It follows that consideration of these matters should Influence the decision. These matters include local policies relating to character and amenity. In particular, these policies seek • to conserve and enhance the bushland/country atmosphere, artistic heritage and strong sense of community of the Eltham Town Centre by ensuring that the design and height of any new development is sympathetic to existing buildings • to achieve a pleasing physical environment within the Eltham Town Centre by encouraging a high standard of architecture and urban design • to encourage Improvement to pedestrian amenity through such facilities as open and shattered rest areas and meeting places, crossing facilities, pedestrian arcades, pedestrian links to car parks and pedestrian weather protection • to reduce conflict between vehicular traffic and pedestrian flows, and • to encourage pedestrian thoroughfares It is submitted, as set out In the main body of this report, that the DPP proposal fails substantially to meet these policies and In so doing does not merit the exercise of discretion In Its favour with the Issuing of a permit. This finding is not offset by the investment and employment attributes of the proposal. They do not override the need to comply with the planning scheme. Second, the Council proposal, on Its own merits, substantially meets all statutory requirements applicable to this site with a possible reservation about car parking and traffic management which need further definition and assessment as the concept is refined. The Council proposal, however, has a serious weakness in that Its financial viability has not been adequately tested. The Committee refers to 'financial' rather than 'commercial' viability in recognition that Council owns the land and may enter into a range of agreements and partnerships to realise its concept some of which may be truly commercial and some of which may involve an element of subsidy arising from Council's involvement as a public body acting on behalf of its community. Achievements of Peter Ellis (for consideration for the Order of Australia) Peter is regarded as one of the leading collectors and presenters of traditional dance tunes, dances and musical instruments in Australia. At the 2005 National Folk Festival it was announced by Robyn Holmes that he has the largest selection of dance related material collected in the National Library Archives in Canberra. Peter has been collecting for many years and has collected with the late John Meredith (AM), Shirley Andrews (AM), Rob Willis and Dave Di Santi amongst others. Peter has literally travelled Australia collecting over the past thirty years. He has extensive field recordings from Western Australia and Tasmania in addition to his Victorian collection, for example. Most of his recording has been in North Western and Central Victoria. Peter collected a lot of his material from Harry McQueen ( Castlemaine), which led to a double CD of Harry's music. Harry had played in dance bands for over sixty years in Central Victoria. Harry had a number of tunes from Bill McGlashan who had taken Harry under his wing as a young man. Through Peter's efforts much valuable material and knowledge from almost a century ago was saved for posterity. Founder, Charter member and life member of the Bush Dance and Music Club of Bendigo. Life Member of the Victorian Folk Music Club. Recipient of the Graham Squance award (for the person who has done the most to promote folk dance and music in Victoria)) from the Folk Song and Dance Society of Victoria. Member of the famous Wedderburn Old Timers Band for over twenty-eight years (two platinum and several gold recordings in that time). Founder and leader of the Emu Creek Bush Band (twenty-nine years old in 2010) Emu Creek has made many CDs of dance music as listed. Friday Night at the Spring Gully Hop, Three double CDs called 'Quadrille Mania' which contain many rare dances and tunes which have been learnt and recorded, under Peter's guidance, so they would not be lost to posterity. A triple CD called 'Take Me Back To Bendigo' with heritage songs and music from the Gold Rush to Federation (solely organised and financed by Peter) These CDs show the multicultural heritage in Bendigo and include music and groups from the Koorie, Chinese, Cornish, German, Irish, Italian, Scots, English and Welsh communities of Bendigo and district. Upon his recovery of costs Peter has handed over copyright to the Bendigo Community so future profits go back into the community. Three double CDs called 'The Merry Country Dance' with dances and tunes going back to the time of Governor Lachlan Macquarie's Ball in 1804. Most of the tracks are performed by Emu Creek Following much practice under Peter's tutelage. For further authenticity Peter liaised with other musicians to record some tracks which were revived from almost two hundred years ago and have now been recorded using the instruments of the time. A three volume set of Bush Concert recordings (Vol 1 Goornong (launched Australia Day 2006 with any profits going to the Soldier's Memorial Hall Committee), Vol 2 Heywood and Vol 3 Maldon/Sutton Grange, already recorded and to be released as money from other projects becomes available. NOTE: None of these CDs have led to any profit. All money raised is put back into the community and further heritage recordings, books and videos through the Bush Dance and Music Club of Bendigo Inc. In 2009 a full collection of all Peter's book and CDs was donated to the John Gorton Library as part of the recognition of the fifty year career of the Gay Charmers Dance Band from Lake Charm. 