Eltham Courthouse Officially Reopened (Jim Connor, EDHS Newsletter No. 263 April 2022) In the Conservation Management Plan prepared in 2006 for the Eltham Justice Precinct there is mention that more than 350 court houses have been built by the Public Works Department since 1856, when the Department was established. It also states Eltham was in an early group of 'Victorian Free Classical' structures, featuring a projecting entry porch and gabled roof. Characteristically, this group shares a simple, rectangular shape, central placement of the court room with smaller-scale offices set back at the sides or rear of the court room, arched openings, and decorative string courses. The Statement of Significance listed in the Victorian Heritage Register states: ‘The Eltham Court House dates from the time when the town was largely self-contained. It was initiated in response to itinerant gold prospectors who turned to crime when their quest was unsuccessful. This type of localised solution is characteristic of the self reliance preserved in Eltham today. The court house is an important symbol of the spirit which makes Eltham distinctive as a community.’ It also states: ‘The Eltham Court House, built in 1860, is one of only two intact examples in the state of this simple design with projecting entry.’ So with this background it is most appropriate this valued historic building has recently been the subject of a total restoration, as detailed in previous newsletters. This was a major project undertaken by Nillumbik Shire Council. At a small function in the Eltham Courthouse, on 23rd March 2022, Nillumbik Shire Council Mayor Fran Eyre declared the fully restored building officially reopened. In doing so the Mayor spoke about the earlier law and order function of the court and the importance of this building to the Eltham community. Wingrove Ward Councillor Geoff Paine then highlighted the importance of historical societies and groups within the shire and their valued activities in recording and preserving their local history. EDHS president Jim Connor thanked everyone involved with the project and provided an overview of the history of the courthouse. Michael Ioannides, Council’s project manager, spoke about how the restoration process proceeded and those involved in undertaking the works required. Cr. Natalie Duffy, various council officers, EDHS executive committee members, as well as representatives of the head contractor Ducon Building Services and the heritage advisors, RBA architects and Conservation Consultants, were also in attendance, as was a representative of Nillumbik U3A. After the formal part there was some light hearted interpretation of how past legal proceedings may, or may not have, occurred within this courthouse, before some refreshments were shared in the former second courthouse at the rear, which is now utilised by Nillumbik U3A. Prior to that its location at the junction of the Diamond Creek and the Yarra River made it an important meeting place for the Wurundjeri people. The park combines formal elements and sporting facilities with remnant bushland that is of environmental significance. It is home to sporting and horse riding clubs, popular play spaces and the Diamond Valley Miniature Railway, which attracts large numbers of visitors. The park will be the venue for our July excursion which will comprise a walk of about 3.5 km around the park and adjacent areas. Along the way we will discuss the history and natural history of the area. The path along the creek and the river provides a pleasant and scenic walk. This walk on Saturday 1st July is about 3.5 km in length and will take 2 to 2.5 hours. It will start at 2pm at the Main Road car park at the front of the park. (Melway ref 21 H 10). Notes concerning impact upon Eltham War Memorial Garden of a proposed roundabout at Dudley Street, Eltham, September 1996 - In 1996 Nillumbik Shire Council proposed the provision of traffic lights or a roundabout to alleviate traffic concerns at the intersection of Main Road with Dudley street and Panther Place. The Society had no real concerns with Panther Place as it had no perceived impact upon Shillinglaw Cottage however survey pegs for a new road alignment to provide for a roundabout at Dudley Street were placed within the Eltham War Memorial Gardens which was significant concern. Harry Gilham, then President of the Society was on the working group with Council and the RSL to discuss this proposal. Ultimately it did not proceed and traffic lights were installed. No action occurred at Panther Place. 