Federation University Australia was established on 1 January 2014. Formerly known as the University of Ballarat, its enabling legislation was the University of Ballarat Amendment (Federation University Australia) Act 2013. Although formally created as a University in 1994, the University of Ballarat has a lineage back to 1870 with the establishment of the School of Mines Ballarat, making it the third institution of higher learning to be established in Australia and the first to be established in regional Australia. Work began on the Library construction in 1968. This was when it was known as Ballarat College of Advanced Education - Mount Helen. The Library started on the ground floor in 1970. In 1971 a contract for a four-storey library was drawn up and construction began the same year. The building opened in 1973, occupying two stories of the current building. The library grew and with Commonwealth Grants was able to develop its collection. In 1987 the library achieved an annual budget of over $1 million. The Teachers Resource Collection was added and by 1989 the library expected to occupy the top three floors plus the lower ground floor. A flexible study area on the top floor was introduced 1990-1991. 2010 saw the completion of a new stage in the history of the library. It now includes new study and research areas including the Geoffrey Blainey Research Centre with access to the University's Art and Historical Collection. The E. J. Barker Library is named after a former Principal of the School of Mines Ballarat who then became the first Director of the Ballarat College of Advanced Education, now Federation University. Jack Barker played an active part in education and was awarded the Medal of the Order of Australia. Margaret Stevens was the inaugural Head of Nursing at the Ballarat College of Advanced Education from June 1985 until her retirement in 1989. During the 1980s there was a growing acceptance around Australia that Nurse Education needed to be more science based to allow nurses to cope with the vastly increased appearance of technological devices in the hospital wards. The response was to shift such training into Higher Education institutions. The State Government decided that Nurse Training in Ballarat should move from the Hospital to Ballarat College of Advanced Education. in 1986. Margaret Stevens had been a senior Nurse Educator at the Ballarat Base Hospital for many years and was selected by mutual agreement between the two institutions to devise the new course and plan its implementation so that it would gain the approval of the Nurse Registration authority. In addition to consulting widely with other Nurse Education specialists and supporting departments in Ballarat College of Advanced Education, Margaret negotiated with over 70 medical establishments to work out arrangements by which the students would be placed in work experience as required by the course. She was also involved in the required additional staff appointments and in planning for a new building on Campus. The course was commenced in 1986 and the transition successfully achieved, thanks largely to Margaret's diligence. In 1987 the Review of Registration of Health Practitioners interim report was published by the Health Department Victoria. Margaret Stevens was appointed by the Health Minister to represent the College of Nursing, Australia. This was a landmark review with long-reaching implications. In 1958 the Ballarat Teachers' College moved from Dana Street Primary School to a custom built college in Gillies Street. Accommodation again became a problem in 1968 with the introduction of the three year Diploma of Teaching (Primary) course. On 19 December 1972 the State College of Victoria Act received Royal Assent. The Act restructured the teacher training policies of Victoria. Ballarat was one of the State Teachers' Colleges which until 30th June 1973, was under Education Department control. Ballarat Teachers' College was renames the State College of Victoria at Ballarat and had its own governing council. In 1975 State College of Victoria at Ballarat moved to the Ballarat Institute of Advanced Education campus at Mount Helen, and the name was changed to Ballarat College of Advanced Education. Small, green, soft covered booklet. Th book includes course, regulations, assessments, subject details, general information, art collection overview and student organisations. The Pitman Benjamin Prize for Engineering Sustainability is awarded to the Civil Engineering student whose thesis best promotes sustainable engineering. It is awarded in memory of a Heather Pitman, the first woman to graduate in Engineering at Ballarat. The Pitman Benjamin Prize for Engineering Sustainability is sponsored by Benjamin Real Estate, and was first awarded in 2006. Heather was the first female graduate from Ballarat College of Advanced Education and obtained outstanding results. Throughout her career she worked predominantly in local government and for much of that time with the Shire of Ballarat, then the City of Ballarat. During that time she worked as a civil engineer and in planning. Heather was a trail blazer in many respects and was one of the first women to be employed into an engineering position at that time. It was not easy, and she applied for about 200 jobs before being employed by the Shire of Greensborough, north of Melbourne. In 2002 Heather Pitman was Land Development Engineer with the City of Ballarat. The following year she was the City of Ballarat's Manager, Building & Assets. On 28 March 1981 the Ballarat College of Advanced Education 1870 Founders hall was opened. The hall was erected from the proceeds of the Centenary Appeal, held in 1975. It cost approximately $800,000. The hall commemorates the initiative of the founders of the original Ballarat School of Mines and its "descendants", including Ballarat College of Advanced Education, as well as formal technical education in Australia. The hall plans were to erect a building to accommodate 670 persons in a theatre type seating arrangement and to be used for multi-purpose use by community groups as well as by the College. Construction of the hall commenced in 1978. It was opened approximately 110 years after the Ballarat School of Mines (26 October 1870) and 10 years after the opening of the Mt Helen Campus (31 October 1870)..1) Morgan B.
