A civic campaign for new public offices developed in Kew in the 1880s. After much deliberation, the location chosen was the junction of Bulleen and Cotham Roads. The buildings were designed by George Watson and John Henry Harvey, architects within the Department of Public Works (Victoria). Building was commenced in 1887, and after one year, the buildings were opened. The Post Office was transferred to the new Commonwealth Government in 1901. The Police Station and Court House, sold by the Victorian Government to the City of Boroondara in 2007, are now a community cultural centre and performing arts venue.The buildings were listed on the Victorian Heritage Register Register (HO885) in 1991. They are historically and architecturally significant to the State of Victoria because Watson and Harvey's designs exhibit diversity in integrating civil offices, they accommodate the apex of road junctions, and they demonstrate a departure from the contemporaneously favoured High Victorian Classical to the Queen Anne style in the design of civic buildings.The sole means of heating the Court Room of the former Kew Court House was this open fire place (now no longer useable). Tait collection: item 32 of 62 This document contains details of the Will and Probate of Ellen Hart, a married woman of Warrnambool who died in January 1905. Ellen Hart (nee Stocker) 1829-1905, came to Victoria in 1859 with her first husband, George Greening, and two of their children. George Greening died in 1863 and Ellen married a widower, George Hart, in 1881. Ellen and her second husband were involved in the activities of the Warrnambool Methodist Church. Ellen Hart left real estate to the value of £400 and personal estate to the value of £9. The beneficiary was her stepdaughter, Charlotte Hart. Ernest Chambers, who had legal offices in Warrnambool, Port Fairy and Koroit at the end of the 19th century and the beginning of the 20th century, was the lawyer concerned with this document. He had it in his possession and it was passed down to successive lawyers occupying the legal premises in Kepler Street where it was located in 2014. It was then passed on to the Warrnambool and District Historical Society.This document is of interest as it contains details of the Will and Probate of Ellen Hart who lived in the Warrnambool area for many years in the 19th century. He left personal estate to the value of £316, with the beneficiaries being his wife, Eleanor and his son George. The lawyer concerned with this document was Ernest Chambers who had legal offices in Port Fairy, Koroit and Warrnambool at the end of the 19th century and the beginning of the 20th century. He had possession of this document and it was passed down to successive lawyers occupying the legal premises in Kepler Street, Warrnambool and located in this Kepler Street building in 2014. This document is of minor significance as Patrick White was not a resident of Warrnambool. Tait collection: item 24 of 62 This is a 1904 document giving information on the Will and Probate of Robert Cuppage. He was a labourer who lived at Woodford and he and his wife, Jane received much sympathy following the deaths from diphtheria of five of their children in 1866. Charlotte (3) and Elizabeth (14) died on 26th August, Robert (6) died on 27th August, Hanne (8) died on 30th August and George (15) died on 14th September. Jane Cuppage died in 1889 and Robert died in December 1903. He left real estate to the value of £240 and personal estate to the value of £5 to his daughter, Margaret Trigg. Ernest Chambers had legal offices in Warrnambool, Port Fairy and Koroit at the end of the 19th century and the beginning of the 20th century. Tait collection: item 56 of 62. This is a document giving details of the Will and Probate of Hannah Wines of Warrnambool. She died in 1909 at the age of 77 years. She was the widow of Charles Wines who died in 1900 and they had migrated to Australia from England in the early 1850s. They settled first in the Woodford area and in the 1880s moved to Mailors Flat. Hannah and Charles Wines had a large family with eleven surviving children at the time of Charles’ death in 1900. Hannah Wines left no real estate but had personal estate to the value of £8. This she left to her daughter Sarah Lees. This document was in the possession of Ernest Chambers, the lawyer involved in drawing up the document. He had legal offices in Port Fairy, Koroit and Warrnambool at the end of the 19th century and the beginning of the 20th century. The document then passed down to successive lawyers occupying the legal premises in Kepler Street, Warrnambool where it was located in 2014. This document is of some interest as it gives details of the Will and Probate of Hannah Wines who was a well-known resident in the Warrnambool area during the second half of the 19th century and the beginning of the 20th century. This book subtitled, ‘A Story of the Amazing Ability and Fidelity of an Australian Black Tracker’, has been written in the late 1930s by Edward Daniel Oakley (1877-1962). He was the fourth child of Thomas and