2. Notes pertaining to Eltham Town Focus Group and the Eltham War Memorial Trust property, c.January 1997 - These notes from Harry Gilham relate to a draft report "A Community Vision for 'The Eltham War Memorial Trust' Property Main Road, Eltham" being prepared at the request of Chief Commissioner Don Cordell, Nillumbik Shire Council, 31st January 1997. Harry handed over these notes to Jim Connor on 14 March 2010. Jim had replaced Harry as President of the Eltham District Historical Society in 2009. They also reference Stanley S. Ron White was born in 1920. He received a Diploma of Mechanical Engineering at Footscray Technical School in 1946. He started work as a laboratory assistant and after several promotions was appointed Senior Operator in 1948. In 1949, he was Engineer, Grade 1 (Hydro Areas). After further promotions he became Assistant Area Engineer, Rubicon at new Eildon Power Station and Area Engineer, Kiewa in commissioning Mt Beauty Terminal Station and West Kiewa Power Station.. By 1956, he was the Area Operations Engineer at Kiewa and four years later the Kiewa Electrical Superintendent (Operations and Maintenance) . In 1961, he was officially recognised as deputy for the General Superintendent, Kiewa. In 1966 he was appointed General Superintendent Kiewa and Kiewa became 'a branch of the Transmission Department'. In 1974, the Rubicon / Eildon Area was also under Ron's control. His title was "Principal Hydro Engineer, Hydro Division, Transmission Operations Department. He held this position until his retirement in 1985.Ron White was an important identity in his role as Principal Hydro Engineer from 1966 to 1985 after the completion of the Kiewa Hydro Electric Scheme. His long period of service involved him in the construction, operation and maintenance of the SECV's Hydro Electric Schemes and administration of related catchment areas. He had a close association with the local communities and care for the welfare of employees. He lived in Mt Beauty and was well respected in the community and beyond. This is a photograph of a railway camp, set up to house workers and their families when building the Bairnsdale to Orbost Railway from 1914-1916. The man in the foreground was one of three men killed in an explosion "noon on the railway construction works at Hagen's Cutting, about two miles from Orbost, three men being killed. The victims were John Carroll, con- tractor, his son, Peter Carroll, and John Sullivan, a navvy. The gang had just finished work, and the three stayed behind to draw a blasting charge, which had missed fire yesterday. J. Carroll was using a pick, and it is presumed that the tool struck a percussion cap, and fired the charge. He and Sullivan were killed instantly, Carroll being literally blown to pieces. Fragments of his body and garments were recovered from the surrounding bush, and the main portion of the trunk, with leg attached, was hurled a distance of 200 yards. Peter Carroll was terribly- injured, and he died before medical aid arrived." (from The Mercury Saturday March 114 1914) The Bairnsdale-Orbost railway was opened in 1916 to serve the agricultural and timber industry. Because of the decline in traffic and heavy operating costs, the line was finally closed in August, 1987. Orbost Railway Station was opened on Monday 10 April 1916 as the terminus of the Orbost railway line, and closed in 1987. The station was located on the west side of the Snowy River despite the town of Orbost being on the east side of the river, in order to save on the costs of a bridge over the river, which at the time had highly variable levels. This item is associated with the history of the Orbost-Bairnsdale railway line and therefore reflects the role that the rail line played in the social and economic history of Orbost.A black / white photograph of a campsite. Australian Rules football had been played in the Bacchus Marsh area from at least the 1870s. The first meeting to form a club was held in Bacchus Marsh in 1874 but it was not until the 1880s that regular matches were played in the district. In 1912 it was decided by representatives from a number of football clubs in the district to form a football association to better organize and promote the development of the game in the district. Hence by 25 May 1912 the Bacchus Marsh District Football Association was formed comprising the following clubs: Bacchus Marsh, Deer Park, Melton, Parwan, and