An article from 1977 about a scheme by the Education department whereby toys are donated to charities such as Legacy which was in place since 1949. Sometimes these toys and clothing were given to junior legatees at the Christmas party. The photo shows four boys from Dromana Technical School making toys in their woodworking class. They are Richard Freeman, Ray Bryant, Shane Matthews and Wayne Poulton. The article was cut from the newspaper and pasted into a scrapbook. For many years Legacy kept scrapbooks of press clippings that related to their work and publicity. The book is about the history of the Carry On Club which was set up in 1932 along similar lines to Legacy. Their main focus is to help with the care for veterans and their dependents. The founder was WL Hawkins (1861-1969), who served in the First AIF in 1915 and saw active service in France. He attained the rank of Lieutenant. With the economic collapse of 1929 he saw a need to help the many unemployed ex-servicemen. He discussed his ideas with Stan Savige of Legacy. Nathan Frederick Spielvogel (1874-1956), teacher, writer and historian, was born on 10 May 1874 at Ballarat, Victoria. as well as his stories he published a number of Books about the history of Ballarat. Nathan Frederick Spielvogel (1874–1956) was a teacher, writer and historian. As a country schoolteacher, he traveled widely in the eastern Australian outback and also made a journey to London. Harold Brocklebank Herbert (16.09.1891-1945) Harold Herbert was one of the first pupils at the school starting in 1891, commencing as a 15 years old he studied Applied Design and Architecture at the Ballarat Technical School of design attached to the Ballarat Fine Art Galery, transferring to the Ballarat Technical Art school attached to the Ballarat School of Mines. He was a certificated Art Teacher with the Victorian Education Department. His talents were identified by Ballarat’s Ponsonby Carew-Smith who rose to become Art Inspector with the Victorian Education Department. His teaching career included being appointed Principal of the Sale Technical Art School in 1898. Harold Herbert undertook further studies in England returning to Ballarat with all new entrepreneurial ideas. He worked at the Ballarat Technical Art School between 1915-19. Harold Herbert was involved with the design of the Ballarat Arch of Victory, and was responsible for the reproductions in ‘The Education Department’s Record of War Service. Had been principal of the Sale Technical Art School since 1898, and had undertaken further studies in England returning to Ballarat with all sorts of entrepreneurial ideas. In 1924 the Ballarat School of Mines Students’ Magazine reported “We are perfectly safe in claiming on behalf of our school, that no institution of its kind has turned out a greater number of men and women students who have since “made good” while some have achieved enviable prominence in the world of art. Amongst these later, the most brilliant is Harold B. Herbert whose work is so widely and justly appreciated throughout Australia and whose achievements are watched by his old school with the greatest pride. He commenced at the School when he was about 15 years of age, and followed a course of training very similar to what most students are doing the most valuable qualities shown by him during his career as a student were a passion for drawing and a capacity for taking pains, so essential in all artwork. He was appointed as Assistant Art Teacher at Ballarat on completion of his course, and later assistant in the office of Art Inspector. All of his spare time was devoted to out-door sketching and commercial drawing and he showed an ability in practical design for various crafts quite equal to the ability he has since displayed in depictive art. His return to this School as senior master and his departure to devote himself entirely to fine art are quite recent happenings with which all students are familiar. The wonderful exhibition he held in Melbourne on return from a sketching trip abroad has place him amongst the leading artists of Australia. Upon his death in 1945 the Ballarat School of Mines Student's Magazine recorded: "The death of the famous water-colour artist, Harold Herbert, will be a distinct loss to art in Australia. he was educated at the Ballarat Art School which it was situated in Sturt Street, and the gave promise of becoming a famous artist then. his talents were recognised, and in water-colour work he quickly made a name for himself. his landscapes in water-colour are in the principle galleries of the world, and many of them are to be found in the Ballarat gallery and in other provincial galleries. In 1941 he was appointed official war artist for the COmmonwealth, and he served in the Middle East and Syria. A letter that was sent from Legatee PW Powell to Legatee 'Doney' on 21st September 1928. He mentions his purpose is to record some of the early history of Legacy in a minute book of the Club, which unfortunately was missing at the time of writing. As well as saying it was formed after Stan Savige saw General Gellibrand's Remembrance Club in Hobart. Luncheon meetings were held and the first one L/ Powell attended in September 1923 had about 8 attendees - Stan Savige, Fred Forrest, Frank Selleck, Charlie Watson, Peter Eller, and Ted Pittard. L/ Powell was appointed Hon. secretary and there was discussion about the name of the club. Suggestions included 'Continuance', 'Chevron', 'Espirit de Corps', and 'Apres Le Guerre'. He says 'at that stage Legacy was not mentioned, the inspiration came later in my own offie when seeking a name that would appeal to he imagination. My recommendation to the members was covered in he first luncheon address given to the Club under the title of "Business Leadership" .' Selection of the first president included inviting General Monash and General Tivey, who both declined. Colonel Harold Cohen accepted. 