The man photograph in a garden is Joseph David Starkie, who was a Bulla Shire councillor for more than twenty years and during that time he was elected Shire President four times. He was also a member of the Sunbury Waterworks Trust and served as the chairman from 1905 - 1908. While serving on the water board he was instrumental in Sunbury gaining a permanent water supply. A drinking fountain has been erected on a reserve at the Village Green to honour the arrival of the permanent water supply to the town. The installation of a permanent water supply benefitted the town and contributed to a more reliable rail service as steam trains refilled their tanks with water at Sunbury Station. "The water storage tank (the ‘golf ball’ tower) was located in Cassells Road, and for many years it played an important role in supplying the Research and Eltham communities with drinking water. However, due to prior upgrades of water supply infrastructure in the area, these communities are receiving their water supply in a more reliable way. The storage tank was no longer operating and as it no longer served a purpose, the time had come for it to be removed. Decommissioning works occurred between November 2016 and January 2017, and the tower was removed in March 2017." The 19th of May marks the anniversary of the turning of the first sod of the outfall sewer. In 1888, a Royal Commission into Melbourne’s public health led to an ambitious plan to construct a sewerage system of underground pipes, sewers and drains to carry sewage from homes and factories to a sewage treatment farm. The commission also supported the establishment of the Melbourne Metropolitan Board of Works (MMBW), the authority that would build the sewerage system and manage Melbourne’s water supply. Water scheme trust was created by the Governor in Council, 23/1/1963 and consisted of 3 Councilors of the Axedale Riding of the Shire of Strathfieldsaye and 3 members appointed by the Minister of Water Supply. The waterworks opened in April 1964Exercise book from the Axedale Waterworks Trust containing list of names and amounts of money due. Several receipts are either stapled to the book or loose inside issued to the trust by various businesses: Modern supplies, D. Smyth and son, Hardware Co. of Australia, Country Roads Bendigo J.G. Hibberd. Several other loose handwritten pieces of paper are inside, mostly recording payments or money dues also, two water reading slips, a notice of extraordinary meeting and an estimated receipts and expenditure for the year ending 31st December 1966. A newspaper article with photo of Mr. John Giovanetti, secretary of Bendigo Sewerage Authority is also included. The book covers the years from 1963 to 1966.
