Painting - John Halfey, c.1882
John Halfey (1825-89) was born in Southport, Lancashire and migrated to Victoria in 1852. After finding gold at Sandhurst, and representing the latter in the Victorian Parliament, he moved to Melbourne to engage in various commercial pursuits, including directorships of insurance, mining and banking companies. A resident of Kew from the late 1850s, he was known for the hospitality provided at his house Ordsall (later Southesk) in Cotham Road. On 14 December 1860, Halfey chaired a public meeting calling for separation from the Boroondara Roads Board, which led, four days later, to the proclamation of Kew as a separate municipality. He was elected to the Council in 1861, replacing Cr. Oswin, and subsequently served as the second Chairman of the Municipality in 1862-1863. John Halfey became a trustee of Holy Trinity Church in Bulleen Road (now High Street) in 1862. He was to resign from Council after four years in 1865. Twenty-four years later in January 1889, he died aged 63 from a seizure, at his rooms at the Herald Office. He was interred in the Boroondara General Cemetery where his monument is the tallest in the Cemetery. He is shown holding a document or perhaps a pair of gloves. The Garfield water wheel was the largest ever constructed in Victoria, standing 22 metres tall. Water was brought via a race from the Expedition Pass Reservoir and passed through the water wheel to power a 23 head stamping battery. This was all part of the Garfield Mining Company established in 1882. An account of the life of George Ernest Locke who was a gold miner on the Yarra Track near Marysville in Victoria.An account of the life of George Ernest Locke who was a gold miner on the Yarra Track near Marysville in Victoria. George was a well-educated young man and had some success prospecting in the Cumberland area before partnering with William Chester with whom he opened the Golden Bower gold mine in 1896. George and William then discovered a second reef which they named the Silver Bower mine. George lived in a log cabin in the Cumberland reserve and was known to be a loner. He was clever with his money and chose not to have a bank account in Marysville, where everyone would learn about his financial status. He banked at the ES&A in Fitzroy and at the time of his death in 1941 he had accumulated the princely sum of three hundred and sixty pounds. George Locke was known as "the Hermit of Cumberland Valley" and lived in his humpy until his last few days during which he moved into a Forest Commission's patrol hut because his old humpy had started to fall to pieces. From 1851 the Victorian government required all men on Victorian Goldfields to carry a Gold License. The fee was one pound per month, and was payable in advance. There was agitation surrounding the gold license which was thought to be an excessive fee and did not give the bearer right to representation. On 03 December 1854 the gold diggers on the Eureka Lead fought a short battle against the army and police troopers. A few months later a new system of taxing gold diggers was introduced - the Miner's Right.The Victorian Gold Licence was issued from 1851 until early 1855. Every man on a Victorian goldfield had to carry a valid gold license, so few survived the harsh treatment of being carried around a working goldfield. There was much dissatisfaction about what was thought to be an unfair mining tax (or gold license). On 29 November 1854 Ballarat miners burnt their licenses on Bakery Hill. On 3 December 1854 the Eureka Stockade Battle took place, resulting in the Goldfields Commission. The first Miner's Right was issued in late June 1855, and in July the first Local Courts were elected by miner's right holders. The two Fitnall Gold Licenses are important because they were issued on either side of the Eureka Stockade, and are in very good condition. The Gold Licenses were donated to the Ballarat School of Mines by John Wilson in 1921. Two gold licenses issued by the Colony of Victoria. The licenses are printed onto blue paper with a Colony of Victoria logo at the top. The licenses were issued on either side of the historic Eureka Stockade in Ballarat East which took place on 03 December 1854. .1) No 219 - Made out to [H?] Fithall on 16 April 1854 and signed by Commissioner R.C.