'The first literature issued by the Club included: List of office bearers (deleting decorations and rank) / Constitution and By laws / Classification / Brief History (which was torn up before issue as it was felt that Legacou should be impersonal and that the principal should stand before the individual).' The notation H3 in red pen shows that it was part of the archive project that was trying to capture the history of Legacy. Originally would have been issued with a scroll & letter from the King but neither with plaque. 1914-1918 Memorial Plaque In early 1920 it was announced that the next-of-kin of all Australian servicemen and women whose deaths were attributable to the First World War would receive a memorial plaque and scroll "as a solace for bereavement and as a memento". The memorial plaques were not uniquely Australian. In fact they were designed and produced in Britain and issued to commemorate all those who died as a result of war service from within the British Commonwealth. The idea for the plaques was originally conceived mid-way through the war. In 1917 a competition was announced to obtain a suitable design and 800 entries were eventually received. The winner, Mr. E. Carter Preston of Liverpool, England, was chosen in 1918. He was awarded a prize of 250 pounds. Mr Manning Pike directed the manufacture of the memorial plaques at the Memorial Plaque Factory set up at Acton, London. Some later plaques were also made at the Woolwich Arsenal. The cost of manufacturing so many plaques must have been considerable. Each plaque had the name of the soldier commemorated individually embossed (some were engraved) as part of the design. The full name was given without any indication of rank or honours to show the equality of sacrifice of all those who had lost their lives. The scroll designed to accompany the plaques was of thick paper, headed by the royal coat-of-arms, and bore the following message: "He whom this scroll commemorates was numbered among those who, at the call of King and Country, left all that was dear to them, endured hardness, faced danger, and finally passed out of the sight of men by the path of duty and self-sacrifice, giving up their own lives that others might live in freedom. Let those that come after see that his name is not forgotten". Underneath the message the serviceman or woman’s name, rank, honours and unit were written by hand in red ink. Because of the late arrival in Australia of the plaques many scrolls were sent out separately. A message from the King, "I join with my grateful people in sending you this memorial of a brave life given for others in the Great War", was included with the scroll. The first plaques were distributed in Australia in 1922. Each plaque was sent out from Base Records Office at Victoria Barracks in Melbourne by second-class mail. Approximately 60,000 plaques were issued in Australia. A set of notes compiled by L/ Frank Doolan about the Intermediate Legacy Club (ILC). He spoke at the 1974 reunion and perhaps these notes formed part of his speech. Background: The ILC was formed in 1929. The idea of the club sprang from those boys who had outgrown the Junior Legacy Club. In the early days it fielded a lacrosse team and it was this that mainly held the members together. Enthusiasm wained after a few years as it lacked a solid objective. The answer came from one of its members and in 1938 they founded the Don Esses Club. This was a club for the children of incapacitated ex-servicemen which met every Thursday night at 7.30 run by the ILC members. The name came from the signallers' code Disabled Servicemen's Sons. During the second world war 80% of the members of the ILC enlisted in the services. Leaving only 8 members that could not join due to ill health or reserved occupations. They continued the Don Esses and whatever aid they could to Legacy. ILC members had always helped Legacy where possible including being camp leaders or camp staff, with the annual demonstrations, and coffee stalls at the ANZAC dawn service. Post second world war some ILC members were nominated into Legacy, others drifted away in civil occupations. It was found difficult to recruit new blood into the ILC and eventually membership waned when the boys from the Don Esses clubs found other youth activities to join. The ILC ceased to meet regularly in the mid fifties. However a strong comradeship still existed between members and they would meet in one anothers homes. Members were always ready to help the senior Legacy Club in any way in their power and still helped at Christmas parties and summer camps. ILC was a service rendering organisation and was self governing. Non-sectarian and non-political, the members were ex-junior legatees over 18 years of age. After serving in World War 2 members were eligible to become members of Legacy. Was in a folder of material collated about the ILC by an early archive committee. A letter from Legatee Meldrum recalling memories about Legatee Stan Savige. It is addressed to Legatee Kemsley who was on the archive committee at the time. Legatee Meldrum was a dentist and Stan was a patient of his. During a visit there was a discussion that Meldrum could help convince Sir John Monash to be President of Legacy as he used to play tennis with his son-in-law. It goes on the recount how Sir John suggested the role to Harold Cohen. Part of what was written: 'I did speak to Sir John the next Sunday. He was very interested but said he just could not take the office because his hands were so full with Yallourn. He said "Don't worry, let me give you some advice. If ever you want a job - a good job - done go to a busy man." Later as I was leaving Sir John called me into his study and said "I took my own advice today and asked a very busy man to take on the job you asked me to do. You know Harold Cohen because you always sit at his table at the Club. Well I've told him I would like him to think about taking the Chairmanship. Now it's up to you. Arrange for Savige and others to meet him". Which I did. Being originally a 6th Brigader I knew nearly everyone interested and I had known Pip Powell for six years before the war. I did attend a committee meeting just before the first luncheon at Stan's invitation but had not formally joined. It was originally built in the late 1840's and was rented by the Whatmough family at one time.