Eliza Oakley who had the farm, Oakbank, near the mouth of the Hopkins River, Warrnambool (Otway Road area today). Edward Oakley first worked at Saltau’s shipping office in Warrnambool then ran a dairy farm, Halifax, near Cudgee. He later had wheat farms in the Grampians area and at Willaura before returning to Warrnambool in 1923. He built a row of shops in Liebig Street and opened a boot and shoe store. He was instrumental in persuading Fletcher Jones to open a shop in Warrnambool. After he retired he researched and wrote the story of Jimmy of Murrumbar. This book is of high significance because: 1. It was written by a local Warrnambool businessman, Edward Oakley. He and other members of his family were prominent residents of the city in the late 19th and early to mid 20th centuries 2. It was written in the late 1930s and tells of the story of a young aboriginal boy, one of the early writings appreciating the talents and worth of young aborigines. This is a hard cover book of 181 pages. A buff-coloured dust cover has been pasted over the hard cover and it has a black, grey and white illustration of a young aboriginal boy being chased. This illustration is repeated in black and white on the second page. The titling on the cover is in red and black printing. The front cover has become almost detached from the pages. An inscription on the inside cover is handwritten in black ink. This copy of Alexander Pope’s early 18th century translation of Homer’s Iliad dates from 1818. It has two signatures – Thomas Smith and Mary Riley. Nothing is known of the latter person. There were two people named Thomas Smith who were prominent in the Warrnambool district in the 19th century. One was Thomas Smith the printer and the other was Thomas Smith, a farmer from Wangoom who had a daughter named Mary. It is not clear which of these may have owned the book but the signature suggests an educated person and we know that the son of Thomas Smith the farmer was illiterate so it is unlikely that the father owned a copy of Homer’s Iliad. This book is of interest because of its age (1818) and because of the inscriptions. There may be no connection between Thomas Smith and Mary Riley – merely two owners of the book. The book will have greater interest when its exact provenance can be established. This is a brown leather-bound book of 536 pages. The front cover and spine have gold ornamentation with gold lettering. The spine covering is partly torn away and the binding is coming apart. The pages show some staining. Mr John Wilson Gillie was born on the 31st of March 1864. On the 31st of July 1880 he was apprenticed for four years to J.J. Wilson and Sons, Nautical Instrument Makers of Sunderland. Following the apprenticeship he spent six months to a year as an ‘improver’ in Glasgow, and then started a new company ‘Wilson and Gillie’ in North Shields. At this time sail had just given way to steam and wooden ships to steel, and the railways were competing with colliers for the carrying of coal from the North East of England to London and the South. In 1858 only seven out of 44 shipyards on the Tyne were using iron, but by 1862 there were ten, employing around 4,000 men. These changes had a significant effect on nautical instrument manufacturers, as the magnetic compass for a wooden sailing vessel was very simple and required little in the way of compensation. For steel vessels much more was required and this was a period of great development, both in the compass bowl and the binnacle in which it was housed. In 1870 Sir William Thomson (later Lord Kelvin) designed his dry card standard compass, which completely replaced all previous designs. Wilson and Gillie started as agents for the Thomson compass, but later J.W. Gillie, using similar principles, redesigned the compass suspension and patented the ‘UNIT’ standard compass. It became popular with local shipowners and shipbuilders. In 1910 the firm of John Lilley and Son (which had been established in London in 1812), found themselves in financial difficulties and were saved with the help of John Wilson Gillie, who established, on the 8th of August 1911, a new firm of John Lilley and Son Limited. John Lilley and Son had been the sole London agents for Sir William Thomson, a very enviable position during this period, when the Thomson compass led the field. Unfortunately, Mr. Lilley had quarreled with the Glasgow company, who withdrew the agency and established their own branch in London (later to become Kelvin White and Hutton). On November 7th 1913, the firm of John Lilley and Son Limited of London amalgamated with Wilson and Gillie of North Shields, and after this date instruments manufactured by the two companies bore the name John Lilley and Son Limited of London and North Shields. During the 1930s many of the London nautical instrument makers were in difficulties, including John Lilley and Son Limited and Reynolds and Son, Dobbie and Clyde Limited, and Mr. J.W. Gillie arranged an amalgamation between these two companies. The new firm became Lilley and Reynolds Limited. In 1943, with estate