Statement of Significance Last updated on - January 5, 2010 REVISED STATEMENT OF SIGNIFICANCE, CONTEXT, 2010 What is significant? The c1950s Jelbart residence and the c1945 barn, the garden and the gate posts and the surrounding site to the extent of the title boundaries. How is it significant? The Jelbart house and barn are historically and architecturally significant to the Shire of Nillumbik. The garden and the gate posts are historically and aesthetically significant to the Shire of Nillumbik. Why is it significant? The Jelbart house and barn are historically significant because they are unusually large and because together they comprise one of the oldest groups of substantial mud brick buildings erected during the 20th century in the Shire of Eltham and foreshadow the large mud brick residences of the 1960s and 1970s for which the area is well known (Criteria A & B). The buildings are architecturally significant because their construction (using timber post framing and mud brick walling) is a characteristic feature of what became known as the 'Eltham style'- which was prevalent in the area during the mid and latter parts of the 20th century (Criteria D & A). It was built for and formed part of a land development scheme undertaken by one of Sir Matthew Davies group of speculative companies known as the Freehold Investment and Banking Company of Australia Ltd. It is historically and aesthetically important. The Ballarat School of Mines was established in the disused Ballarat Circuit Court in 1870 through the initiatives of the Ballarat Mining Board, which was concerned with the shortage of trained men for the goldfields. The former Ballarat Circuit Court House was originally abandoned due to subsidence of its foundations, possible caused by under-mining. This photograph shows students in front of that building, which was demolished c1912 to make way for the Ballarat Technical Art School building. Scrap book containing invoices relating to accounts to be paid by the Ballarat School of Mines between 1870 until 1875. The School of Mines at Ballarat was the first school of Mines in Australia and was established in 1870. The works done to the former Ballarat Circuit Court House were overseen by Robert Davidson (architect and Surveyor) with the contractor being James Williams. Large book, green leather with red binding, numerous original invoices pasted onto the pages. The first pages of the scrapbook includes correspondence relating to the refurbishment of the former Ballarat Court House which was used as the Ballarat School of Mines from 1870. The Ballarat School of Mines was Australia's first, and was established in 1870. The former Ballarat Circuit Court was the first site of the Ballarat School of Mines.
