The City of Ballarat unanimously resolved to erect a Civic Hall in Mair Street in 1951. The architects, Gordon Murphy, of Melbourne, and H.L. and L.J. Coburn, of Ballarat, were commissioned in 1952. The Council constructed the foundations and footings for the building under the supervision of the former City engineer, Mr L.H. Finch, in 1953. These footings are of massed concrete. The design for the building took advantage of the cross fall of the land, providing for the Small Hall to be entered from the Doveton Street frontage through a foyer under the Main Stage, the structure is steel with brick panels, with accommodation for 1,592 persons in the Main Hall and 440 persons in the Lower Hall. The front facade faces Mair Street, set back from the building line to provide for the entrance drive-ways and kerbed gardens. Tenders were invited on a firm price basis. A young Ballarat master Builter, Walter Benbow Trahar was the successful tenderer, the contract price being 139,841 pounds. the work was commenced in 1953 and has proceeded in spite of material and labour difficulties until its completion. The following statistics are of interest:- * The foundations contained 200 cubic yards of concrete. * The constructional steel work weighs approximately 270 tons. * The reinforcing steel 47 tons. * Reinforced concrete in the structure, 1,100 cubic yards. * The approximate number of bricks in the building, 580,000. * The flooring is of selected kiln-dried hard wood and totals 40,000 lineal feet. * The dimensions of the Main Auditorium, 100ft by 86 ft, including the side promenades each 82ft by 13ft. *The Main stage, of reinforced concret with parquette finish measures 62 ft by 40ft. *The floor area of the Lower Hall is 74 ft by 38 ft, and has a stage dimensions of 40ft by 20 ft. * Each hall has independent heating and ventillating systems. Where possible the material in the building was furnished from local business houses. The public address installation, which provided for additional microphones, is on the main Stage. There is inter-communication throughout the building connecting the front office, with the bioscope box, the stages in both the large and lower halls, and the Hallkeeper's residence. Local craftsmen have completed the painting, plaster work, and the electrical installation; local produced materials being used in the construction of the buildings with the exception of the timber for the Main Floor, the roofing and the structural steel. The City of Ballarat Councillors in 1956 were Councillors N. T. Callow, F.J. Cutts, K.C. Webb, W.E. Roff, O.W. Curnow, F.T. Woodward, Allan C. Pittard, A.W. Nicholson, J.A. Chisholm, G.L. Scott, F.W. Oliver, A.D. Mason. The Town clerk was H.R. Maddern and the City Engineer was G. Murrowood. A City of Ballarat Council meeting of 25 September 2013 voted to demolish the Ballarat Civic Hall. The Council heard from nearly 50 members of the public during a marathon six-hour meeting. Councilors John Birt, Des Hudson, Amy Johnson, Josh Morris, Peter Innes, John Philips supported the motion to demolish Civic Hall. Councillors Samantha McIntosh, Vicki Coltman and Belinda Coates voted against the motion.Six page souvenir Program of citizens' entertainment on the occasion of the Opening of Ballarat Civic Hall on in August 1956. Mayor Neil Callow's Message: "To-day, our citizens witness the fulfilment of the most extensive Municipal undertaking in the City's period of recent prosperity and development. Their Hall now fills a requirement of which they have been deprived since the Coliseum building was destroyed by fire over 20 years ago. The building has been designed as an all purpose structure and I am hopeful the citizens will use it and enjoy it to its fullest extent. Your Council and its Architects have planned as broadly as possible for the benefit of all to-day and for years to come. We are proud of the work executed by a Ballaarat Master Builder whose work is a monument to the City's craftsmen. I feel I should also remind this assembly that the women of Ballaarat, back in 1951, provided funds which have been applied in the purchase of a Grand Piano and two Upright Pianos which are now installed in this building. The sincere hope of myself and your Councillors is that this Hall and its amenities will prove of immense value to the development of the cultural and artistic tastes of this community and that it will be freely used for these and many other purposes. From now on this magnificent building and its furnishings and equipment will be available to all. I strongly exhort you to use and protect it. "In April 1969, the first major residential development in Melton began with the release of 148 homes for purchase. This