'Music of the Diggings' (4 tracks by Peter or Emu Creek). In addition the Emu Creek Band, under Peter's leadership, has appeared on a CD backing Bruce Watson on his song, 'The Old Bush Dance'. Emu Creek has performed at National Folk Festivals in four states and several times at the National Folk Festival in Canberra. They have also been mainstays of the Maldon Folk Festival for over twenty years as well as doing dance programs for the Port Fairy Folk Festival on two occasions. Peter has written and published many books related to traditional music and dance. These include Three volumes of 'Collectors Choice' which is musical notation for bush dances coupled with much dance history which would have been lost without Peter's efforts. 'Two Hundred Dancing Years - How to run a Colonial Ball: (co-authored with Shirley Andrews (A.M.), 'Music Makes Me Smile - The Music of the Nariel Valley' (co-authored with Harry Gardner). The Merry Country Dance' (292 pages) a companion to the three double CDs. He has also been a contributor to Verandah Music' authors Rob Willis and Graham Seal and 'The Oxford Companion to Australia Folklore' Ed Graham Seal. Peter is also a regular contributor to 'Trad and Now' Magazine. His latest completed book is titled 'The Merry Country Dance' and is over three hundred pages of social history, recipes and dance instructions. It was completed with the assistance of a Victorian Government Heritage Grant. The first edition sold out in only a few weeks. Peter has taught many children about old time musicianship through the junior bands which have functioned over the years with many children joining Emu Creek and then going on to follow their own musical inclinations. He has trained several young concertina and button accordion players over the years. Peter has been a regular tutor with Continuing Education in tin whistle, harmonica and old time dancing for many years. Peter has conducted workshops in music dance at National Folk Festivals in Perth, Alice Springs, Maleny, Melbourne, Adelaide, Kuranda and more recently at several Canberra National folk Festivals. He has also done this at Maldon for many years, Port Fairy, Glen Innes, Jamberoo and Kiama Festivals. For over thirty years Peter has been a guest player and MC for the dances at the Nariel Folk Festival (Australia's oldest continuing Folk Festival) Peter is very well known in the Corryong area as a collector and the co-author of the book, Music Makes Me Smile, about the Klippel/Simpson dynasty in the Nariel Creek Band. This book is currently being revised for re-issue as more material has come to light since the original publication. For many years Peter trained Debutante Sets in the Bendigo District. Peter was an instigator of the annual Dinki Di Ball held each September in Eaglehawk for the past thirteen years. At this ball three bands play for a quarter of the night and then join together for the final part of the evening. The bands are Emu Creek, The Wedderburn Old Timers and the Gay Charmers. Up to four hundred dancers, many in heritage costumes have attended this dance. The ball also pays tribute to, and involves, the old MC's. Through this example their skills have been passed down to a younger generation of MC's. All profits are returned to the Dance Club to foster our musical heritage. Each Ball includes presentations designed to promote social dancing in Australia. Over the years several young musicians have been presented with musical instruments at the Ball, libraries have been given copies of Peter's books and CDs and one year a keen young dancer was presented a pair of dancing shoes. Peter is a trained ballroom dancer and has gained gold medal status in this field. Peter is an accomplished musician and is one of Australia's foremost button accordion players. He is also highly accomplished on the tin whistle, bones and harmonica. He is the only exponent of the Swanee whistle that I have seen. Peter also plays the piano and ukulele. Thirty six years membership of the Bendigo Field Naturalists Club, Secretary in the 1970s and actively involved in campaigns to save Lake Pedder and establish the Whipstick and Kamarooka State Parks (now part of the Bendigo National Park). Peter was also extremely active in the establishment of the Salomon's Gully and Jackass Flat Flora Reserves in Bendigo which have now been saved for posterity. Peter has also been involved in efforts to save One Tree Hill and this area has now been included in the Greater Bendigo National Park. He has discovered and named new plant species in the Whipstick Forest and propagates Australian plants. Peter takes regular guided tours of interested people through the Whipstick each Spring on wild flower educational tours. He is a keen and gifted photographer of local plant species. Life member of the Bendigo Field Naturalists. Peter contributed text and photographs to their publication 'Wildflowers of Bendigo'. When the Victorian State Parliament had its first