duties in mind, the North Shields company was reconstituted and took the name of John Lilley and Gillie Limited, although the shareholders, directors and personnel remained unchanged In the early 1970s Lilley and Gillie developed close links with Observator in Rotterdam, who manufactured one of the first fully reliable transmitting magnetic compass systems. The Observator shareholders, Holland America Line, bought the share capital of John Lilley and Gillie Limited., but retained all the personnel and the directors. Tug Melbourne: The barometer was salvaged from a 496-ton tug that had been built in 1952 and had sunk in Port Philip Bay on the 9th of August 1972 after a collision with the SS Nieuw Holland, in 1973 it had been raised and scraped at this time the barometer was salvaged. The tug had been renamed from the Howard Smith to the “Melbourne” after the Adelaide Steamship Co was taken over by Howard Smith& Co, who were heavily involved in towage, salvage and the stevedoring industries in 1961.The significance is that the item was on a vessel that was evolved in a serious collision in Port Philip Bay in 1972. This copy of the Certificate of Call to Arms was presented to Dr William Roy Angus at the completion of World War II by the May, Councillors and Citizens of Warrnambool in appreciation for his service. It is now part of Flagstaff Hill’s comprehensive W.R. Angus Collection, donated by the family of Dr W R Angus, 1901-1970, surgeon and oculist. During World War II between 1942-45, Dr Angus served with the Australian Department of Defence as a Surgeon Captain in Ballarat, Victoria, and in Bonegilla, N.S.W., completing his service just before the end of the war due to suffering from a heart attack. The Certificate is headed by a crown above the portrait of King George VI, the reigning British monarch at the time of WWII and afterwards. King George was King of the United Kingdom and the Dominions of the British Commonwealth, which is illustrated by the emblems of the Commonwealth countries and of the states of Australia. It also has symbols for the three Australian Military Forces; Navy, Army and Air Vorce. The Certificate also carries the Common Seal of the Mayor, Councillors and Citizens of the City of Warrnambool, and the signatures of the Mayor and Town Clerk. The W.R. Angus Collection: - The W.R. Angus Collection includes historical medical equipment, surgical instruments and material belonging to Dr Edward Ryan and Dr Thomas Francis Ryan, (both of Nhill, Victoria) and Dr Angus’ own belongings. The Collection’s history spans the medical practices of the two Doctors Ryan, from 1885-1926 plus that of Dr Angus, up until 1969. It includes historical medical and surgical equipment and instruments from the doctors Edward and Thomas Ryan of Nhill, Victoria. Dr Angus married Gladys in 1927 at Ballarat, the nearest big city to Nhill where he began as a Medical Assistant. He was also Acting House surgeon at the Nhill hospital where their two daughters were born. During World War II He served as a Military Doctor in the Australian Defence Force. Dr Angus and his family moved to Warrnambool in 1939, where Dr Angus operated his own medical practice. He later added the part-time Port Medical Officer responsibility and was the last person appointed to that position. Both Dr Angus and his wife were very involved in the local community, including the planning stages of the new Flagstaff Hill and the layout of the gardens there. Dr Angus passed away in March 1970.This is an example of objects used by or issued to Doctor Angus during and after his military service as Surgeon Captain in Australia during World War II. The W.R. Angus Collection is significant for still being located at the site it is connected with, Doctor Angus being the last Port Medical Officer in Warrnambool. The Collection includes historical medical objects that date back to the late 1800s.Call to Arms; certificate of service awarded as a tribute to W. R. The Dog’s Bar was opened in 1989 by the late Donlevy Fitzpatrick, who is credited with creating St Kilda’s bar culture. In the 1970s and 1980s he campaigned successfully against liquor licensing laws that prevented customers from sitting outside or ordering drinks without food. When her father died leaving three small children to bring up on her own, her Mother took them back to Russia to visit her own parents. In the following fateful year, Stalin came into power and the family was trapped by Russia closing its borders. At the age of twenty three, 1944, Alice entered Moscow's Institute of Decorative Arts and Applied Arts to study ceramics. Neither the subject of ceramics nor the academic drawing in fine pencil inspired her. At that time Moscow was surrounded by German troops, Russian culture was inhibited by the war and generally speaking it was not the time for arts. Alice said 'My soul and my hands were needed as a volunteer, to help the wounded soldiers survive'. Alice struggled through a lifetime of hardship and triumph before returning to her native land of Australia in 1981 at the age of 60.
