Charles Umphelby began his military career at Warrnambool Garrison in 1884. In 1885 he was appointed Lieutenant in the Victorian Permanent Artillery. He succeeded Major Daniel in command of Queenscliff Fort in 1890. He went to England in 1889 and was attached to the staff of Major-General Clarke. Lieutenant-Colonel Charles Umphelby was a Special Service Officer attached to the Censor's Department in Cape Town. He then went to the Howitzer Division of Lord Methuen's force at Modder River. Charles was wounded during the fight at Driefontein, 10 March and died 12 March 1900. He was married to the daughter of Thomas Austin, owner of Barwon Park near Geelong. George Eddy was born in Castlemaine (1860) and joined the Third Battalion of Militia at Ballarat in 1885. In 1890 he gained a position on the permanent staff of the Victorian Rangers and promoted to Major in 1897. Eddy went to England (1898-9) and was attached to the Devonshire Regiment. Major Eddy was killed at Rensburg, Province of KwaZulu-Natal, South Africa in 1900. He was Senior Officer of the First Contingent, commanding the Infantry Unit. Colonel Carter wrote..." ....I brought the gallant conduct of your husband and his command under the notice of the General .....He was a genial comrade and a gallant soldier, and he is, I fear, an irreparable loss to the Australian Contingent." William Fleming Hopkins was born in the Maryborough District in 1864. He graduated from Adelaide University, B.A.. Returning to Victoria he did three years of teaching at Portland and Scotch College. Admitted to Melbourne University, graduating M.B. and B.S. in 1891 and secured the appointment of Medical Officer and Manager of the Stawell Hospital. Doctor Hopkins joined the Victorian Rangers Medical Staff in 1892 with the rank of Captain. He served with them until his appointment as Medical Officer to the First Victorian Contingent under the command of Captain McLeish. Captain Hopkins exhibited courage and coolness under heavy fire attending to the wounded at Rensburg. James Roberts was born at Rushworth, Victoria, in 1872. He matriculated and graduated from Melbourne University in Civil Engineering. He had recently re-entered university to study medicine. While in university he was a lieutenant of the University Corps of Officer and then obtained a commission in the Victorian Mounted Rifles. At the outbreak of war, Roberts immediately volunteered for service in South Africa. He was in the first contingent - mounted infantry unit. He was mentioned in dispatches. Arthur Coulson had served two years with the Victorian Mounted Rifles when he volunteered for active service. He was in the First Contingent, Mounted Infantry Unit sent to South Africa. He was engaged in scouting duties. Private Coulson contracted enteric fever (typhoid) and died in hospital. His death was the first from disease in the Regiment. Private Stock was a member of the Casterton Detachment, Victorian Mounted Rifles.Thomas and his brother both volunteered for active service in South Africa at the outbreak of war. Thomas was an expert horseman and very patriotic. Private Charles Williams was born in Nalinga and at the age of 16 joined the Victorian Mounted Rifles. He was one of the first from his district to offer his services at the outbreak of war. Private Willson was part of the First Contingent - Mounted Infantry Unit sent to South Africa. He joined the Victorian Mounted Rifles only a few weeks prior to this. During an attack in force by the Boers, at Hobkirk's Farm near Rensburg, he was struck by a ball in the eye and died instantly. He was known to be a brave man and good soldier. He was 23 years old. These images were hung in the corridor of the University of Ballarat School of Education (Mount Helen). It most probably dates from around the time of the transfer of the College. The Ballarat Teachers' College was established after the Victorian State Government and the State Education Department decided to establish two provincial teachers' colleges, at Ballarat and Bendigo. On 04 May 1926 W.H. Ellwood (Principal), Miss A. Bouchier, and Mr A.B. Jones, welcomed the first enrolment of 61 students to undertake the one year course. In 1927 the College moved to the former Ballarat East Town Hall in Barkly Street, which was remodelled for their use. It closed in December 1931 due to the Great Depression. In 1946 Ballarat Teachers' College reopened and relocated to the Dana Street State School. The building used by the Teachers' College was the original bluestone building facing Doveton Street South. It was originally planned to open as a women's college, for whom the residence at 130 Victoria Street was purchased, but the decision was made to admit resident men from Ballarat. Mr T.W. Turner was appointed as Principal in 1951 and directed the introduction of a two year