historical sitting outside Melbourne Emu Creek played during lunch for the guests and public. They have also played at functions such as the Centenaries of Federation, the Bendigo Post Office, the Shamrock Hotel and the opening of the new Melbourne Museum and the Federation Museum in Bendigo. The band regularly plays for Seniors week and at homes for the aged such as Bethlehem, Mirridong, Bignold Park, Bendigo Village and others. Peter has been instrumental in getting the band to play for fundraisers such as schools, scouts and environmental groups. The band plays many charitable 'gigs'. The band supports the Bendigo Easter Fair and the Eaglehawk Fair when able and has appeared in several parades over the years. The above list shows the invaluable contribution that Peter Ellis has made towards the collecting and distributing of Australia's musical and dance heritage. No one has done more than Peter in this area. He has also been active locally and nationally in his endeavours towads saving the natural environment. He has put many years of time and energy into both area's and has many on going projects in mind for the years ahead. The awarding of an honour from Australia would be just reward for a man who has preserved so much of our musical and dance heritage for future generations. Knowing Peter I have no doubt he would treasure such an honour as he has given so much to preserve Australia's music and dance heritage over most of his sixty plus years. Compiled by John Williams. Movie Two (1950s): 13:25 – 19:00 This black and white film was taken by a TV film crew in the 1950s depicts a typical call out for the Diamond Creek Fire Brigade. In this case the careless action of a member of the public throwing a lighted match from a car, which can cause extensive damage. Footage features the Shire of Eltham War Memorial tower at Kangaroo Ground before it was modified with a fire spotter’s cabin. Discusses fire spotting operations from the tower. Shows a fire spotter walking around the top of the tower. A fire is detected, and the information is relayed to the nearest fire station, in this case, Diamond Creek. The telephone call is received, and the alarm sounded. Captain Clarrie Stone and firemen May and Shaw leave their workplaces and prepare for action. Scenes of running across the Main Hurstbridge road showing the shops (Shell service station and Chemist prominent). Scenes entering the fire station which has a pictorial warning covering the entire door “Only you can prevent forest fires – If you’re careless – we’re homeless!” Eric Holt pinpoints the location of the fire while Captain Clarrie Stone and Fireman Shaw take note. The advance vehicle (an FE Holden ute, rego GTE-696) leaves to assess the extent of the fire. Having assessed the fire, Fireman Shaw communicates with base showing radio with call sign VL3JZ. Eric Holt takes the call. In the meantime, Captain Clarrie Stone and Fireman Shaw undertake some limited action to address the fire. Firemen Bill May, Jim Bates and Hugh Bar (?) man the tanker. A photo portrait of Queen Elizabeth is visible hanging on the wall. They are later joined by Firemen Jim Cox, Eric DeBuse (?) and Jack Marks. The tanker is seen departing the station and diverging off before the bridge. Captain Clarrie Stone and Fireman Shaw are seen pumping water on the flames with hand pumps when the tanker arrives. The hose is unreeled, and water turned on the flames. Jack Sinclair joins the action. Jim Cox directs water to the high stuff. The fire put out, Jack Marks and Eric DeBuse wind in the hoses and the team head back to town. It’s peaceful again at the memorial tower. Opens with the scene of a fire engine outside the Diamond Creek Fire Station then various trophies reflecting the competition success of the brigade in various track and disciplined events. Two trophies shown of particular pride to the brigade were for first place in the Torchlight Procession at the State Championships in Mildura in 1986 and also at Swan Hill in 1981. With scenes of flames in bush, the narration explains that until the early 1960s the area was an orchard district which protected the town against the savagery of bushfires. But due to competition from other areas more suitable for orcharding and easier transport to Melbourne the district could no longer remain competitive, and orchards were replaced by grassed areas, which together with the bush areas were a feeding ground for fire. On 8th January 1969, high temperatures and strong north winds, were, with the carelessness of some individual all that was necessary to produce the worst fire the district had seen. Cuts to scene of blackened fields and cattle - Hundreds of hectares of grass land were blackened, and cattle had to be transported to other areas for agistment. Scene of destroyed buildings in the township – 13 houses and the public hall in the town were destroyed as was the theatre equipment which was owned by the fire brigade. The Church of England Hall and bell tower were badly damaged. The whole town could have been burnt out but for the determination, skill, and courage of the Diamond Creek Fire Brigade. Scenes of all that was left of the home on the hill on the west side of the Church of England. Also, the remains of the old Pisy (?) home on the top of the same hill