Maddingley. This image shows the delegates from the various clubs to the newly formed association. The individual people in the image have been specifically identified but the clubs they represented have not. The unnamed umpires in the image have been identified by the honorary historian and statistician of the Australian Football League Umpires Association, David Flegg. Left, Fred Lucas (Goal Umpire), centre, Evan James (Field Umpire), and right, James Smith (Goal Umpire). The date of this image is 9th August 1913. Newspaper reports in the Bacchus Marsh Express on 9th August confirm the participation of these umpires in a Bacchus Marsh versus Melton match on this date. The match took place at Maddingley Park, which appears to be the location where the picture was taken.This item has historic and social significance as an image of one of the early sporting administrators of Bacchus Marsh and District. It is a typical example of group photographs of this era. It is evidence of the transition of football from a social informal setting to an organised activity and signals the growth of importance of sport, in this case Australian Rules football, as a cultural and social activity central to the Australian ethos. It reflects the pride local districts invested in their local sporting clubs. A sepia photograph mounted on a cardboard mat, showing a group of sixteen men arranged in three rows in a park setting. Twelve men are dressed in suits, collars and ties, a thirteenth man is wearing a uniform coat with epaulettes. Several of the men are wearing ribbons which may indicate their membership of the Association, and/or their status as delegates. In the front row, three men are crouched, two wearing white coats over their suits, and holding white flags, denoting their role as goal umpires. The middle man, the field umpire, is wearing long-sleeved top, shorts, socks and laced-up athletic shoes. On the front, under the photo, hand-written, the words: Delegates 1913. HENRY SMERDON (Harry) HOLMES was born in 1897 at the family property, ’Sauchieburn’, 17 km north of Ballarat, in the Ascot district. He was the youngest of four children. After finishing his education at St Patrick’s College, Ballarat, Henry joined the Holmes family farming interests. At the age of 18 he enlisted and served with AIF in Egypt, France and Belgium 1915-1918. Henry served at the famous battlegrounds of Ypes and Somme in the Australian Army 8th Battalion https://www.awm.gov.au/collection/U51448 He was a Driver with the 4th D.A.C.https://www.awm.gov.au/collection/U51219 According to his Soldier's Pay Books (Cat. No. 20112) Holmes Registration number was 7983. He was Catholic and enlisted in the Third Military District on 17 September 1915, and embarked on 8 November 1915. Holmes was in the 18th AASC Unit with the rank of Driver at that time. On 15 November 1918 Holmes was promoted to Lance Corporal. He received leave on: * 3 August 1917 - London (10 days) * 19 February 1918 - Paris (10 days) * 27 August 1918 - London (14 days) In 1922 Harry married Edith Pickford of 'Yeovil', Clunes, and they lived at 'Sauchieburn' with Henry's brother Willie. In 1933 Harry and Edith built a new timber home 'Launchley' (Ascot) on the rise east of 'Sauchieburn' on the Ballarat - Maryborough Road. The home was built by Con Zilles to the designs of Clegg and Morrow. In 1938 Harry and Edith purchased a property at Derrinallum, Victoria and called it 'Launchley Park' on their first son's return from World War 2. In 1953 Harry purchased William and Charlotte's portion of 'Sauchieburn' for his son, Bill, and daughter-in-law Margaret. Worn by three brides in 1941, 1944 and 1948. The dress was made for Eva Elizabeth (Bid) Harvey for her marriage to Morris Langlo West on 2 October 1941 at St James Catholic Church, North Road, Gardenvale. They had two children, Julian (1942-2005) and Sr. Elizabeth West (born 1942). Bid was born in 1906 to Michael and Kitty Harvey. They lived at 51 Cole Street, Elwood. The bridesmaid was Bid's niece Jocelyn Hickey. The dress was also worn by Jocelyne Dorothy Taylor when she married John Carlisle (Carl) Harvey (Bid's brother) at James Catholic Church, Gardenvale on 30 June 1944. Jocelyne's bridesmaid was Jocelyn Hickey and the best man was Basil Robinson. The reception was held at 'Birdwood', Birdwood Avenue, Brighton. Jocelyne was born in Rangoon, Burma in 1921 and was the eldest daughter of Stanley and Dorothy Taylor. Carl was the only son of Michael and Kitty