course for the Trained Primary Teachers' Certificate. The former one year course was terminated at the end of 1951. In 1958 the College was relocated to a custom built facility at Gillies Street, in close proximity to the Ballarat Botanical Gardens. Numbers increased with the introduction of the Trained Infant Teachers' Certificate course under the guidance of Mary Egan. With the introduction of a three year Diploma Course in 1968 accommodation became cramped. The introduction of the Diploma of Teaching (Primary) led to the Trained Infant Teachers' Certificate being discontinued in 1969, and the end of the Trained Primary Teachers' Certificate in 1969. Secondary Art and Craft students began studies at Ballarat Teachers' College in 1969 under Mr Ted Doney. In 1971 Mr D. Watson was appointed Principal. The State College of Victoria was proclaimed by Order in Council on 24 July 1973, and Ballarat Teachers' College became a constituent college of the State College of Victoria, and was known as State College of Victoria, Ballarat. By 1975 the College moved to Mount Helen as part of the Ballarat College of Advanced Education. Pre service teachers currently undertake their studies on the Mount Helen Campus of Federation University. Associate Professor Catherine Laffey has been described as a changemaker and educationalist. In 1993 she was the ALP candidate for Ballarat Province, and stood as a candidate for the Australian Labor Party in the Legislative Council Province of Ballarat at the Victorian state election, which was held on 30 March 1996. On 18 March 1999 University Council approved the appointment of Ms Catherine Laffey to the Human Research Ethics Committee as a member co-opted from the TAFE Sector. In 2005 she was elected to University Council as the TAFE Representative, and around 2007 the Univesity of Ballarat Consultative Committee. Catherine Laffey was appointed Head of the School of Human Services in 2009. The University of Ballarat inherited the Camp Street Arts Precinct. As the functions of the former public buildings were moved elsewhere, the Victorian Government of the time recognised the importance of maintaining the heritage buildings and the opportunity to create a cultural precinct extending from the Art Gallery. The 19th century architecture along Lydiard Street and the dogleg bend of Camp Street define the precinct. With substantial financial assistance from both State and Commonwealth Governments, the Art Gallery Ballarat has been extended through to include the 1884 Police Station on Camp Street. The Post Office building (1864-1887) was acquired for the University. The 1904 and 1941 Courthouses and the c1900 Public Library building were also included. Two new buildings have been constructed. In 1947 Percy Everett, Chief Architect for the Victorian Government, drew up plans to accomodate the growth in student numbers on the Ballarat School of Mines site. It was an era of government buildings surrounding the Ballarat School of Mines campus either being transfered to the school or foreshadowed for transfer. In 1947 two Red Cross huts were transferred from Victoria Park to the western side of the former Ballarat Supreme Court (later Courthouse Theatre) for use by Wool Classing and Motor Mechanics. In the same year additional facilities were provided for Pottery due to the increase in enrolments and a large brick classroom was built at the rear of the Ballarat Junior Technical School Building. In the annual report of 1947 the President said: "These transfers are, however, only temporary expedients and indicate the pressing need for more buildings of a permanent nature". By the end of the year the School Council decided to request the Education Department of Victoria to proceed with the implementation of the School's long-range plan whch had received approval earlier and to treat it as an urgent post-war requirement. After much communication a plan for a six-storied building, flanked by two three storied buildings was planned to be built on the site of the Ballarat Gaol was developed. The plan was sent to the Education Department for the Minister's Approval. It is not know if approval was granted, but the building did not proceed, possibly becausse the Ballarat Gaol was still very miuch in use. When a tertiary division of the Ballarat School of Mines was being developed in 1967 it corresponded with the closure of the Ballarat Gaol. It was determined that the Lydiard Street South site had no room for future growth so a new campus was sought. The new campus was purchased at Mt Helen, and was initially known as the Ballarat Insittute of Advanced Education. In 1976, when the Ballarat Teachers' College merged into the structure, the campus became known as the Ballarat College of Advanced Education and it was no longer a part of the Ballarat School of Mines.