near Lambert Street, and the ruined Crocker home. Cuts to a scene in the mid-1970s to mid-1980s of a house fire in Haley Street attended by the Diamond Creek Fire Brigade. Although the house was severely damaged, it was saved. Mentions that whilst assistance is appreciated, in some circumstances, those doing so are not properly dressed for fighting fires. Breathing apparatus is a must in structure fire attack. Next scene (either on Mangarook or Coventry oval) showing off four Diamond Creek Fire Brigade efficient and very expensive firefighting units. Features a forward control vehicle Toyota 4WD used for conveying task force personnel to the required areas; a Hino Model 3.2 tanker, diesel powered and carries 3,000 litres of water and has a 16 HP petrol driven pump which delivers 900 litres of water per minute; an International tanker (registration TCM-418) which carries 3,000 litres of water with pumping capacity of 600 litres per minute. The Ford diesel powered pumper (registration MXE-754) is a well-equipped vehicle with a water capacity of 1,000 litres and capable of pumping 1,900 litres of water per minute from the main pump, has many lockers which hose equipment such as breathing apparatus and various types of hose nozzles and foam making equipment. The vehicle carries 360m of 64mm diameter hose which can be laid out from the rear lockers and a portable lighting plant, an Oxy Viva resuscitator to revive smoke inhalation victims and forcible entry tools to gain access to structure fires. Views of the main pump and control panel on the vehicle. As well as the main pump, the vehicle is equipped with an auxiliary pump which allows the facility to pump whilst moving. Fire fighters must undergo constant training and hone their skills, Scenes of a training exercise using the pumper to pump from static water. First, the short lengths of suction hose are coupled, a strainer fitted to ensure debris does not foul the pump. Gauges must be constantly monitored to ensure manageable water pressures are maintained. Pressures are normally controlled to allow two fire fighters to work at each nozzle outlet. Two nozzles are tested, one adjustable jet fog type which is used on flammable gasses or within a structure fire to absorb heat. A straight jet nozzle to project water long distances to protect exposed surfaces close to a fire radiated heat. The pumper is quite a versatile vehicle in handling structure fires, but it also carries specialist equipment needed in containing hazardous chemical incidents. Cuts to scene of parade – the Diamond Creek Fire Brigade has with other neighbouring brigades participated in most town fairs and earns the respect of the watching public. It can be seen why this brigade has been so successful at disciplined contests. Views of Plenty Fire Brigade Road Rescue unit which is equipped with the “Jaws of Life” Scenes of athletic competitions – many neighbouring brigades indulge in friendly but keen competition at the Diamond Creek Town Fair. The young are also encouraged to participate in all aspects of Junior Fire Brigade activities and become tomorrow’s generation of volunteer fire fighters. EDENDALE FARM Edendale Farm is Nillumbik Shire Council's environment centre situated in Gastons Road, Eltham between the railway and the Diamond Creek. The homestead on the property was built in 1896 and is of historical significance, being the subject of a Heritage Overlay under the Nillumbik Planning Scheme. The Edendale property was originally part of an extensive land purchase in 1852 from the Crown by pioneer Eltham farmer Henry Stooke. He initially purchased 51 acres and later expanded his holdings by purchasing another three adjacent Crown allotments extending northerly from Josiah Holloway's Little Eltham subdivision. Despite clearing the land, Stooke did not build on this property, choosing to live on his property "Rosehill" at Lower Plenty. In 1896 Thomas Cool, Club Manager of the Victoria Coffee Palace in Melbourne purchased 7 acres of the original Stooke land and built the house now known as Edendale. Cool did not farm the land, instead using it as a gentleman’s residence, retiring to Eltham at weekends. In 1918 he purchased an additional 7 acres but in 1919 he sold the property. Later owners included J.W. Cox, the Gaston family and D. Mummery. In the 1980s the Eltham Shire Council purchased the site for use as a Council depot, but this use did not proceed. Subsequently, it was used as the Council pound. The Edendale Farm Pet Education and Retention Centre was established in the summer of 1988/1989 and was set up to replace the existing dog kennels with a high standard pet retention centre. The design style of the building was established to compliment the features of the existing house. It was equipped with 10 retention pens, a veterinary room and a pet education area where school children and other interested parties learnt about pet care procedures. It was later developed into a community farm and was run by an advisory committee and in 2000 it became an Environment Centre. In early 2006 an advisory committee was established for the development of a master plan for future development at Edendale Farm. The committee included Russell Yeoman, a former long-time shire planner and founding member of the Eltham