was the first stage of a staggered release of a planned 30,000 homes for 100,000 people by 1990. The development, called Westmelton Satellite City, was described as ‘a preview of tomorrow’.101 It was the first estate built in a ‘modern’ style, with curved streets, and dozens of culs de sac. Westmelton was also the first major development in Victoria to build all the supply lines to the houses – including electricity and telephone lines – underground. The six different home designs in Westmelton were ‘specially designed for the future’, and with allotments ten feet wider than regulations required, there was plenty of ‘space for gracious living’ and for a family swimming pool. The developers of this new estate were active in promoting Westmelton as a new community within the Shire of Melton. By 1971, the Westmelton City News reported that Ian McIntosh, General Manager of Westmelton, had given away $100,000 on behalf of the company ‘to aid community projects’. This included a $72,000 donation towards building a community centre in Westmelton, and $25,000 for the shire’s Olympic-sized swimming pool. Ian McIntosh and his family moved to Melton and Ian said he was ‘very much aware of the needs of [the] Westmelton community’. By the end of 1971, Westmelton was home to 100 new families. The modern residences were obviously an appealing drawcard, but so was the country feel that characterised Melton. Mrs C. Allen, described as a ‘housewife’, said she and her husband chose to move to Westmelton because of ‘the quality homes ... and we both love the clean, fresh, natural environment that surrounds us’. Similarly, Mr W. Coxhead, insurance consultant, moved to Westmelton because of the ‘clean, fresh country air’. Accountant Mr B. Swanton echoed their sentiments, describing Westmelton as ‘far enough away from the industrial pollution carried over Melbourne suburbs by prevailing westerly winds’. The new development attracted an increasing number of young, professional couples and families, representing the beginning of a significant shift from the predominantly rural and farming community of the district’s past. The Westmelton development had four different ‘neighbourhoods’ designed to cater to a variety of different lifestyle needs. Westmelton was the first to be established, followed by Brookfield, which offered ‘superb land in a rustic setting’. Brookfield Acres offered ‘wide open spaces with lots of room for a pool and even a tennis court’ on huge one-acre blocks, while Westlake was an innovative development with ‘different sized homesites’ and ‘lakeside living’.Westmelton was the first of many residential developments that would come to play a huge role in shaping the shire in the decades to follow".A marketing brochure for the Westmelton Satellite City developmentlocal significant events, council

This book is a report on the development of the city of Warrnambool in 1960. The seven sections it covers are, 1 Town Planning and beautification 2 Culture and Education 3 Town promotion and tourism 4 Recreation and youth work 5 Industrial development 6 Town Development 7 Community organization. There is a very comprehensive study on each of the sections. The population at this time was 15697. This report has social, historical and research significance. It is a comprehensive study of the city as it was in 1960, listing clubs, organisations schools and sporting clubs. It provides information on any development such as the Olympic pool and St Pius X1 school in West Warrnambool and the building of the Pontings store on the Lava St corner. It relates facets of our history which have changed dramatically in the last 60 years with the report on Peter Hand’s tobacconist having 3 vehicles covering the district travelling 4700 miles a month selling cigarettes. The Melbourne suburb of Kew gained independence from the Boroondara Roads Board in 1860, being declared a Municipality in that year. Kew became a Borough in 1863, a Town in 1910, and a City in 1921. The former City of Kew became part of a newly declared City of Boroondara in 1994. This very fragile document records the following information about streets in Kew - Name, Total Width, Width of Carriageway, Description, Government Gazetted - Year & Page.While the name of a street was formally acknowledged and published in the Victorian Government Gazettes, this document, compiled by a public officer, probably in the Town Clerk's Department, is the earliest known local record listing street names in the Borough, later Town, then City of Kew. The front page indicates that in 1865, the responsibility for an initial 36 streets in Kew was taken over by Council. The final annotation in the document was made in 1937.