Harvey. Jocelyne and Carl lived at 15 Harwood Street, Elwood and later at 54 North Road, Brighton. They had five children, Michael, David, Jennifer, Robert and Eric. The third bride to wear the dress was Jocelyn Mary Hickey, who was bridesmaid to Bid and Jocelyne. Jocelyn Hickey was born in 1929 to Daniel and Doreen Hickey (Bid's sister and Jocelyne's sister-in-law). Jocelyn married Gerard Leslie O'Donnell at St James Catholic Church, Gardenvale in 1948. The bride's attendants were Adita Smith, Maureen Bow and Jacqueline Connell. The groom's attendants were Jack Fallon and Con O'Donnell. The reception was held at 51 Cole Street, Elwood. Nillumbik Commissioners used 'reserve power's to permit a controversial Shell service station and Hungry Jack's restaurant development at the former Eltham Shire Office site at 895 Main Road. More than 200 people attended the Council meeting in the public gallery and protested at the decision. 32 personal submissions were made to Council's Planning Special Committee meeting whose members vioted 3-2 against the development. The Committee consisted of the three Nillumbik Commissioners and three community members (Jim Connor, Bronwyn South and Janet Mattiske). Chief Commissioner Don Cordell, a former Shell employee excused himself from voting and the three communbity memebrs voted against the submission. The other two commissioners, Vin Heffernan and Kevin Abbott voted against it. They then immediately closed the meeting and opened a Council meeting lasting just seconds to use special reserve powers to overturn the decision. Subsequent to this the Commissioner run Council held a special meeting on Wednesday, October 23, 1996 where Commissioners Kevin Abbott and Vin Heffernan thanked all three community members of the Planning Special Committee and advised that their powers had been revoked. The article includes a joint statement from all three sacked members in which they state they have been able to bring a community perspective to the planning applications placed befopre the committee which has resulted in modifications to planning decisions. R.M. Serjeant was listed as a mining manager and Joseph Flude as a metallurgist. In 1875 they were both living in Ballarat. The patent number is A.D.1875, 4th March. No 2031. According to the patent the hearth of the furnace is in the form of a cone revolving horizontally. The feed is supplied to the apex of the cone by an archimedian screw. The crown of the furnace comprises a double covering or roof with an intermediate chamber for receiving heated air. The inner covering is pierced to admit of the heated air being brought into contact with the pyrites on the face of the revolving hearth. The discharge of the roasted substance is affected by means of a scraper at the base of the cone. It was claimed that this was a new mode of introducing heated air, and the exclusion of flame during the operation of roasting pyrites. The self-acting charge and discharge of the furnace and the peculiar construction of the hot air chambers, and the use of perforated bricks through which the supply of air is affected were also new. The extraction of the gold from pyrites and the utilization for commercial purposes of other substances connected with pyrites are peculiarly important to Ballarat, because were a simple and inexpensive method devised there are millions and millions of tons of quartz that would then be made remunerative. With this thought in their minds two scientific gentlemen invented the school of mines self-acting rotatory furnace. This, for lack of funds, has not been completed as yet, but the amount in hand for the purpose is daily increasing, and it will eventually be an accomplished fact. It is in contemplation also to erect machinery shops in connection with the school, and it is purposed to con struct a steam-engine to do at once the work of the pyrites treatment and the ma chine room. A model shaft and mine too are being prepared for on the reserve, so that practical mining of the most thorough character may be taught on the ground.'Large indenture on red bordered vellum. The indenture was regarding a patent for the benefit of the Ballarat School of Mines. Letters Patent for an Invention for Roasting Pyrites to be called 'the Ballarat School of Mines self-Acting Pyrites Furnace" to Robery Malachy Serjeant and Joseph Flude. The large document is on a vellum type paper complete with stamps and seal. The document is signed by Acting-Governor William Stawell.
