Environmental approach to preserving Kew Court House 4 June 2010 Paint stripping from older buildings can be a hazardous task. The City of Boroondara has found an environmentally sustainable solution for the works at local heritage icon, the Kew Police Station and Court House. Council used an organic based paint stripping alternative as part of the repairs to the rendering on the building facade. Over nearly three months, the damaged and unsound render was removed, the paint was stripped and the render was repainted. Usually, paint is removed via high pressure water cleaning or sandblasting. This is a harsh method and involves combining extreme high amounts of pressure, water and sand and is highly toxic. It also creates high noise levels. In this 'green' project, Council used a soy bean paint stripper. The process uses a paste-like substance, which is highly effective, non toxic and biodegradable, and applied by hand. Initially, a bandage is applied (much like a leg waxing strip) over the top of paste. It is allowed to dry and then the bandage is stripped off. Noise was kept to a minimum by using the paint stripping alternative. Scrapings and bandages are then bagged and sent to the tip as landfill, so it does not end up in our water supply. The waste and debris don’t run-off into drains, and the bags and bi-products are biodegradable. Studley Ward Councillor Phillip Healey explained that soy bean paint removal is not greatly used in Melbourne or the local government sector. "We know of special cases where it has been used, such as high profile projects like Sydney Harbour Bridge, but Boroondara is one of the first in Victoria to employ this natural plant-based paint-stripping treatment to a large-scale building," Cr Healey said. "What this means is that no harmful substances were used and no injury was caused, soy paint removal also preserves, protects and restores the heritage integrity and decorative stone masonry features of the historic building. The renovation plans include a new foyer, bathrooms and kitchen to ensure the venue meets a broad range of community needs. The restoration has been assisted with a Federal Government grant of $330,000 under the Regional and Local Community Infrastructure Program. In 2008, Council was also successful in obtaining a Heritage Victoria Grant of $250,000 towards the costs of the roof repairs. The various committees have worked very hard during these past weeks. The Kew Court House Arts Association Inc. has been formed under the leadership of Graeme McCoubrie. This organization brings all the amateur theatre groups in the City of Boroondara together with a view to providing them with a permanent performing space within the former Court House. As well as intimate theatre, there will be provision for the staging of instrumental and choral performances before an audience of 40 to 50 people. The Police Station will compliment the function of the Court House by providing a venue for artist groups to exhibit their work, for the Historical Societies of Boroondara to meet, and for study groups to meet, for activities such as play and poetry readings. It will be a Hub for the Arts in Kew. Of course none of this can happen unless the money to pay for restoration of the buildings is raised, and we only have until March 2007 in which to do this. The City of Boroondara, Kew Historical Society and the East Kew Community Bank are working together as a team to make this dream a reality, but WE NEED YOUR HELP. End Media Release Kew Courthouse future looks bright The State Government has accepted an offer from the local government of Boroondara to purchase the former Kew Courthouse and Police Station, Minister for Finance John Lenders said today. In a joint statement with the Mayor of Boroondara, Councillor Jack Wegman, Mr Lenders said he was pleased that agreement had been reached and the contract of sale document finalised. “I welcome the Council making this step towards purchasing this property after recent negotiations,” Mr Lenders said. “The settlement date for the purchase of the property is March 2007. The State government sold the property to Council at a reduced cost of $825,000 for community use. The full value of the buildings on the commercial marketplace was estimated to be about $2million,” he said. Cr Wegman said the Contract of Sale provides that if the funds cannot be raised to restore the property for use as community buildings then they will be returned to the State government. In relation to this additional funding to restore and modernise the buildings, Council and the community will work together over the next eight months, with the encouragement of the State government, Cr Wegman said. Mr Lenders said both he and the Premier had advised the Council of fundraising opportunities to help the Council convert the property for its future use. One of the earliest lines to use double-headed rail was the London and Birmingham Railway, which had offered a prize for the best design. This rail was supported by chairs and the head and foot of the rail had the same profile. The supposed advantage was that, when the head became worn, the rail could be turned over and re-used. In practice, this form of recycling was not very successful as the chair caused dents in the lower surface, and double-headed rail evolved into bullhead rail in which the head was more substantial than the foot. The Ravenswood Railway siding was constructed in 1862 with 12 feet wrought iron double-head rail held in cast iron chairs with Ransom and May patent compressed keys. Trenails held the chairs to the sleepers and the joints were secured in joint chairs. Joints were subsequently joined using fish plates. It formed part of the Melbourne to Echuca rail line, initially known as the Melbourne, Mt Alexander and Murray River Railway. George Christian Derbyshire, the first Engineer-in-Chair of the Victorian Railways was responsible for the design and construction of the works. No new lines were built in Victoria using double-headed rail after 1870. The siding was disconnected from the main line in 1988. The Ravenswood Railway Siding demonstrates the original 1856 philosophy of the Victorian Railways to adopt