Kew achieved independence from the Boroondara Roads Board in 1860. As a new municipality, its first three leaders were designated as chairmen. On becoming a borough in 1863, its leaders were identified as mayors. The earliest photographs date from ca.1906, when the Town of Kew commissioned the noted local photographer Josiah E Barnes to produce standardised portraits of former mayors to be displayed in the Mayoral Chamber of the Town Hall. The collection also includes photographs by other well-known photographic studios such as Burlington Studios, Melba – Melbourne, Stuart Tompkins, Spencer Shier and Talma & Co. The majority of mounts identify the photographer. Eighty photographs are housed in their original frames.This portrait is one of a series of mounted and framed photographic portraits of Mayors and Town Clerks of the former Borough, Town and City of Kew, for the period 1863 to 1969. The portraits were transferred by the City of Kew to the Kew Historical Society in March 1989. A Significance Assessment in 2018, funded by the National Library of Australia confirmed the historic, and often artistic significance of the series. Framed portrait of Cr. C. J. Miss Olive Codling was a Foundation Member and a Life Member of the Wodonga Historical Society. Many of her prize-winning photos are held in the Society Collection. Possibly George Bird (1845-1920) prior to his marriage to Janet Kilpatrick in 1878. However the contextual placement of this photo in the album opposite who is believed to be a young Phillip Shillinglaw in 1865 does not seem to fit though the person does not look like a Shillinglaw male and may well be a family member by marriage. Overall, they operated in Melbourne from 1871 through at least 1910 though Carte-de-Visite photos were superseded by 1890. A portrait of Legatee Arthur Henson Smith who was a legatee that had rejoined to serve in the second World War. His ribbon bar indicates he had served in the first World War. His Vale notice that appeared in the Bulletin on 22 January 1973 says he had landed at Gallipoli on 25 April 1915. He went on to serve with the 2nd Brigade AFA and the 3rd Army Brigade Artillery. On 1 May 1940 he enlisted with the 2/9 Field Regiment of the 2nd AIF with the rank of Lieutenant-Colonel and served in Syria and the Middle East. Arthur Smith was inducted into Legacy in 1935 and served on many committees, until he reluctantly was put on reserve list in 1965 due to illness. He died in 1973. The portrait was in an album of photos taken in the 1940s (mostly 1945). Margaret Shillinglaw was William and Jean Shillinglaw's ninth child. She was born at Northcote March 3, 1856 and died at North Fitzroy September 7, 1933. She never married. Stewart & Co operated from 217 Bourke St., East from 1871 to 1876 and from 217-219 from 1877 to 1889. Other locations included 42, 284 and 286. Overall, they operated in Melbourne from 1871 through at least 1910 though Carte-de-Visite photos were superseded by 1890.
