Box Cottage Museum, a reconstruction of an early settler hut, is named after the Box family who resided there 1865 -1913 . George William Box 1870 -1933 was a son, and twin brother of Cecilia Eliza, of William and Elizabeth Avis Box who lived in Box Cottage and farmed the land 1865 - 1913 . George William Box married Elizabeth Honor Tippett 1902 and they had 8 children. Elizabeth Avis Box gave them a shop with a dwelling in Jasper Road where Elizabeth Honor sold groceries and vegetables while George obtained various jobs. Application was made for a mixed school known as Parupa Common School in 1865. Building by Robert Pitkethley commenced in 1867. The name was changed to Lake Bolac State School No. 854 in 1870. The school was bluestone with galvanised iron roof. 30ft x 18ft x 10ft high with teacher residence attached. The building was used from 1867 to 1925 when it was sold for removal. One of the oldest houses in Eltham, the cottage was built around 1861 by pioneer builder George Stebbing whose family lived in it until the 1900s. It’s plain and simple style reflects the functional design of the house. George Stebbing was responsible for the construction of some of Eltham's principal township buildings, including the Uniting (former Methodist) church, St. Margaret's Anglican church (1861) and Shillinglaw Cottage (1879). Establishment and Functions Prior to 1860, the Chief Secretary's Department had been responsible for the administration of the gold fields and associated mining activities. In November 1860 a Commissioner of Mines was appointed and a Department was established under his administration. For the period November 1861 to June 1863, the Postmaster General was responsible for the Mining Department. A Minister of Mines was again appointed in 1863. Responsibilities of the Department of Mines were: 1. Regulation of mining and related public works activities through the issue of miners rights, business and residence licences, mining leases, mineral and other prospecting licences 2. Superintendence of the activities of mining surveyors, registrars, wardens and Mining Boards. 3. Investigation of the state's geological structure, mineral wealth and underground water resources 4. Development of the mining industry 5. Supervision of the safe working of mines, machinery and quarries including checking the credential of mine managers, inspectors and operators 6. Regulation of the disposal of sludge and other waste products 7. Administration of the Victorian Mining Accident Relief Fund. Arising from its initial responsibility for the supply of water on the gold fields, the Department became responsible for rural water supply from the mid 1860s. Statutory responsibility for rural water works during this period rested with the Board of Land and Works. In 1865 the Waterworks Act gave the Board power to construct waterworks, purchase land, levy charges and lease or sell works, while the Public Loans Act 1865 empowered it to provide loans to local water trusts for waterworks. The actual administration of these statutory provisions was undertaken by the Victorian Water Supply Department which operated from 1865 to 1889 as a sub-department of the Department of Mines, from 1889 as a department in its own right, and from 1895 to 1909 as a sub-department of the Department of Mines and Water Supply. For a brief period from 1891 to 1893 the Department of Mines was also responsible for forests and, until 1880, for the Schools of Mines subsequently transferred to the Education Department. In 1895 the Department of Mines and the Victorian Water Supply Department were amalgamated to form the Department of Mines and Water Supply. The company was not only wood plane makers but tool makers in general with the Charles Nurse & Co catalogue having 350 pages of tools for sale of varying types for different building trades and over 138 pages dedicated to woodworking tools. Records show that the company was at 182 Walworth Road London from 1887-1949. However, they had several retail outlets before this time and records indicate before 1887 Charles Nurse was at 32 Mill St Maidstone Kent, from 1844 -1860 but were in business before then. Also in Brighton at 135 Queens Road from 1865 -1871 and at 3 Mill Street Maidstone, again from 1872 - 1889 listed on records of the time as “plane and tool makers.”A vintage item made by a significant tool maker and retailer from the middle of the nineteenth century and into the first half of the twentieth century. These items were made commercially for firms and individuals that worked in wood and needed a tool that could produce an ornamental finish to timber. Jonathan Binns Were (1809-1885) was born in Somerset, England on 25 April 1809. Before he migrated to Australia in 1839, he worked with colonial merchants and bankers Collins & Co. in Plymouth. Initially trading under his own name, he formed Were & Co. with his brother George and his brother-in-law, Robert Stevenson Dunsford, then, after 1861, JB Were & Son. Were’s were importers, exporters and agents for shipping, land, cattle, sheep and wool; gold brokers and buyers (after 1851); and share dealers (after 1853). Were went bankrupt twice in 1843 and 1857, the former connected with his association with Henry Dendy and the Brighton subdivision. Were lived in Brighton at Moorabbin House and represented Brighton in the Legislative Assembly in 1856-57. In 1865 Were became the first chairman of the Melbourne Stock Exchange; he was the first president of the Chamber of Commerce and served on the board of many public and private institutions and companies. He was Port Phillip’s first Justice of the Peace; and organiser of the 1881 Melbourne Exhibition.