British permanent way technology. The siding demonstrates significant aspects in the development of permanent way technology in England and Victoria over the period from the 1830's to the 1880's. The chairs in the Ravenswood siding are physical evidence of early railway technology rendered obsolete 120 years ago, namely joint chairs at rail joints and trenails to secure the chairs to the sleepers. The double-headed rail demonstrates an important stage in the evolution of British rail technology in the 1830s. The old fish plates, square headed bolts and square nuts demonstrate the success of fishing the rail joins. The Ravenswood siding demonstrates the earliest form of rail joint technology developed in England, and existing in Australia, the joint chair. In part of the siding the sequence of joint and intermediate chairs is consistent with the 1856 specifications, that sequence is rare with the joints secured in joint chairs. The survival of chairs in this sequence is rare and almost certainly demonstrates that they remained in continuous use at the same location from 1862 to 1988. This remnant of the Ravenswood siding has survived 126 years. The siding has proved to be the most significant of extant remnant double-headed sidings in Victoria, containing a rare combination of early permanent way technologies. In this respect they are rare survivors and may be unique at the national level and of technical importance at the international level to the extent that they enhance contemporary understanding of early railway building technology. Surviving lengths of chaired double head rail survive at Kyneton, Ravenswood and Bendigo on this railway and include a number of different types of cast iron intermediate and joint chairs with hardwood keys and metal pins. The Ravenswood siding is of special significance for the diversity of chair types and for the sequence of chairs recalling rail lengths known to be associated with construction of the line in 1862. Construction of the Railway Tenders closed on 24 March 1858 with no less than 133 tenders being received. A contract was let to Cornish and Bruce for £3,356,937 to commence work on 1 June 1858 and complete the line by 31 July 1861. Cornish and Bruce made quick early progress with the Melbourne to Sunbury section being officially opened on 13 January 1859. The line was officially opened to Bendigo (Sandhurst) on 20 October 1862 by the Governor of Victoria, Sir Henry Barkly. A great banquet was held for 800 guests and this was followed by a grand ball. The extension of the line to Echuca was a relatively simple matter as that part of the line was across plain country without any significant engineering challenges. Mrs. Valerie (Val) Mason (1927-2019) was a local sheep farmer, business-woman, Beechworth shire councillor, and mother to five children. With her husband, Charles, Mrs. Mason developed and managed the Big Valley farm estate, at Everton, which is now part of a vineyard and farm stay. Mrs. Mason was instrumental in introducing a 'paddock to plate' philosophy and business model, opening a butcher shop on the farm in 1973. Concerned with improving infrastructure and developing economic opportunities in the region, Mrs. Mason successfully stood as a local council representative for South Riding in the United Shire of Beechworth, and later become the first woman Shire President in 1979. Mrs Mason was a member of the local Business and Professional Women's Club for 37 years. This oral history recording was part of a project conducted by Jennifer Williams in the year 2000 to capture the everyday life and struggles in Beechworth during the twentieth century. This project involved recording seventy oral histories on cassette tapes of local Beechworth residents which were then published in a book titled: 'Listen to what they say: voices of twentieth century Beechworth. These cassette tapes were digitised in July 2021 with funds made available by the Friends of the Burke.Mrs. Mason's story is historically significant for understanding economic and social changes in the Beechworth region during the latter half of the twentieth century. As a council representative, issues such as road and infrastructure modernisation and the transition from traditional government employment sectors, like Beechworth's care institutions, were challenges for local government. As a farmer and local employer, Mrs. Mason's story is testimony to the region's economic diversification as businesses like Big Valley farm shop helped shape the region's contemporary character. Mrs. Mason was among the first women to broach the traditionally all-male Beechworth Council Chambers and her story is socially significant for understanding the changing role of women in rural and regional Australia. This oral history recording offers interpretive capacity for social history themes and may be compared with other oral histories in the Burke Museum's collection. This oral history account is socially and historically significant as it is a part of a broader collection of interviews conducted by Jennifer Williams which were published in the book 'Listen to what they say: voices of twentieth-century Beechworth.' While the township of Beechworth is known for its history as a gold rush town, these accounts provide a unique insight into the day-to-day life of the town's residents during the 20th century, many of which will have now been lost if they had not been preserved.This is a digital copy of a recording that was originally captured on a cassette tape. This is the probate and will of John Hannon of the Anakies. John Hannon died in March 1874. Anakie is a small town between Geelong and Bacchus Marsh and the Anakies are three small hills in the nearby Brisbane Ranges National Park. Nothing is known of John Bannon except for the details in the will and probate. He was unable to read and write, signing his will with a cross and he was a small handholder having property valued at under £300. He left his estate to his wife Johanna and her family. It originally came from Thomas Goodall, a legal clerk in the office of lawyer Ernest Chambers who passed it on to George Mackay, the lawyer in the forerunner firm of the legal firm of