District Historical Society. Various family scenes taken from outside the family home on the southeast corner of the intersection of Nyora Road and Pitt Street with Eucalyptus Road. Also, scenes of the Stokes Orchard and equipment used, construction of water reservoir at the end of Nyora Road near Reynolds Road and Diosma Road as well as early stages of the Stokes Orchard housing development. Frank Stokes worked as a qualified accountant at Kennons leather factory in Burnley, while living at 1 Thomas Street, Mitcham. He suffered from migraines and wanted to go back to the land (he had previously worked on farms and orchards since coming to Australia in 1926 both in WA and Vic.). He first travelled to the district by train in July 1942 to find land with the intention to establish an orchard. By chance he met Arthur Bird of Bird Orchard (bounded by Pitt Street, Eucalyptus Road and Wattle Grove) and they got talking over their common interest. Arthur put Frank up for the night and pointed out the land, 158 acres- Taylor Estate- £900, part of Crown Allotment 15, Section 5, Parish of Nillumbik (CA15) somewhat diagonally opposite Bird Orchard. He applied through the Riverina Agency to purchase the land who in turn had to get permission from Canberra to sell as there was a new government regulation banning land sales except for immediate production. He obtained a loan on his Mitcham house of £600 @ 5% and paid £450 deposit with quarterly payments of £15 over 5 years. The title to the property was issued May 15, 1946. He was helped and advised by Arthur Bird who farmed the neighbouring orchard. Early 1943 he took possession and would catch the train out to Eltham on Fridays after work and began building a hut for shelter and to lock up tools. He was able to pay a neighbour (Hawkins) to help with clearing and fencing 25 acres and with a horse and single furrowed plow, planted approximately 2,500 fruit trees - cherries, peaches, plums, almonds, pears, apricots and lemons as well as a few apples and oranges; a massive job. A huge problem was hares and rabbits eating all the new buds off the tiny trees. As well as laying poison he painted the trees with a mixture of cow manure and lime. Often working by moonlight. It was extremely difficult to get wire and wire netting because of the war but after much effort he obtained a permit from the Agricultural Department for supplies in March 1944. In February 1945 he applied for a permit to build a “packing shed” as no house building allowed. It was to be 33 feet x 21 feet and cost £312. Constructed mostly from second-hand materials, which was hard to obtain, especially iron for roofing. Frank finished work at Kennons October 31, 1945, and in March 1946 he sold the Mitcham house for £1230 plus £170 for furniture. The family of five then moved into a very unfinished at Eltham, which was a struggle to weatherproof. Eventually rooms were divided off and lined with hessian bags and whitewashed. Their income was firewood (cut and sold), selling rockery stones and cut sweet bursaria. (It was discovered during the 1940s that Bursaria contained the sunscreen compound Aesculin. The RAAF utilised this compound from Bursaria during WW2 for pilots and gunners.) The orchard’s first fruit sale was a 1/2 case of Le Vanq peaches in December 1947 - 8 shillings. In 1956 plans for house were drawn and Glen Iris bricks purchased (1956 Olympic Rings variant). The building of the house commenced in 1957 - 12 feet of original packing shed removed – and was completed in 1959. Water was connected from newly built pressure storage on the property at the end of 1959 and the electricity connection for the first time at 3pm on April 29, 1960. In the mid-1970s the Shire of Eltham divided the orchard up into numerous rate-able parcel lots, which became unaffordable for Frank. Consequently, Stokes Orchard was turned into a housing development by Macquarie Builders and marketed as the Stokes Orchard Estate in two stages; Stage 1 encompassing Scarlet Ash Court, Ironbark Close and Peppermint Grove bounded by Nyora and Eucalyptus roads c.1976 and Stage 2 encompassing Stokes Place, Orchard Way, The Crest and The Lookout bound by Nyora and Diosma roads c.1979. The development of Orchard Way, The Crest and The Lookout did not proceed as planned due to the lack of the sewer along Diosma Road and so many of the proposed lots were incorporated into five-acre parcels instead. In 1906, Australia produced The Story of the Kelly Gang, claimed to be the world’s first commercial feature-length fiction film. Shot on location outside Melbourne, the film traces the life of the legendary Australian bushranger, Ned Kelly. The 1906 film is believed to have been about one hour in length. Only fragments, approximately 15 minutes survive, the majority of the cellulose nitrate film stock degrading. In 2006 with meticulous restoration work by the National Film & Sound Archive, nearly a quarter of the film was pieced together and digitally restored by Haghefilm preservation laboratories in Amsterdam. The film's narrative has been reconstructed based on the original footage and intertitles. Additional titles (based on text from original program booklet) and associated material has been inserted to provide a more complete sense of the original production.