Mackay Taylor. The document came the buildings that previously housed the firm of Mackay Taylor. This is a piece of parchment folded in two and joined at the fold by a piece of green ribbon to which is attached a government seal (Supreme Court of the Colony of Victoria). The parchment is much discoloured and the seal is torn. This is an 1877 document, the Letters of Administration in connection with the will and probate of William Ellis, a veterinary surgeon from Wimmera Street, Stawell. He died after an altercation with W. Richards, the landlord of the Post Office Hotel, where he was knocked against the wall of the verandah of the hotel. He left a small estate, with his property valued at under £107. This document is only of interest in that it came from the former legal offices of Mackay Taylor in Kepler Street, Warrnambool. It originally came from Thomas Goodall, a legal clerk in the office of lawyer Ernest Chambers who passed it on to George Mackay, the lawyer in the forerunner firm of Mackay Taylor where it remained until the firm of Mackay Taylor ceased to exist and the buildings were cleaned out. No information has been found on the Commission Agent John Fitts except that he died at the Yarra Bend Asylum at the age of 51 and was formerly a resident of Ascot Vale, a suburb of Melbourne. His estate was valued at £600. Yarra Bend Asylum, near the junction of the Yarra River and the Merri Creek was the first institution for the mentally ill in Victoria and operated from 1848 to 1925. This document shows that Mary Irwin of Peterborough, Victoria, died in April 1892 without making a will and the Letters of Administration were granted to her husband, William Irwin. However he died in 1901 without having fully administered Mary Irwin’s estate. In turn the estate administration was passed over to Charles McGillivray of Peterborough and one of Mary Irwin’s sons, William Irwin, residing in New Zealand. This document was drawn up in 1907, fifteen years after Mary Irwin’s death. She left property to the value of £100. No other details on Mary Irwin are available. Tait collection: item 11 of 62This document is of interest because it was drawn up by a local Warrnambool solicitor, Ernest Chamber. He had a practice in Kepler Street, Warrnambool with the known dates, 1897 to 1910, with other offices in Koroit and Port Fairy during the same time. His manager in Warrnambool was Thomas Goodall who appears to have passed this document on to lawyers continuing on in the Kepler Street premises until it was found in the building once used by the legal business of Mackay Taylor.This is a piece of parchment paper folded in two and written on the back and front in brown-coloured ink (perhaps originally black). There is a seal of the Supreme Court of the Colony of Victoria attached with a green ribbon and three red stamps of the Master in Equity in the Supreme Court. Tait collection: item 17 of 62 These are the Letters of Administration for Thomas Coffey who died intestate in February 1898. He was formerly a settler from Corowa, New South Wales and latterly from Warrnambool and Colac. His real estate valued at £20 and his personal estate valued at £746 was granted to his widow, Margaret Coffey of Kirkstall. Thomas Coffey died in Colac at the age of 64 but no other information on him has been found.This document is of minor interest, being the Letters of Administration following the death of Thomas Coffey. He may have lived in Warrnambool for some time in the latter part of the 19th century. The document has been in the possession of Ernest Chambers, a lawyer with offices in Warrnambool, Port Fairy and Koroit at the end of the 19th century and the beginning of the 20th century. The document has then been stored in the Kepler Street offices of successive law firms until it was located in the premises previously occupied by the firm of Mackay Taylor.This 1898-1899 document consists of three pages of parchment paper tied together with thin green cord and cropped at the top and bottom left hand corners of the document. There are two seals attached, one with red sealing wax from the Supreme Court of New South Wales and the other attached with green ribbon from the Supreme Court of the Colony of Victoria. The document material is handwritten in black ink. There are six stamps – three from New South Wales, one from Geelong and two are indecipherable. The document also has a blue stamp duty label attached (New South Wales, one per cent stamp duty). Tait collection: item 18 of 62 This document contains information on the Probate papers of James Evenett, a fellmonger from Warrnambool. He died in September 1898. James Evenett had a fellmongery on the Merri River, commencing business about 1869 and continuing in to the 1890s. In the 1880s his woolscouring works employed four people and this increased to ten at the busy times. He purchased sheepskins from the neighbouring farms and sent the wool to England with the skins being used in the Merri River tannery works. He left real estate property to the value of £686 and personal estate to the value of £200. The three executors were William Ponting, James Harman and his wife Mary Evenett. These probate papers relate to James Evenett, a fellmonger from Warrnambool.This is an 1898 document containing the Probate papers of James Evenett. The paper has been folded in two with handwritten material on four sides. There is a seal of the Supreme Court of the Colony of Victoria attached with a green ribbon and a red stamp of the Master in Equity of the Supreme Court. This book was awarded as the "Howard" prize to Robert A. Mitchell for Arithmetic in 1879. Robert Mitchell, (D.O.B 9/2/1862), entered the College on 9th July, 1878. Robert is the son of Robert Mitchell who resided at Teragram Cottage, St. Arnaud. Enclosed in the pages of the book was a small purple cardboard invitation which reads: "Ballarat College. Annual Distribution of Prizes. Academy of Music, Tuesday, December 16, at four o'clock p.m. The Reverend WM. Henderson in the chair." This invitation has subsequently been filed in the 1879 file.Bound in half calf with pebble grained cloth boards, marbled edges, gilt lettering and decoration on the spine.
